Services

Scope

Provide personnel to support: the Air Force Life Cycle Management Center / Medium Altitude

UAS (AFLCMC/MAUAS) Division's United States Air Force (USAF) and Foreign Military Sales

(FMS) UAS Acceptance and Developmental Tests efforts. Personnel include Aircrew (Pilots, Test Pilot School Graduate(s) and Sensor Operators) to participate in test planning, test execution, and training, as well as additional unit level personnel to support operations at

AFLCMC Operating Location (OL) Detachment 3 (OL-Det 3) located at the General Atomics-

Aeronautical Systems Incorporated (GA-ASI) Mojave Desert Flight Test Facilities, at Gray Butte and El Mirage Airfields (between Palmdale and Victorville, CA). In addition, this effort provides personnel to support the AFLCMC Medium Altitude UAS Division (AFLCMC/WII) Flight Manual

Program (FMP) at AFLCMC/Det 3 in Poway, CA and at OL-Det 3.

1 Introduction

AFLCMC/WII, AFLCMC/Det 3 & AFLCMC/OL-Det 3 currently support the MQ-9 UAS that is comprised of the MQ-9 Remotely Piloted Aircraft (RPA), Ground Control Stations (GCS), and

Support Equipment (SE). These UAS components have been specially configured to meet mission requirements of Air Combat Command (ACC), US Special Operations Command

(USSOCOM)/Air Force Special Operations Command (AFSOC), FMS and other customers.

This UAS is employed around the globe and works in a range of environments from established bases to austere runways. The MQ-9 program develops cutting-edge equipment to meet the emerging requirements of ACC, USSOCOM, AFSOC, and various other government agencies.

Medium Altitude UAS program requirements may grow, based on customer requirements, to additional sites, and/or other UASs, and/or different configurations/variants of the MQ-9 RPA and/or GCSs.

1.1 Mission

AFLCMC OL-Det 3 is located in the Mojave Desert in Southern California near Palmdale, at a remote airfield devoted to RPA Production/Repair Acceptance and Developmental testing in support of AFLCMC/WII MQ-9 System Program Office (SPO) at Wright Patterson Air Force

Base (AFB), OH. The MQ-9 Program Office provides contracting and engineering services, program management, logistics support, and test oversight for various Medium Altitude UAS customers. The acquired services outlined in this PWS are necessary to ensure maximum program responsiveness and flexibility for missions requiring rapid upgrades to existing or new weapons systems for an array of operational needs.

1.2 Background

MQ-9 UAS Aircrew and Support Services are currently being performed under a US

Government (USG) services contract which is executing its last option year in CY 19. For the purpose of tasks within this PWS, one aircrew consists of 1 RPA Pilot (P) or 1 Test Pilot School

(TPS) Graduate and 1 Sensor Operator (SO). This contract effort is to obtain the contracted services of UAS Aircrew, as well as support personnel to get the best value test support for

Production/Repair Acceptance and Development efforts. In addition to providing qualified aircrews for the planning, execution, and support of tests and training operations, the Contractor shall provide personnel for operations support. Support roles include: Aircrew Training

Management, Training Device Management, Operations Supervisor (Ops Sup), Standardization/Evaluation (Stan/Eval) Management, Aircrew Scheduling, Database administration, and UAS FMP support.

OL-Det 3 flies a variety of missions to include:

Acceptance Test Developmental Test Functional Check Flights (FCF) Operational Check Flights (OCF) Training

All of which drive aircrew qualification requirements. Qualifications may include:

Launch and Recovery Element (LRE) Mission Control Element (MCE) Weapons Instructor Evaluator Test

During the work period and when not in flight or crew rest status, contractor aircrew are expected to perform duties such as backfilling operations support roles listed above and other aircrew centric duties that enable flight test planning and execution. Normal duties include, but are not limited to:

Operations Supervisor (Ops Sup) Aircrew Instructor/Evaluator roles Standardization/Evaluation System Knowledge Academics development/delivery Temporary backfill of support roles Other aircrew-related duties as required by this PWS and Det 3 Operating Instructions

(OI)s

Aircrew members have traditionally supported test events with great vigor, participating early and often in deficiency, software, test and Technical Order (T.O.) reviews specific to the effort.

