1. PROGRAM DESCRIPTION
1.1 The efforts anticipated under the resultant contract include training of advanced students in the tanker-transport tracks of United States Air Force (USAF) pilot training. Training includes Undergraduate Pilot Training (UPT), and Combat System Officer (CSO) training in the T-1A Ground Based Training Service (GBTS).
1.2 This is a follow-on services acquisition and will be competitively awarded to a small business. The contract period of performance is up to 5-years and 5-months (5-month base period, and five 1-year pre-priced Contractor Logistics Support (CLS) and Training System Support Center (TSSC) options). The contract will also include an additional pre-priced option to extend services up to 6 additional months. The training devices will support the T-1A GBTS training requirements from Air Education and Training Command (AETC) UPT syllabus.
2. GENERAL INSTRUCTIONS
2.1 General Information
2.1.1 This section of the ITO provides general guidance for preparing proposals. The offeror's proposal must include all data and information requested by the ITO and shall be submitted in accordance with these instructions. All required elements of the Request for Proposal (RFP) shall be submitted by the offeror in their proposal no later than the time and date listed in Block 8 of the Model Contract. The offer shall be compliant with the requirements as stated in the T- 1A GBTS Performance Work Statement (PWS), Section J, Attachment 1. Non-conformance with the instructions provided in this ITO may result in an unacceptable proposal evaluation.
Any proposal, modification, or revision that is received at the designated Government office after the exact time specified for receipt of proposals will not be considered in accordance with Federal Acquisition Regulation (FAR) 15.208(b)(1).
2.1.2 The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will therefore base its evaluation only on the information presented in the offeror's proposal.
2.1.3 Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
2.1.4 The proposal acceptance period is specified in Section A of the model contract/solicitation.
The offeror shall make a clear statement in Section A of the proposal documentation volume that the proposal is valid for 365 calendar days from the closing date for receipt of proposals.
2.1.5 In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless otherwise stated in the original proposal and or cover letter, the Government will destroy extra copies of such unsuccessful proposals.
2.1.6 North American Industry Classification System (NAICS) code: The NAICS code for this acquisition is 541511 and size standard is $27.5M in annual receipts.
2.1.7 System for Award Management (SAM): Contractors will not be eligible to receive a contract award from a DoD activity unless they are registered in SAM. Contractors shall be registered in the DoD SAM Database prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement in accordance with FAR 52.204-7. Firms must register on a one-time basis and annually confirm accuracy and completeness of registration information. On-line registration and instructions can be accessed at https://www.sam.gov.
2.1.8 Data Universal Numbering System (DUNS) Number: DUNS Number applies to offers exceeding $25,000. The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” followed by the DUNS number that identifies the offeror’s name and address. If the offeror does not have a DUNS number, Dun and Bradstreet should be contacted to obtain one at no charge. An offeror within the United States may call 1- 800-333-0505. The offeror may obtain more information regarding the DUNS number, including locations of local Dun and Bradstreet Information Services offices for offerors located outside the United States, from the internet homepage at http://www.dnb.com/. If an offeror is unable to locate a local service center, an email may be sent to Dun and Bradstreet at custserv@dnb.com.
2.1.9 Points of Contact: The Contracting Officer (CO), Ms. Kerisha Wordlaw, is the sole point of contact for this acquisition. Address any questions or concerns you may have to the CO.
Written questions or requests for clarification shall be sent by e-mail to Kerisha.Wordlaw.1@us.af.mil. It is encouraged that any such questions or requests be submitted within 3 days of the RFP release date. Answers to such questions and clarifications will be provided by posting questions and answers (Q&A) on the “T-1A GBTS” solicitation on Federal Business Opportunities (FBO) http://www.fedbizopps.gov. In the event of conflict between the answer to any questions and the RFP, the RFP shall take precedence.
2.1.10 Debriefings: The CO will promptly notify offerors of any decision to exclude them from the competitive range; whereupon they may request and receive a debriefing in accordance with FAR 15.505. Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to request a post-award debriefing. However, offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. The CO will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.
2.1.11 Discrepancies: If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the CO in writing with supporting rationale.
