Performance Work Statement (PWS) for Special Operations Forces (SOF) Rapid Development Integration Facility

(RDIF)

C-17 Aircraft Propulsion Data Management Cable Assembly Set

Project Task Order FA8629-19-F-0001

1.0 Description of Products and Services: The Contractor shall provide the labor, materials, program management, and quality assurance to produce and deliver two (2) C-17 Aircraft Propulsion Data Management Cable Assembly Sets for this project. This task order shall be in accordance with the terms and conditions of IDIQ FA8629-20-D-5020.

2.0 Background: AFLCMC/WLMB has tasked the RDIF to provide two (2) C-17 Aircraft

Propulsion Data Management Cable Assembly Sets.

3.0 Scope: The Contractor shall deliver two (2) C-17 Aircraft Propulsion Data Management Cable Assembly Sets per drawing and process standard documents provided.

4.0 Program Management: The Contractor shall plan, organize, coordinate, and control all task order activities ensuring compliance with contract requirements and timely delivery of the required products. The Contractor shall designate a Program Manager who will be the primary point of contact for interface with the Government for all issues regarding this project task order.

5.0 Specific Tasks and Objectives:

5.1: The Contractor shall:

1) Provide management, labor, and materials to fabricate two (2) C-17 Aircraft Propulsion Data Management Cable Assembly Sets per drawing package provided.

2) Perform Quality Assurance inspections on the C-17 Aircraft Propulsion Data Management Cable Assembly Sets per supplied drawings and Standard Process documents prior to shipment to customer.

3) Prevent the inclusion of counterfeit parts or parts embedded with malicious logic into products intended for sale to the Government.

4) Implement and maintain preservation, packaging, packing, and marking of all materials and items to protect against physical damage, mechanical damage, and other forms of degradation during storage, handling, and shipments of all items.

Package all materials/items IAW the Commercial Standard, ASTM-D3951-10, or the Military Standard, MIL-STD-2073-1E, best practices.

5) Ship two (2) C-17 Aircraft Propulsion Data Management Cable Assembly Sets to Robins AFB, GA (WR-ALC) with certificate of conformance according to the Delivery Schedule laid out below in Table 1.

5.2: The RDIF will:

1) Provide program and contract management for work described in this project task order.

2) Provide facility and equipment for work described in this project task order.

3) Provide acceptance of contractor-delivered C-17 Aircraft Propulsion Data

Management Cable Assembly Sets per supplied drawings.

4) Act as liaison with AFLCMC/WLMB.

6.0 Principal Place of Performance and Hours of Operation: Work in support of this task order shall be primarily performed at Building 148, Wright-Patterson AFB, Ohio. Normal work days are Monday through Friday, except United States federal holidays. Workers normally work eight hours per day, 40 hours per week, or as otherwise specified.

7.0 Overtime: Not Applicable (N/A)

8.0 Security Requirements: N/A

9.0 Travel Requirements: N/A

10.0 Government Furnished Items: The Contractor will have access to and shall use the Government supplied facilities, supplies, equipment and information required to accomplish the efforts described above (i.e., work space, test equipment, tools, machinery, office supplies, etc.).

11.0 Required reports: N/A

12.0 Period of Performance: Task order award to 10 MARO.

13.0 Constraints: Drawings contain information controlled by the International Traffic in Arms Regulation (ITAR), or the Export Administration Regulation (EAR). Export of information contained in the drawings (of which export includes, in some circumstances, release to foreign nationals within the United States) without first obtaining approval or license from the

Department of State for items controlled by ITAR or the Department of Commerce for items controlled by EAR may constitute a violation of law. Under 22 U.S.C. 2778, the penalty for unlawful export of items or information controlled under the ITAR is up to 2 years imprisonment, or a fine of $100,000, or both. Under 50 U.S.C., appendix 2410, the penalty for unlawful export of items or information controlled under the EAR is a fine of up to $1,000,000, or five times the value of the exports, whichever is greater; or for an individual, imprisonment of up to 10 years, or a fine of up to $250,000, or both. In accordance with your certification that establishes you as a “qualified U.S. contractor,” unauthorized dissemination of this information is prohibited and may result in your disqualification as a qualified U.S.

contractor, and may be considered in determining your eligibility for future contracts with the Department of Defense.

Interested contractors must contact the points of contact listed in the Request for Proposal to request access to the ITAR- or EAR-covered documents.

14.0 Mission Essential Services: Contractor personnel performing this project task order are not considered mission essential.