Normal operations tempo (performed an average 75% of the time) includes an average of four events per day; consisting nominally of:

three, 3-hour flight/ground events (one may be training) one, 6-hour flight/ground event

Temporary maximum operations tempo (25% of the time), may be required, due to programmatic deadlines, for the make-up of normal operations hindered by weather or other unplanned factors, and include an average of four events per day consisting nominally of:

two, 3-hour flight/ground events one, 6-hour flight/ground event one, 9-hour flight/ground event

During maximum operations, the contractor is expected to prioritize test execution above training, additional duties and test planning in coordination with OL-Det 3.

Aircrew (P or SO) nominally support 240 hours of test planning per month. Included in this 240 hours/month is one dedicated aircrew (P and SO) providing test planning support for two full weeks. Test planning includes, Test Planning Working Group (TPWG), Test Review Boards

(TRB), Safety Review Boards (SRB), Test Readiness Reviews (TRR), test plans, card development, user working groups, participation in system academics to become subject matter experts, etc.

An aircrew (P and SO) support 60 hours/month of ground training and evaluation events. This is roughly 3-4 hours per day and requires an instructor or evaluator. Contractor aircrew will conduct training and evaluation ground events, which may include:

General systems and emergency procedures training Training syllabus academic and simulator events Aircrew evaluations Currency and practice events Monthly aircrew systems and focused academics

Contractor aircrew LRE qualification training will not count against the above requirements.

Resource management considerations should be given to: vacation/leave, Temporary Duty

(TDY)s supporting test planning and/or aircrew acquisition support (up to 24 business week per year for project aircrew), TDYs for FMP (25 days per member per year), Aircrew TDYs to CL for test execution (up to 18 events) and Air Force Instruction (AFI) 11-202V3 12-hour crew rest and duty day limitations.

This level of effort has historically been supported by 9-10 MQ-9 Pilots, and 9-10 MQ-9 Sensor

Operators performing test planning and execution as well as limited support roles. Support personnel have historically included up to 2 schedulers, 1 Stan/Eval, and 1 Training Manager.

The historical FMP support has been 1 Flight Manual Manager (FMM) (located in Poway, CA at

AFLCMC Det 3), and 2 Quality Assurance/Technical Content Managers (TCM) supporting the

FMM.

Program work under this PWS will require coordination and interaction with USAF project managers, prime contractors, subcontractors, and USG agencies.

2 General Requirements

The Period Of Performance (POP), includes a 30 day transition period starting 2 March 2020 and shall be for an additional 11 months, with four additional 12-month option periods through

28 February 2025. Each period of performance award shall include the baseline contract to support: Normal operations tempo, short durations of maximum operations, and discrete

FMS/Surge options.

The Primary places of performance is the Mojave Desert Flight Test Facilities, with alternate or off-site locations including: GA-ASI production facilities, Poway CA; China Lake NAS, CA;

Edwards AFB, CA; Yuma AZ; and Plant 42, Palmdale CA.

Baseline contract: Requires enough aircrew to support normal and maximum operation tempos, including test planning and training and evaluation events as described in 1.2. Periods of increased operations tempo estimated to last longer than one month shall be coordinated and agreed to by contractor and PCO. Moreover, the baseline contract shall support two medium or high risk efforts per year. Historically, each medium or higher risk effort has been an average of five flight events, spread over a two to three week period. These flight events of 3-hour duration, shall be supported by at least one graduate from a Society of Experimental Test Pilots

(SETP) recognized Test Pilot School (TPS) or by individuals who have achieved SETP member status with at least 10 years of flight test experience.

All Civilian Contractor RPA Pilots are required to have a commercial pilot certificate, current instrument rating and current Federal Aviation Administration (FAA) medical certificate unless waived by Air Force Materiel Command (AFMC) /A3V In Accordance With (IAW) AFI 11-

2FTV1. All Aircrew shall be current and qualified with a minimum RPA hours in specified UAS

IAW AFI 11-2MQ-1&9V1 Aircrew Experience Requirements.