2.1.12 Electronic Reference Documents: All referenced documents for this solicitation are available on the FBO website at http://www.fedbizopps.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information is posted to the website for this solicitation. The T-1A GBTS contract FBO web page is:
https://www.fbo.gov/index?mode=form&id=6b2e6a7096d054398a2daef7fc412ace&tab=ntype
2.1.13 Communications: Exchanges of source selection information between Government and offerors will be controlled by the CO. Email may be used to transmit such instructions to offerors only if the email can be sent and received encrypted and includes “Source Selection Information – See FAR 2.101 & 3.104” in the Subject line. Otherwise, source selection information will be transmitted via postal service or pick-up by a local representative. In order to facilitate the sending and receiving of encrypted emails, offerors must use MS Outlook email configured to support encryption or a different email product that is S/MIME compatible and configured to support encryption. If you intend to submit source selection information via encrypted email, you will need to contact the Buyer/CO indicated on the face page of the solicitation prior to that first submittal in order to exchange Public PKI key credentials. See Attachment 1 of this ITO for Instructions to Exchange Encrypted and Signed E-Mail with External Contractors. To insure the process is working correctly, send a test encrypted message first (without including any source selection information).
2.1.14 Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to hold in abeyance this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
2.2. Proposal Preparation Instructions
2.2.1 Proposal Format: These instructions prescribe the format of proposals and describe the approach for the development and presentation of proposal data. They are designed to ensure the submission of information essential to the understanding and comprehensive validation of proposals. The instructions permit the inclusion of any additional data or information an offeror deems pertinent within the page limitations specified herein.
2.2.1.1 The Government may make a final determination regarding acceptability solely based on the proposal as submitted without requesting any further information. However, if deemed necessary, and at its sole discretion, the Government may request additional information from offerors clarifying, but not changing, any proposal submitted.
2.2.1.2 At any time during this competition if the CO determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the CO to determine the reasonableness of the price.
2.3 Organization/Number of Copies/Page Limits:
2.3.1 The offeror shall prepare the proposal as set forth in the Proposal Organization Table below. The titles and contents of the volumes shall be as defined in this table, and shall be within the required page limits with the number of copies as specified. The contents identified in the table shall be bound separately in three-ring slant D, loose-leaf, clear overlay binders. The content of each proposal volume is described in the ITO paragraph as noted in the table below.

Electronic) Page Limit
I 3.1.1 Executive Summary 3/2 3 II 3.1.2 Technical Volume 3/2 75 III 3.1.3 Past Performance Volume 3/2 25 IV 3.1.4 Price Volume 3/2 15 V 3.1.5 Contract Documentation 3/2 None
2.3.2 Page Limitations: Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal and (for paper copies) will be destroyed. The only exceptions to page limitations are cover pages, tab/index pages, glossaries, tables of contents, and attachments, as well as any pages under a clear overlay on the front, spine or back of the binder. Page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors.
2.3.3 Pricing Information: All pricing information shall be addressed only in the Price Volume.
2.3.4 Cross Referencing: To the greatest extent possible, each volume shall be written on a standalone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Information required for proposal evaluation, which is not found in its designated volume, will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. The offeror shall complete the solicitation cross reference matrix at Section J, Attachment 8, indicating the proposal reference information as it relates to the ITO, PWS, Contract Line Item Number (CLIN), and Contract Data Requirement List (CDRL) references found therein. If the offeror uses WBS, the offeror shall complete the WBS column.
2.3.5 Indexing: Each volume shall contain a detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections and will not be included in page limitations. Index pages shall be blank and not impart any information.
2.3.6 Glossary of Abbreviations and Acronyms: Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each.
2.3.7 Page Size and Format: Page size and format shall be consistent throughout the submission. A page is defined as each face of a sheet of paper containing information. Both sides of a sheet shall display printed material; it will be counted as two pages. Page size shall be
8.5 x 11 inches, printed or copied double-sided, not including foldouts. Pages shall be double-spaced and typed, except for the reproduced sections of the solicitation document. The font and text size shall be Times New Roman 12 point.
