PROGRAM OVERVIEW A."ID CONTRACTING APPROACH

1, Program Overview: The KC-X acquisition is a Major Defense Acquisition Program that will meet the need for a tanker refueling capability as contained in Air Mobility Command's (AMC) Capability Development Document (COD), Air refueling aircraft (ARA) provide robust sustained air refueling (AR) capability to support global attack, air-bridge, deployment sustainment employment, redeployment, homeland defense, theater support to joint, allied, and coalition air forces, and specialized national defense missions, The COD identifies capabilities needed in the first increment of up to 185 medium to large commercial derivative KC-X aircraft

2, Contracting Approach: The acquisition strategy del/eloped for the KC-X program is to conduct a full and open competition per FAR Part 15 resulting in award of an EMD contract with LRIP/FRP priced options, The aircraft selected will be a Federal Aviation Administration (FAA) certified, intercontinental range, commercial deriYati ..... cargo/passenger aircraft, This aircraft during EMD will be modified to meet the capabilities called out by AMC in the COD.

3, Quantity Overview: The objective of this acquisition program is to del/elop and field up to 179 aircraft that provide the life cycle solution that meets Air Mobility Command (AMC) operational requirements for an Air Refueling Aircraft (ARA), The final quantity of aircraft will be determined at the Full Rate Production decision based on the operational capability the selected aircraft provides, i.e. KC·135 equivalency. These 179 aircraft represent the first increment of aircraft required to meet the AMC target fleet quantity of 575 aircraft in 2018 consisting of KC-135, KC-10, and KC·X aircraft

PROGRAM OVERVIEW AND CONTRACTING APPROACH

1. Program Overview: The KC-X acquisition is a Major Defense Acquisition Program that will meet the need for a tanker refueling capability as contained in Air Mobility Command's (AMC) Capability Development Document (CDD). Air refueling aircraft (ARA) provide robust, sustained air refueling (AR) capability to support global attack, air-bridge, deployment, sustainment, employment, redeployment, homeland defense, theater support to jOint, allied, and coalition air forces, and specialized national defense missions. The COD identifies capabilities needed in the first increment of up to 185 medium to large commercial derivative KC-X aircraft.

2. Contracting Approach: The acquisition strategy developed for the KC-X program is to conduct a full and open competition per FAR Part 15 resulting in award of an EMD contract with LRIP/FRP priced options. The aircraft selected will be a Federal Aviation Administration (FAA) certified, intercontinental range, commercial derivative cargo/passenger aircraft. This aircraft during EMD will be modified to meet the capabilities called out by AMC in the COD.

3. Quantity Overview: The objective of this acqUisition program is to develop and field up to 185 aircraft that provide the best-value, life cycle solution that meets Air Mobility Command (AMC) operational requirements for an Air Refueling Aircraft (ARA). The final quantity of aircraft will be determined at the Full Rate Production decision based on the operational capability the selected aircraft provides, i.e. KC 135 equivalency. These 185 aircraft represent the first increment of aircraft required to meet the AMC target fleet quantity of 575 aircraft in 2018 consisting of KC-135, KC-10, and KC-X aircraft.

3. Special Instructions for completing Form 1921-2: The contractor is required to provide unit cost and hour in the Progress Curve Report, DD Form 1921-2. In section A (A1 through An), in each column, report incurred cost and hour data (unit-by-unit) for each unit completed. (Include all completed units whether designated as test, operational, or spare. Do not report on items such as spare parts or mock-ups, which represent only partially completed units.) If needed, additional columns may be added sequentially (I.e., AS, A6, etc.). In column B, Work-in-Process (WIP), enter incurred cost and hour data for all units started but not yet completed during the reporting period. (The sum of cost and hour data reported in section A and column B should match respective cost/hour data incurred to date on the Functional Cost-Hour Report column E). In column C, enter estimates for recurring cost and hour data to complete the work-In-process, and to complete remaining units. (The sum of cost and hour data reported in section A, column B, and column C should match respective cost/hour data estimated at completion on the Functional Cost-Hour Report column F).