For planning purposes, flight events require one set of aircrew per 3-hours flight time and

Medium or High Risk events require aircrew with TPS qualifications. This time does not include any preparation activities, pre-mission briefs, pre-launch/ground procedures, post flight ground checks, or debriefing, nor does it account for delays such as weather or maintenance. As such, a 3-hour flight event will typically require a 6 to 8 hour block of the schedule. Example(s):

Scheduled takeoff of 0700L and land of 1000L = 1 sortie and 1 set of aircrew. Scheduled takeoff of 0700L and land of 1200L = 2 sets of aircrew. Ground events include required test and production execution events, accomplished in the GCS or sim; examples include system evaluation with engines running, Electromagnetic interference/compatibility (EMIC) tests, required simulator practice for weapons releases or dynamic maneuvers, and/or T-1 briefs.

This effort includes Surge and FMS options, chargeable to their respective Contract Line Item

(CLIN) for the purpose of adding additional aircrew and/or support personnel.

2.1 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of "personal services" as defined in the Federal Acquisition Regulation, or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the

PCO immediately. The nature of the mission requires close coordination between OL-Det 3 leadership and Contractor leadership throughout this effort. OL-Det 3 leadership will communicate Air Force priorities to the Contractor Program Manager (PM), Contractor Site

Lead, or their designate. Contractor leadership will assign aircrew, schedule resources, plan for and execute test missions, as well as conduct/support training missions.

2.2 Business Relations

The Contractor shall successfully integrate and coordinate all activity needed to execute the requirement with their USAF customer. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The Contractor shall seek to ensure customer satisfaction with professional and ethical behavior of all of their contractor personnel.

2.3 Contract Administration and Management

The following subsections specify requirements for contract, management, and personnel administration.

2.3.1 Contract Management

The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The Contractor must maintain continuity between the support operations at AFLCMC Det 3, AFLCMC OL-Det 3 and the Contractor's corporate offices.

2.3.2 Contract Administration

The Contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The Contractor shall respond to Government requests for contractual actions, within the scope of this PWS, within the timeframe directed by the PCO on each action. The Contractor shall have a single point of contact between the Government and contractor personnel assigned to support this contract. The Contractor shall assign work effort and maintain proper and accurate time keeping records of personnel assigned to work on the requirement.

2.3.3 Personnel Administration

The Contractor shall provide the following management and support as required. The Contractor shall provide for employees during designated Government non-work days or other periods where Government offices are closed due to weather or security conditions. The Contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The Contractor shall make necessary travel arrangements for employees.

2.4 Subcontract Management

The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Procuring Contracting Officer (PCO) or

Contracting Officer Representative (COR). Cross teaming may or may not be permitted. The contractor shall provide a Small Business Subcontractor Report IAW the requirements of this contract, via the Electronic Subcontracting Reporting System https://www.esrs.gov/index?

2.5 Contractor Personnel, Disciplines, and Specialties

The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of certifications, education, training, and experience.

The Contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The Contractor shall ensure the labor categories as defined in the standard Labor Categories document, labor rates, and man-hours utilized in the performance of each PWS line item issued hereunder will be the minimum necessary to accomplish the task.

a) UAS Aircrew (Pilots, Sensor Operators, Test Pilots)

b) Unit Level Support (Scheduler, Flight Manual Manager/Technical Content Manager, Stan/Eval, Training, Database Administrations)

The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.

Contractor personnel shall ensure they always identify themselves as contractors by prominently wearing contractor badges above the waist, verbally when on the phone, on their cubicle/office nameplates, and in their email signature block.

2.6 Location and Hours of Work

Accomplishment of the results contained in this PWS requires work at AFLCMC OL-Det 3 in the

Mojave Desert in San Bernardino County, CA; currently Gray Butte/El Mirage, China Lake NAS, and at AFLCMC Det 3, in Poway Ca. Normal workdays are Monday through Friday except US

Federal Holidays which include:

1. New Year's Day, 1 Jan

2. Martin Luther King Day, 3rd Mon in Jan

3. President's Day, 3rd Mon in Feb

4. Memorial Day, Last Mon in May

5. Independence Day, 4 Jul

6. Labor Day, 1st Mon in Sep

7. Columbus Day, 2nd Mon in Oct

8. Veteran's Day, 11 Nov

9. Thanksgiving Day, 4th Thu in Nov

10. Christmas Day, 25 Dec

Aircrews may be required to fly sorties or participate in a ground test event at any time of day depending on mission requirements. Aircrew flight duty days shall be based upon AFI 11-

202V3 12-hour crew rest and duty day limitations. When not on the flying/test schedule, contractor aircrew shall adhere to the normal core hours of work as described below.