2.3.7.1 Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. At least 1-inch margins on the top and bottom and ¾-inch side margins shall be used. Pages shall be numbered sequentially by volume. These page size and format restrictions shall also apply to Evaluation Notices (ENs) responses. These limitations shall apply to both electronic and hard copy proposals.
2.3.7.2 Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible and shall not exceed 11 x 17 inches in size. Foldout pages shall fold entirely within the volume and may only be used for large tables, charts, graphs, diagrams and schematics; not for pages of text. For tables, charts, graphs and figures, the text may be no smaller than 8 point. These limitations shall apply to both electronic and hard copy proposals.
2.3.8 Binding: The “original” proposal shall be printed flip side up using both sides of the sheet, shall have 2 holes punched in the top of each sheet (using a 2-hole punch), and be bound using an appropriately sized binder clip or secured with rubber bands. The original shall be labeled “original” in addition to all required document labeling. The two additional hard copies of each volume of the proposal shall be separately bound in a slant D three-ring binder, which shall permit the volume to lie flat when open. Staples, paper clips and binder clips shall not be used.
2.3.9 Distribution: Proposals shall be addressed to the CO and mailed to:
AFLCMC/AQH, Bldg. 570 ATTN: Ms. Kerisha Wordlaw 1755 11th St.
WPAFB OH 45433-7404
2.3.10 Markings: A cover sheet shall be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification and the offeror's name. The same identifying data shall be placed on the spine of each binder. All unclassified document binders shall have a color other than red or other applicable security designation colors (e.g. blue). Be sure to apply any and all appropriate markings including those prescribed in accordance with
FAR 52.215-1(e), “Restriction on Disclosure and Use of Data,” and 3.104-4, “Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.” All material shall include the following information located in the header and footer of each page:
SOURCE SELECTION INFORMATION FOR OFFICIAL USE ONLY –
See FAR 2.101 and FAR 3.104
2.3.11 Electronic Offers: The content and page size of electronic copies must be identical to the hard copies of the proposal submitted. Electronic storage media shall be submitted in one of the following formats: prerecorded (pressed) CD-ROM or CD-R. The Government will not accept any proposal submitted through any media in rewriteable format (i.e. flash drive or CD-RW) media. For electronic copies, indicate on each compact disc (CD) the volume number, title, copy number, solicitation identification, and offeror’s name. Each volume shall be in a different directory on a CD-R. Two electronic copies of the proposal shall be submitted in the following formats: Microsoft (MS) Word 2010, MS Excel 2010, MS-Project 2010, or MS-Power Point 2010, as applicable. One electronic copy must be unlocked and so noted in order to export the winning offeror’s information into Government contract writing systems. Do NOT submit documents using file compression software (such as .zip format). In the event that there are any discrepancies between the hard copies and the electronic copies of the proposal, the hard copies will be used for evaluation.
2.4 Past Performance Information (PPI): Offerors must use the PPI tool for their electronic proposal submission of relevant past performance contract information. This information can be downloaded at http://www.fbo.gov (see Attachment 2, of this ITO for detailed instructions).
Hard copies of the pages generated from this tool shall be used in the hard copy of the Past Performance Volume subject to the limitations outlined in this solicitation and shall be labeled as Tab 1 of the Past Performance Volume. In addition to the hard copies included in the proposal, submit one electronic copy of the PPI database on a prerecorded (pressed) CD-ROM or CD-R (no CDRWs), and include it with the proposal sent to the CO. If you are unable to download the PPI tool, contact the CO for assistance. All Past Performance materials shall include the following legend at the top and bottom of each page:

1. Contractor Logistics Support (CLS)
2. Training System Support Center (TSSC) operations, to include performance of joint
Recompetition Support Package (RSP) audit
3.1.3 Volume III – Past Performance Volume
3.1.3.1 Each offeror shall submit a Past Performance Volume with its proposal, containing Past Performance Information (PPI) of no more than five contracts which are active or have been performed during the past five years preceding the date of this solicitation. The online past performance information tool described in Attachment 2 of this ITO, provides the format. This information shall be provided for the offeror and significant subcontractors, teaming partners, joint venture partners, and suppliers. In addition to the data provided in this volume, the Government will use data obtained from other sources in the evaluation of past performance.
3.1.3.2 Early Proposal Information: In order for the Government to be able to conduct its assessment efficiently, offerors are requested to submit their Past Performance Volume before the required submission date for the remainder of the proposal. Each offeror is required to submit the Past Performance Volume 7 calendar days prior to the date set for receipt of proposals.
3.1.3.3 Relevant Contracts: Offerors shall provide a list of PPI of no more than 5 (including subcontractors) of the most relevant contracts performed for Federal agencies and commercial customers within the last 5 calendar years. Relevant contracts include, but are not limited to, CLS, TSSC, and system transition of training systems and simulators. Not all aspects of relevancy must be included within a single contract; aspects of relevant performance may be from separate contracts. The offeror’s PPI shall include information about predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition.
3.1.3.4 Terminated Contracts: In addition to the content provided in the PPI tool on FBO, offerors shall furnish the following information for all contracts fully or partially terminated (either for default or for convenience) within the last 5 calendar years:
Terminated Contract Information
1 Company/Division Name
2 Program Title
3 Contracting Agency/Customer
4 Contract Number
5 Contract Dollar Value
6 Period of Performance
Current Point of Contact with the customer’s organization including name, address, FAX & telephone number
8 Reason for Termination
3.1.3.5 Past Performance Questionnaire (PPQ): Submit information in accordance with Attachment 3, PPQ, of this ITO, on contracts performed or completed within the last 5 years that you consider most relevant in demonstrating your ability to perform the proposed effort. As noted in paragraph 3.1.3.3. above, offerors shall provide a list of PPI of no more than 5 (including work as a subcontractor) of the most relevant contracts performed for Federal agencies and commercial customers within the last 5 years. For a description of the characteristics or aspects the Government will consider in determining recency and relevance, see Section J, Attachment 6 Evaluation Factors for Award, Section 2.3. Offerors shall send PPQs directly to the points of contact for the past efforts identified. Respondents shall be instructed that all responses are to be provided directly to the Government CO by e-mail to Kerisha.Wordlaw.1@us.af.mil and Contract Specialist Jessie.Auld@us.af.mil.
3.1.3.6 Teaming Arrangements: If a teaming arrangement is contemplated, provide complete information concerning the arrangement to include detailing role(s) of subcontracting work performed on the proposed effort. This includes any relevant and recent PPI on previous teaming arrangements with the same partner. Past performance information is required from the teaming arrangement. This information may be from work performed as a team or from one of more of the companies that formed the teaming arrangement as long as the total contracts submitted does not exceed five contracts.
3.1.3.7 Specific Content: Offerors shall explain what aspects of the contracts they deem relevant to the proposed efforts, and to what aspects of the proposed efforts they relate. This may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts and past efforts to identify and manage program risk. Merely having problems does not automatically equate to a little or no confidence rating, since the problems encountered may have been on a more complex program, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. The offeror is required to demonstrate management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified. This may allow the offeror to be considered a higher confidence candidate. Submittal of quality performance indicators or other management indicators that clearly support an offeror has overcome past problems is required. Categorize the relevant information into the specific Technical Capability Subfactors and Cost/Price factor used to evaluate the proposal.
3.1.3.7.1 Subcontractor Consent: The offeror shall submit, together with the information required in this paragraph, a consent letter, executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse PPI to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter (example at Section J, Attachment 9), authorizing release to the Government of requested information on the offeror's performance. PPI pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent.
Provide with proposal, a letter from all subcontractors performing aspects of the requirement, consenting to the release of their past performance information to the prime contractor, see Section J, Attachment 10 Subcontractor Consent Letter.
3.1.3.8 Organizational Structure Change History: Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant past efforts, or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in the PPI Volume a diagram that depicts all such changes in the organization of your company for the last 5 years.
A pamphlet, annual or company report, or other commercial document describing such reorganizations will suffice. As part of this explanation, show how these changes affect the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider PPI provided by other sources as well as information provided by the offeror(s), your diagram shall be both specifically applicable to the efforts you identify and generally applicable to efforts on which the Government receives information from other sources.
3.1.4 Volume IV – Price Volume
3.1.4.1 General Instructions
3.1.4.1.1 Price Reasonableness:
These instructions provide critical information for you to submit information other than cost or pricing data that is required to evaluate the reasonableness of your proposed price. Compliance with these requirements is mandatory and failure to comply may result in rejection of your proposal. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an offeror’s proposal. Offers shall use sufficient detail to demonstrate their reasonableness. The burden of proof for credibility of proposed prices rests with the offeror.
3.1.4.1.2 Estimating Techniques and Methods:
When responding to the Price Volume requirements in the solicitation, the offeror and associated subcontractors may use any generally accepted estimating techniques, including contemporary estimating methods (such as Cost-to-Cost and Cost-to-Non-Cost Estimating Relationships (CERs), commercially available parametric cost models, in-house developed parametric cost models, etc.), to develop their estimates.
3.1.4.1.3 Price Information:
Information beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your price position. All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
3.1.4.1.3.1 Proposals shall be in “Then Year” (TY) United States (U.S.) currency dollars unless stated specifically otherwise. TY dollars are dollars that have been escalated into the period of performance of the contract. They are sometimes referred to as “escalated dollars” or “inflated dollars.” All dollars shall be displayed in the same units (millions, thousands, etc.).
3.1.4.1.3.2 The offeror shall provide a narrative of the basic pricing approach and methodology used to generate matrix prices. The offeror shall provide any ground rules and assumptions necessary for the government to understand what the prices represent and to enable the government to determine if the prices are reasonable. These assumptions should correlate to and/or supplement information elsewhere in the proposal to add clarity but avoid repetition or conflict.
3.1.4.1.4 Pricing Information Requirement:
In accordance with FAR 15.403-1(b) and 15.403-3(a), information other than cost or pricing data may be required to support price reasonableness. Information shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the CO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror shall be required to submit cost or pricing data.
3.1.4.1.5 Whole Dollar Amounts:
All dollar amounts provided in response to these instructions shall be stated in U.S. currency, and extended dollar amounts shall be rounded to the nearest dollar. For yearly efforts, round unit prices to the nearest dollar so that the yearly prices will also be in whole dollars. For CLINs 0009-0013 Surge Requirements, round rates to the nearest penny.
3.1.4.1.6 Pricing Matrix:
Populate the Pricing Matrix found in Section J, Attachment 2, for all calendar years and option periods. These are the prices that will go on contract. The pricing information used to populate the Pricing Matrix will be used by the Government to complete the appropriate cells in the Total Evaluated Price (TEP) provided with this solicitation under Section J, Attachment 7, Evaluation Factors for Award (Table 1). Utilize Attachment 4 of this ITO, CLIN-PWS Cross Reference Matrix, when pricing to ensure consistent allocation of PWS work activity.
3.1.4.2 Volume IV Organization: The Price Volume shall consist of the following sections:
3.1.4.2.1 SECTION 1 - Table of Contents; summary descriptions of estimating, purchasing, and accounting systems; changes to estimating, accounting practices, or Cost Accounting Standards (CAS) Disclosure Statement.
3.1.4.2.2 SECTION 2 - Pricing information and supporting data, to include estimating methodology.
3.1.4.2.3 SECTION 3 - Other information such as Government Furnished Property/Government Furnished Equipment (GFP/GFE), base support, long lead costs, facilities cost, termination costs, inflation rate summary and explanation.
3.1.5 Volume V – Contract Documentation:
3.1.5.1 Model Contract/Representations and Certifications: The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file.
The offeror's proposal shall include a transmittal letter with completed documents to include a signed copy of the Standard Form (SF) 1449, with sections A through K. This includes:
3.1.5.1.1 Section A – Solicitation/Contract Form: Complete blocks 15 through 18, sign, and date the Standard Form (SF) 33. Signature by the offeror on the SF33 constitutes an offer, which the Government may accept. The “original” copy of the SF33 should be clearly marked under separate cover and should be provided without any punched holes.
3.1.5.1.2 Section B – Supplies or Services and Prices/Cost: The offeror shall not complete Section B, but refer to paragraph 3.1.4.1.6 above for instructions for completing the pricing matrix. The contract clauses pertinent to this section and that are required to be filled-in are contained in Section B of the solicitation.
3.1.5.1.3 Section K – Representations and Certifications: Offerors are reminded to read each representation and certification carefully before answering or completing. Offerors shall certify that the assurances in Section K are accurate and true to the best of their knowledge by signing page K-10 in the spaces provided. Offerors must complete this certification as manifested by signing the Representation and Certifications (Section K) on the page indicated if their proposal is to be considered responsive
3.1.5.1.4 Section J, Attachment 2 – Pricing Matrix: Complete pricing matrix with fully burdened price for each option year CLIN.
3.1.5.1.4.1: A statement that the offeror and all subcontractors comply with the Service Contract Act (SCA) of 1965, as amended. For certain labor categories, reference FAR clause 52.222-42 in the RFP for the Government’s assessment of the corresponding titles and occupational codes from the SCA Directory of Occupations. The Government is not making a predetermination of whether or not a particular labor category is SCA, or if covered, which category from the Directory of Occupations applies. It is the responsibility of the offeror and the subsequent contract awardee to comply with the SCA.
3.1.5.1.4.2: A statement that the offeror and all subcontractors comply with the Collective Bargaining Agreements (CBAs) (Section J, Attachments 4A-4E) for International Association of Machinists and Aerospace Workers, all local and district lodges currently in effect under the incumbent T-1A GBTS contract. IAW FAR 22.1008-2, Section 4(c) of the SCA provides that a successor contractor must pay wages and fringe benefits (including accrued wages and benefits and prospective increases) to service employees at least equal to those agreed upon by the predecessor contractor.
3.1.5.1.4.3: Specific classes of employees performing work on this contract may be exempt from the SCA provisions (as implemented by Section I, FAR Clause 52.222-41) if the employee meets the criteria in DOL regulation 29 CFR Part 541 for the Executive, Professional, Administrative, or Computer-related occupations. Wages and benefits for employees exempt from SCA are not governed by either a DOL area wage determination or a CBA-based wage determination, thus the wage and benefit escalation for exempt employees is not recoverable under Section I FAR Clause 52.222-43. Offerors shall address planned wage and benefit escalation for all exempt employees accordingly. Offerors shall not build any escalation into the contract price for non-exempt employees because that escalation is recoverable under Section I, FAR Clause 52.222-43 (See paragraph b of the clause).
3.1.5.2: Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation Factors or Subfactors. Failure to meet a requirement may result in an offer being ineligible for award.
3.1.5.3 Other Information Required:
3.1.5.3.1 Authorized Offeror Personnel: Provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to your proposal, and who can contractually obligate your company. Also, identify those individuals authorized to negotiate with the Government.
3.1.5.3.2 Government Offices: Provide the mailing address, telephone and fax numbers and facility codes for the cognizant Contract Administration Office, Defense Contract Audit Agency (DCAA), and Government Paying Office. Also, provide the name and telephone and fax number for the Administrative Contracting Officer (ACO).
3.1.5.3.3 Company/Division Address, Identifying Codes, and Applicable Designation:
Provide company/division's street address, county and facility code; CAGE code; DUNS code;
TIN; size of business (large or small); and labor surplus area designation. This same information must be provided if the work for this contract will be performed at any other location(s). List all locations where work is to be performed and indicate whether such facility is a division, affiliate, or subcontractor, and the percentage of work to be performed at each location.
3.1.5.3.4 Associate Contractor Agreements: Provide an executed copy of an Associate Contractor Agreement (ACA) or letter of intent if the offeror is proposing a teaming effort to meet requirements of the PWS. The document must clearly identify the relationship between the agreement team members, and provide a clear and concise description of the information to be covered under the ACA.
3.1.5.3.5 Offerors shall provide letters of commitments or teaming agreements for all critical teaming partners. An offeror shall not propose to use specific teaming partners that it does not expect to use during contract performance. Doing so would have an adverse effect on the integrity of the competitive procurement system and generally provides a basis for proposal rejection.
3.1.5.3.6 Offerors shall submit the following subcontractor information in the format provided below and include as an attachment in the Contracts Volume:
