1 Section L 8 & 9 4.2, 5.3, & 5.4

In the Organization and Page Limit Table at section 4.2, the model contract is shown as section 5.4. In the text in section 5.3, the text is specified for the SF33 and Model Contract. Will the government please confirm that Section 5.3 should be the model contract and Section 5.4 should be the SF 33?

The Organization and Page Limit Table at Section L paragraph (para.)

4.2 is correct as written. The reference in the table to para. 5.3 and titled "Certifications and Representations" corresponds to Section K of the solicitation, which is addressed in para. 5.3. The table indicates that para. 5.4 addresses the model contract; this is correct. However, the indication in para. 5.3 of what must be included with the model contract could be confusing and is being amended to indicate that the model contract that the Offeror shall submit includes everything in SAM Attachment (1), RDIF Model Contract, with the exceptions of Sections K, L and M. To be clear: Offerors must submit Representations and Certifications required by Section K. However, there is no need to include the page from the current SAM Attachment (1) showing the clauses incorporated by reference. If Offerors are unable to remove Sections K, L, and M from the PDF file when submitted the signed SF33 model contract along with Sections A through J, the exhibit, and all attachments, then they can leave Sections K, L, and M in the file submitted with the understanding that these three sections will not be part of the final contract agreement because they pertain to the RFP but not the final contract.

2 Section L 9 4.2 & 5.6 Will the Government please confirm if the requirements in section 5.6 should be included in Section 5.5 or if Table 4.2 should reflect a Section 5.6?

Table 4.2 should reflect a Section 5.6 with a page limit of 1, with a hard copy and e-copy as well. The RFP will be amended to add this to Section L.

3 Section L 9 5.3 Will the Government please provide the full text of Section K and Section I so that the offeror can complete and provide the full model contract as instructed in Section 5.3?

Section K is after attachments L and M, on page 99 of the model contract. Section I includes the clauses incorporated by reference and by full text. Clauses may be accessed in full text at https://www.acquisition.gov/

4 Section L 3 2.5

Will the Government please confirm that physical submittal of Hard Copy and Electronic Copy (CD) is required? The communications paragraph at Section 2.5 identifies encrypted electronic submission prior to the RFP submission deadline posted on the solicitation page. Offeror assumes that this secured communication is for post solicitation source selection information only.

Both hard copy and electronic copy (CD and/or DVD) must be submitted and are subject to other requirements in Section L. Proposals shall not be submitted via email or encrypted electronic submission; para. 2.5 addresses non-RFP submissions. Para. 3.3 addresses submission of the proposal.

5 Section L 11 7.2 Section 7.2 is not included in the table in Section 4.2. Can the Government confirm where the documents for 7.2 should be provided and identify the associated page count limitations?

If the Offeror is required to submit approved SBA Mentor-Protégé and/or Joint Venture certificate, such documentation required by para. 7.2 shall be included in Section 7.1 and is subject to the 25-page limit in para.

6 Section L 11 7.1 Will the Gov't please clarify whether the content included in the Past Performance Information Tool does or does not count against the 25 page limit associated with Volume III?

Information submitted in the Past Performance Information Tool does NOT count against the 25-page limit associated with Volume III.

7 Section L 11 7.1

Will the Gov't please upload the file for the Past Performance Information Tool to the beta.SAM.gov solicitation or provide updated instructions for locating the file on beta.SAM.gov? The current SAM Attachment (3) instructions still reference how to find the tool on FBO.gov.

An updated Past Performance Information Tool instructions have been uploaded to SAM with the RFP.

8 Section L 12 8.2 Will the Gov't please provide anticipated start and end dates associated with the 5-yr base ordering period as well as the 1-yr optional ordering period?

The government anticipates making IDIQ award in mid-2020, subject to change. Any specific date given at this time would be purely speculative, because the actual award date will be driven by many factors.

9 RDIF Price Matrix 20191029 Hours Tab

Assuming a contract start date in mid-FY20 and a 5-yr base ordering period plus 1-yr optional ordering period (6-yr total Period of Performance incl Base + Option) there appears to be too many fiscal years included in the Price Matrix. Mid-FY20 to mid-FY25 would constitute the 5-yr base ordering period and then mid-FY25 to mid FY26 would constitute the 1-yr optional ordering period. Will the Gov't please confirm that the RDIF Price Matrix 20191029.xls file included with the solicitation package is accurate to the intent of establishing the Total Evaluated Price or will the Gov't please provide an updated price matrix that aligns to the period of performance?

By pricing through FY27, the government is allowing for pricing of the base and option year as well as a six-month extension of services under FAR clause 52.217-08, Option to Extend Services. No representation is being made that either the one-year option or the above clause will be enacted. However, should the government choose to exercise one or both options, pricing through FY27 is necessary. Having pricing up front will enable faster option award, should an option be exercised.

10 Section L 12 8 Will the Government consider allowing additional pages on the Volume IV - Price to allow for inclusion of any offeror pricing assumptions?

No additional pages will be allowed for inclusion of assumptions. Offeror understanding of the Wage Determination and associated Service Contract Labor Standards clauses should inform the proposal.

11 RFP Letter 2 6 Will the Government please advise on where the OCI requirements should be included in the proposal response?

Include OCI considerations as an addendum to Volume I and reference the RFP Letter. Section L para. 4.2 has been amended to reflect this requirement.