Workers typically work a "9/80" schedule, that is nine, 9-hour days in a two week period for a total of 80 hours. Flextime workers start not earlier than 0700 and not later than 0800. Core hours of work are from 0800 to 1600 daily. All employees (with exception of aircrew on flight schedule) shall be on-site and available during core hours unless excused by contractor, to address Government priorities of work covered under the PWS.

Temporary increases to maximum operations tempo of short durations (usually up to two weeks at a time) to meet programmatic timelines due to unforeseen delays (weather, maintenance, technical issues, etc.) may require extended (up to 10 hours) days or exceed 40 hours per week for certain contractor personnel. Periods estimated to last longer than one month shall be coordinated and agreed to by contractor and PCO.

Optional surge operations to support Quick Reaction Capability (QRCs), Joint Urgent

Operational Need (JUONs), UONs, or similar test efforts (two months or longer) requiring additional contractor aircrew/support personnel may require current personnel to work up to 50 total hours per week per person until additional personnel can be added.

2.7 Travel / Temporary Duty (TDY)

Travel to other government facilities or other contractor facilities may be required to support the contracted effort. All travel requirements shall be pre-approved by the COR as delegated from the CO, and is on a strictly cost reimbursable basis. Costs for travel shall be billed IAW the regulatory implementation of Public Law 99-234, and FAR 31.205-46 Travel Costs. Common

TDY locations include Creech and Nellis AFBs, NV; Langley AFB, VA; Cannon and Holloman

AFBs, NM; Wright-Patterson AFB, OH; and other US locations (as necessary) to include Hawaii and Alaska.

3 Performance Requirements

Section 3 defines the individual requirements, their performance standards, Acceptable Quality

Level (AQL), inspections and associated deliverables/work products. When no inspections are identified, the USAF shall randomly inspect deliverables/work products for trends to identify timeliness, quality or performance issues. The requirements for this contract are broken down into the following three general objectives:

I. Provide Aircrew (Pilots and Sensor Operators) and Perform Aircrew Duties

II. Provide Support Personnel and Perform Support Functions

III. Administration of MQ-9 UAS Aircrew and Support Services Contract

3.1 Provide Aircrew (Pilots and Sensor Operators) and Perform Aircrew

Duties

In addition to the specific requirements called out in the sections below, contractor aircrew shall support and perform general functions associated with flight operations. This includes, but not limited to: Submissions of T.O. change requests and Deficiency Reports (DR) identified during normal operations. T.O. changes and DRs found outside of Development Test (DT) have the same requirements identified within DT documentation 3.1.2.3. The Contractor shall provide

Aircrew (labor category a) for work as described in the PWS. (A001 DI-MGMT-80227) (A003

DI-PSSS-81535A)

Performance Standards

a) Standard: Compliant with AFI 11-2FTV1, Flight Test Aircrew Training, AFI 11-202 Volume 1

AFMC SUP, Aircrew Training, and OL-Det 3 mission requirements.

AQL: 80% of Contractor Aircrew meet minimum Launch and Recovery Element (LRE) currency and qualification requirements.

b) Standard: Compliant with AFI 11-2MQ-1&9V1, MQ-1 & 9 Aircrew Training.

AQL: 90% of Contractor Aircrew have 550 MQ-9 flight hours or meet minimum TPS qualifications.

c) Standard: Available aircrew to support nominal flight/ground operations of three 3-hour and one 6-hour events per fly day.

AQL: Meet requirement 90% of the time, during normal operations, but no less than 3 events per fly day to include the one 6-hour flight/ground event.

d) Standard: Available aircrew to support AFLCMC OL-Det 3 test planning activities of 240 hours per month.

AQL: Meet requirement 92% of the time, during normal operations, but no less than 216 hours per month and 20 hours per week. Requirement is prorated for months with less than 20 business days and for weeks with 3 days or less.

e) Standard: Available aircrew to support AFLCMC OL-Det 3 ground training and evaluation of

60 hours per month.

AQL: Meet requirement 92% of the time, during normal operations, but no less than 54 hours per month. Requirement is prorated for months with less than 20 business days.

3.1.1 The Contractor shall plan for, support, and conduct UAS-Specific ground and flight Acceptance Test Procedures (ATP) for new and repaired components.

The contractor shall review ATP test plans, test cards and documentation for UAS ground and flight ATP events, conduct ATPs, complete ATP documentation for ground and flight ATP events, and provide feedback as required.

Performance Standards

a) Standard: Compliant with ATP Test Plans and Procedures.

AQL: 95% Administrative or Omission Error Free.

3.1.2 The Contractor shall plan for, support, and conduct UAS Specific DT events.

Contractor aircrew shall support the Flight Test Engineer (FTE) in the planning, risk management, execution and documentation of test programs. Contractor shall assign Aircrew to test projects. Contractor pilot/aircrew will perform test duties and fully participate in the test planning. Project aircrew will provide inputs to the test plans, test cards, and all required documentation to maximize safe, secure, effective and efficient conduct of the test program. These events are engineering and technical in nature and as such, a portion of aircrew shall require a minimum education requirement consistent with Test Pilot School candidates as prescribed in AFI 99-107. For elevated risk test (greater than Low), the contractor shall provide TPS Qualified pilots. TPS qualified pilots are either: 1) a graduate of a

SETP recognized TPS (www.setp.org); or 2) have achieved SETP member status with at least

10 years of flight test experience. For DT events less than medium risk, the contractor shall provide pilots IAW the general requirements of 3.1. In addition to executing elevated risk events, TPS qualified pilots shall advise on other test events to lead as required the flight test organization. Project Aircrew and Developmental Test Aircrew shall perform work IAW both

Project Aircrew Responsibilities and Developmental Test Aircrew Responsibilities prescribed in

Det 3 OI 11-100.

Performance Standards

a) Standard: Aircrew must have obtained either: 1) a Bachelor of Science (BS) degree in

Engineering, Mathematics, or Physics (degree must specifically state the aforementioned, and aircraft or technology are not acceptable); or 2) a Master of Science degree in any engineering field; or 3) a BS degree in a physical science as listed in AFI 99-107 and that meet the mandatory courses as prescribed in AFI 99-107. In each degree case, the minimum grade point average is a 3.0 on a 4.0 scale.

AQL: No less than 30% of Aircrew shall meet the education performance standard or the test pilot qualification standard.

b) Standard: As a Flight Test organization, at least one TPS qualified pilot is available for test planning and mission execution.

AQL: 100% of test planning and execution are able to be supported by at least one TPS qualified pilot.

3.1.2.1 The Contractor shall participate in Test Planning events for UAS specific

DT efforts.

Contractor aircrew shall support the Flight Test Engineer (FTE) in the planning of test projects.

Events include, but not limited to: Test Plan Working Groups (TPWGs), Technical Interchange

3.1.2.2 The Contractor shall conduct UAS specific DT events.

Contractor aircrew shall support the Flight Test Engineer (FTE) in the execution of test projects.

For elevated risk test (greater than Low), the contractor shall provide TPS Qualified pilots. TPS qualified pilots are either: 1) a graduate of a SETP recognized TPS (www.setp.org); or 2) have achieved SETP member status with at least 10 years of flight test experience. For DT events less than medium risk, the contractor shall provide pilots IAW the general requirements of 3.1.

Performance Standards

a) Standard: Compliant with AFI 99-103, AFMC Sup, Test and Evaluation; Capabilities Based

Test and Evaluation. For elevated risk test (Medium or High), at least one TPS qualified pilot is available for test planning and mission execution.

3.1.3.1 The Contractor shall perform Aircrew Training and Evaluation for AFLCMC assigned and contractor aircrew.

Contractor Aircrew shall conduct flight and ground aircrew instruction/evaluation as well as training device instruction/evaluation for all AFLCMC OL-Det 3 administratively assigned and contractor aircrew at China Lake and Gray Butte. Additionally, when required, contractor aircrew shall facilitate the training of other aircrew members by performing complimentary roles of other crewmembers requiring training. This training includes, but not limited to:

3.1.3.2 The Contractor shall develop and provide UAS system academics lessons for AFLCMC assigned and contractor aircrew.

Ancillary aircrew training includes the requirement for experienced aircrew to develop and deliver system knowledge academics once a month. In addition, the Contractor aircrew shall monitor Stan Eval trends and initiate revisions in courseware/training materials to address customer trends. Review all aircraft and operations-related publications for updated information to be incorporated into courseware and training materials, develop and provide UAS system academics lessons for AFLCMC assigned and contractor aircrew.

3.1.3.3 The Contractor UAS Pilots shall maintain FAA Commercial/Instrument

Pilots' Licenses for RPA operations.

All Civilian Contractor RPA Pilots are required by AFI 11-2FTV1 to have a commercial pilot certificate, current instrument rating and FAA medical certificate unless waived by AFMC/A3V.

3.1.4 The Contractor shall provide aircrew for surge operations.

This defines the discrete Surge Option. Sustained surge operations (added test events) to support Quick Reaction Capability (QRC) or Joint Urgent Operational Need (JUON), Urgent

Operational Needs (UONs) or similar test efforts, may require additional manning, chargeable to the Surge Operations Option CLIN when exercised. Initial surge capability should account for enough manning to restore re-prioritized work (any deferred additional duties, training and test planning) and to perform five events per day, each flying day, for a period of one month or greater, consisting nominally of:

four 3-hour flight/ground events one 6-hour flight/ground events

Additionally, when planned non-QRC, or non-JUON events exceed the current forecast of four events per day for an extended period, the PCO may authorize additional aircrew under this

CLIN when coordinated and agreed to by contractor.

Performance Standards

a) Standard: Available aircrew to support flight/ground operations of 5 events per fly day.

AQL: Meet requirement 90% of the time but no less than 4 events per fly day, with one of these events being a 6-hour event.

b) Standard: Available aircrew to support AFLCMC OL-Det 3 test planning activities of 240 hours per month.

AQL: Meet requirement 92% of the time but no less than 216 hours per month and 20 hours per week. Requirement is prorated for months with less than 20 business days and for weeks with 3 days or less.

c) Standard: Available aircrew to support AFLCMC OL-Det 3 device training of 60 hours per month.

AQL: Meet requirement 92% of the time but no less than 54 hours per month. Requirement is prorated for months with less than 20 business days.

3.1.5 The Contractor shall provide Aircrew and Unit Level Support for FMS surge operations.

This defines the discrete FMS Surge Option. The contractor shall provide additional aircrew and support personnel beyond the number necessary to support USAF and FMS normal operations tempo. The additional dedicated aircrew and support personnel, shall be charged to the FMS Surge Options CLIN when exercised. FMS efforts are expected to last between one and two months and increase the normal operations tempo to five events per day consisting nominally of:

four, 3-hour flight/ground events one, 6-hour flight/ground events

In addition to the contractor recommended number of aircrew to sustain the five events, one additional scheduler is required to coordinate with the various FMS programs.

Performance Standards

a) Standard: Available aircrew to support flight/ground operations of 5 events per fly day.

AQL: Meet requirement 90% of the time but no less than 4 events per fly day, with one of these events being a 6-hour event.

3.1.6 The Contractor shall support and perform general duties associated with flight operations.

Well qualified contractor pilots as designated by the OL-Det 3 CC/DO, who are not otherwise in crew rest or on flying schedule shall support and perform general aircrew duties associated with flight operations. These include, but not limited to: Ops Sup. Ops Sup duties are governed by

Det 3 OI 11-100 and performed during all phases of taxi/flight events. They include, but are not limited to: real time execution of schedules and the coordination with internal and external partners (maintenance, Stan/Eval, Operation Administration, OL-Det 3/DO, aircrew, etc.), provide assistance with abnormal and emergency procedures, ensure aircrew have completed all pre-flight checklists; as well as Go/No-Go criteria check.

Performance Standards

a) Standard: Compliant with AFLCMC Det 3 OI 11-100, Flying Operations; Flight Supervision and Operations.

AQL: Consistent with all instructions.

3.2 Provide Support Personnel and Perform Support Functions

The contractor shall provide support personnel (labor category b), to perform a variety of traditional flying squadron support duties such as Training Flight Manager, Standards/Evaluation (Stan/Eval) Flight Manager, Scheduler, and Training Device Manager. In addition, the contractor shall support the AFLCMC WI Flight Manual Program with Flight Manual

Manager(s) and Quality Assurance/Technical Content Manager(s). Contractor aircrew may backfill these roles temporarily as needed.

3.2.1 The Contractor shall manage UAS aircrew training for AFLCMC OL-Det 3, AFLCMC DET 3, and contractor aircrew.

Aircrew training support duties are performed IAW AFI 11-2FTV1 and Local Instructions, include but not limited to: inputting data into database to track training, generate reports, coordination with schedulers for AF and Contractor Aircrew training sorties and ground training events, to include the request for instructor/evaluator aircrew, and managing end-of-half requirements.

This duty includes support for aircrew administratively assigned to OL-Det 3.

Performance Standards

a) Standard: Accurate and complete Training Review

3.2.2 The Contractor shall support the management and execution of the unit

Stan/Eval program for Det 3, OL-Det 3, and contractor aircrew.

The contractor shall perform Stan/Eval duties IAW AFI 11-2FTV2, Det 3 OI 11-100, which includes, but are not limited to management and maintenance of: aircrew Flight Evaluation

Folders (FEFs), Unit T.O.s and publications, performance of aircrew testing, and support for

Stan/Eval inspections. This duty includes support for aircrew administratively assigned to OL-

Det 3.

3.2.2.1 The Contractor shall perform Stan/Eval administrative duties.

The contractor shall perform Stan/Eval ground administrative duties which includes, but are not limited to: database management (inputting data and extracting reports), management and maintenance of aircrew FEFs, tracking/monitoring/reporting aircrew flight evaluation dates/zones, progressions and readiness, as well as analysis of trends.

3.2.2.2 The Contractor shall manage and maintain Unit T.O.s and Publications.

The contractor shall manage Stan/Eval T.O. and Unit Publications. These duties include, but are not limited to: T.O. account maintenance; distribution of unit level T.O.s; ensuring accurate and current FMs/T.O.s; collecting/forwarding and tracking publication deficiencies, to include sustainment changes and those in preliminary T.O.s; and maintenance of unit publications such as Flight Crew Information File (FCIF)s, and Electronic Flight Book (EFB)s.

3.2.3 The Contractor shall manage Gray Butte and China Lake UAS flight and ground event scheduling for AFLCMC OL-Det 3.

Scheduling duties are performed IAW Det 3 OI 11-100 and include, but not limited to:

coordination with internal and external partners for resources (frequencies, aircrew availability, etc.), monitoring the aircrew availability calendar, inputting/printing and submitting the daily schedule for review and approval. The schedule shall account for all ground/flight events with associated tasked and available resources, (i.e. Aircrew, Aircraft, Frequencies, etc.)

Traditionally, one scheduler works the current schedule and the other works the following weeks. AF test/training priorities are discussed at a Bi-Weekly (twice a week) planning meeting to minimize impacts to weekly/daily schedules as much as possible.

3.2.4 The Contractor shall perform Database Administration.

The contractor shall create and maintain requested reports from a database (excel/access, etc.)

which captures associated work from this effort. This includes, but not limited to: Contract Cost, Contract Number, Period of Performance, Assigned Aircrew, Assigned Aircraft/GCS, Other used test assets, Flight Records, Meeting Dates and associated Minutes, Test Plans, Test Reports and associated contractor comments. When required, records will be maintained IAW the Det 3

Records Management Word File Plan and AFI 33-364. When required, forms and publications management will be IAW AFI 33-360.

3.2.5 The Contractor shall manage unit training devices for AFLCMC OL-DET 3.

Training device manager duties include, but not limited to: being a device Subject Matter Expert

(SME), powering on/off and configuring devices, console operations (the running of scenarios/staffed during all operations), tracking device usage, as well as providing resources to instructors and aircrew in order to utilize system(s). Additionally, it requires coordinating with training device Field Service Representatives (FSRs) on system availability, reporting observed issues for potential FSR maintenance and updates.

a) Standard: Compliant with AFLCMC Det 3 OI 11-100, Flying Operations; Flight Supervision and Operations.

3.2.6 The Contractor shall support the UAS Flight Manual Program (FMP) for

AFLCMC/WII.

FMMs are responsible for: (1) initial acquisition, (2) FMP schedule, (3) style/format/technical content, (4) verification, (5) maintenance/sustainment, and (6) periodic reviews, of UAS specific

Flight Manuals. Due to this complexity, FMMs shall have prior UAS specific Pilot or Sensor

Operator qualifications and/or be certified engineers and/or be personnel with military aircrew experience using flight manuals and/or be experienced as a FMM. TCMs support the FMM and shall have similar requirements to FMMs. They are responsible for maintaining the: (1) accuracy, (2) adequacy, (3) modification, (4) classification, (5) review and (6) currency of the technical content of UAS specific T.O.s. TCMs are not generally responsible for style and format or other non-technical aspects of manuals, but are accountable for review of T.O.'s: (1) procedures, (2) engineering data, and (3) their related technical contents. Both FMMs and

TCMs must have experience working with T.O.s 00-5-1 and 00-5-3; and familiarity with MIL-

DTL-7700H. FMP duties include, but not limited to: the initial acquisition, maintenance, and periodic reviews of T.O.s and Preliminary T.O.s, tracking/management, to include analysis and disposition of, T.O. and Flight Manual change requests, performance of quality assurance reviews, support of UAS Technical Manual/Order Schedule and Status (TOSS) as well as support of verification efforts, review and recommend corrective actions on deficiency reports affecting T.O.s, and establishment of controls to ensure that verified T.O.s are distributed prior to or concurrently with deployment of operational assets.

3.2.6.1 The Contractor shall support and manage T.O. change requests.

The contractor FMM/TCMs shall: (1) review and recommend corrective actions on deficiency reports affecting T.O.s/FMs, (2) review and disposition T.O./FM field and Original Equipment

Manufacturer (OEM) change requests, (3) work with primary contractor in the management, tracking and reporting of change requests, and (4) generate metrics which track prime contractors performance/compliance with various production, development and sustainment contracts with regards to T.O./FMs.

3.2.6.2 The Contractor shall perform FM quality assurance reviews for accuracy, adequacy, modification, classification, and currency.

The Contractor shall perform T.O./FM reviews and provide appropriate feedback/documentation, track performance metrics on the OEM management and support of

T.O./FMs changes.

3.2.6.3 The Contractor shall review, concur, and comply with the Integrated

Technical Manual/Order Schedule and Status (TOSS) for the UAS FMPs.

The OEM and the USAF Technical Order Manager Agency shares responsibility for the TOSS, the contractor shall support the schedule by reviewing, concurring and working within the schedule.

3.2.6.4 The Contractor shall manage and participate in T.O./FM verification activities for the UAS Technical Order Life Cycle Verification Plan (TOLCVP).

Verification is the formal process by which personnel evaluate and prove new T.O.s developed during acquisition and T.O. updates developed during sustainment are accurate, adequate, safe, and usable in the operational environment to support the program. The FMM/TCMs shall support the OEM/TOMA in the execution of the TOLCVP. These duties may include, but are not limited to: (1) review/recommend changes to the TOLCVP, (2) plan for individual verification efforts, (3) coordinate schedule and resources needed for verification efforts, (4) lead/participate as needed in verification efforts, (5) document/review/manage verification updates/documentation, and (6) hold post-verification meetings when required.

a) Standard: Compliant with T.O. 00-5-3, AF Technical Order Life Cycle Management and the

UAS TOLCVP.

3.2.6.5 FMP personnel, when acting as FMM, shall determine the need for, schedule, and chair a Flight Manual Review Conference (FMRC) for each assigned publication.

The FMM for a weapons system shall act as the chairperson for the FMRC for that weapon system and shall conduct an FMRC at least annually unless using commands agree to delay.

3.3 Administer MQ-9 UAS Aircrew and Support Services Contract.

The Contractor shall assign an on-site Program Manager or equivalent to act as the single face to the Government Contracting Officer, Contracting Officer Representative or Program Manager for all actions and issues related to the execution of this effort.

3.3.1 The Contractor shall provide monthly cost status for MQ-9 UAS Aircrew and

Unit-Level Support Services contract.

In addition to cost and program status covered by the Data Item Description (DID), the contractor shall include a monthly staffing report no later than the 5th of the month. The staffing report will consist of:
