• Flying under AMC/CC memo accepting “SERIOUS” risk

• May be occupied except takeoff, landing, air refueling, and moderate turbulence encountered during cruise

• Silver Bullet does not meet Nat’l Senior Leaders’ operational mission needs

• March 2016: C-17 System Program Office (SPO) tasked to develop strategy for replacing 2 Silver Bullet trailers with airworthy capsules (ASR

& AFF 1067)

• March 2017: C-17 Silver Bullet Replacement officially appointed as an AF, acquisition Program of Record, assigned to the C-17 SPO

• April 2017, AMC Cmdr assigned ROCC as the official name of the Silver Bullet replacement capsules

• January 2018, AF Mobility PEO approved the Acquisition Plan for the ROCC Program

• Extensive market research with US industry contributed to the Air Force’s acquisition strategy

Note 1: The Legacy Silver Bullet (SB) does not have an ICS system or connection. Only the Steel Eagle Communications Module (SE).

-The C-17A ICS panel connector the SE plugs its cable into at the left paratroop door is P/N: MS3450W16S-1S.

Note 2: SE and SB power connectors are different.

Note 3: The connectors listed in this section are what are currently used on the SB which the ROCC will replace. The connectors required on the ROCC shall meet IEEE standards, MIL-DTL-38999M w/Amendment 2, SAE AS50151C and/or other current Commercial or Military standards depending on the type of connector needed to meet the required communications or power requirements. It is not permitted to use proprietary connectors without prior approval from Government engineering.

Note 4: The Water/Waste connectors listed are what is currently used on the C-17 aircraft for servicing of the onboard lavatory and potable water tank. These connectors are required to be used on the ROCC.

ROCC to Aircraft and Service/Materiel Handling Equipment Interfaces

• No modification is permitted to the aircraft, Servicing, or Materiel Handling Equipment (MHE)

• ROCC is required to interface with the Air Delivery System (ADS) rails, various MHE, and service vehicles Restrainable to MHE and service vehicles for ground transport

• The MHE and Service vehicles that could be used:

– 25K, 40K, and 60K K-Loaders

– Cranes

– Fork Lifts

– Ground Transport Trucks

– Military Lavatory/Potable Water Service trucks

ROCC Overall Dimensions

• The Maximum Height is 123” from the top of the ADS rollers to the top of the capsules

• Base Widths should follow MIL-STD-1791C w/ Change 1 guidance The ROCC Width at the outer edge of the Base Rails is 108” The Width of the ROCC floor is 104” +0.75”/-0.0”

• The Maximum Outside Width of the ROCC above the floor is 120”.

However, special care should be taken to ensure the ROCC does not interfere with the operation of the locks.

Minimum of 4” measured vertically from the bottom of the base before making the transition from 104” to 120”

• Design Length of the ROCC is:

For the SLS Design length is 212” ± 6” For the CR/SA Design length is 292” ± 6”

• Included as a reference and to show the gaps in the rails and overall dimensions that are used by the ADS locks

ADS Rails

• There are 40” between each ADS Lock

• See MIL-STD-1791C w/ Change 1 to see the above image and explanation of the ADS rails and locks.

ROCC Weight Limit

• Because the ADS Locks are weight limited, the ROCC is weight limited

• The Senior Leader Suite (SLS) is limited to 10,900 pounds

• The Conference Room/Staff Area is limited to 15,300 pounds

• Max weight limits include:

40 lbs for luggage in the SLS 15 lbs per person for Laptops and other personal electronic devices 125 lbs for Carry-On Communications Kits (printers, routers, etc.)

80 lbs for other mission required bags/equipment

The SLS should be designed for two (2) occupants and two (2) visitors The CR/SA should be designed for nine (9) occupants The max number of ROCC occupants is eleven (11); occupant count is not additive.

Crash Load Requirements

• ROCC shall be designed to meet the crash load requirements in accordance with MIL-HDBK-516C ¶ 5.1.9, and Structures Bulletin EN-SB-10-002 Rev A at a minimum Longitudinal – 9.0g fwd and 1.5g aft Lateral – 1.5g left and right Vertical – 4.5g down and 2.0g up

• To avoid the need for a dynamic crash test, it is required to analyze the ROCC structures, and other items called out in MIL-STD-516C with an additional 1.5 load factor.

Longitudinal – 13.5g fwd and 2.25g aft Lateral – 2.25g left and right Vertical – 6.75g down and 3g up

• The analyzed items are allowed be permanently deformed at ultimate loads, but not become projectiles or cause the occupants to become trapped

Seat Requirements

• The use of FAA approved Seats is highly encouraged Designing your own seats is not recommended

• The Government will accept/approve the use of FAA certified seats provided that they meet the military requirement for a 250 lb occupant FAA seating and restraint systems are only tested for 170 lb occupants

• MIL-HDBK-516C ¶ 18.1.1 requires seating and restraint systems, including floor attachments, to meet the requirements of SAE AS8049 with a 250 lb occupant Permanent deformation is allowed at 250 lbs provided it does not harm occupant (e.g. pin occupant or impeded egress)

Noise Attenuation

• Ambient noise levels in the cargo bay of the aircraft are:

86 dBA at normal cruise 100 dBA at takeoff

• The exterior walls of the ROCC are required to reduce the pass through noise from the cargo bay into the ROCC The maximum noise level permitted inside the ROCC is 65 dBA, not including takeoff.

Other Human Factors

• MIL-STD-516C sections 9 and 18 requirements:

Emergency and Overhead Visual and auditory emergency equipment and signage Life support systems (EPOS, fire extinguishers, etc.)

Public Address System Doors and locking mechanisms

• Federal Aviation Regulations requirements Smoke and Flammability of materials

Engineering Data

• Level 3 engineering data is required per CDRL deliverable and H-Clause

• Level 3 data is required in order to allow the Government and/or a Contractor Logistics Support (CLS) contractor to maintain, repair, modify (if required), and refurbish the ROCC

• There are two (2) parts to Level 3 Engineering Data The Engineering Drawings (Including Applicability, Notes List and

Parts List The Rights associated to those drawings

• The Government is requiring the delivery of the all the Level 3 Engineering Data (regardless of the data rights associated) All delivered data shall have data rights markings per CDRL requirement Items designed and developed by subcontractors or COTS items shall be delivered as Vendor Item Control Drawings (see CDRL requirements for more detail)

• For NEW Engineering Data, the Government DOES NOT want the contractor to use proprietary data/information in the design.

• It is required that the contractor only use Military or commercial processes and standards for data that is developed using Government funds.

Test & Evaluation and Airworthiness

Test and Evaluation

• The ROCC Test and Evaluation process

– The 412th Test Wing as Lead Development Test Organization (LDTO) to provide oversight and System Program Office (SPO) to provide support

– Contractor shall perform System, Sub-system and Component level Developmental Testing (DT) verifications to verify all project requirements, as defined in the SRD section 3.0. Verification approach is identified in SRD section 4. (Demonstration, Inspection, Analysis, Test)

– Government attendance will be required at identified critical verifications.

Attendance must be coordinated by Contractor with SPO

– Contractor shall provide all verification results and reports to the SPO for analysis and Pass/Fail determination

– Contractor will support and attend Integration Testing efforts at Edwards Air Force Base

Test and Evaluation, Cont.

• The Integrated Test Team (ITT)

– ITT will include the, 412th Test Wing (LDTO), C17 Program office (TM/EN/PM), AMC/TE (OTO) and the Contractor Test and Evaluation team

– The ITT will meet on a regular basis throughout the project to develop test plans, manage activities, review results and support all other T&E activities

• Test Plan Development

– Contractor: System, Sub-System and component Developmental Test Plan

– LDTO: Integration Developmental Test Plan

– Contractor is expected to perform verifications throughout the design and build process, while combining verification activities where feasible

– Thorough and complete Developmental Testing should allow for seamless Integration testing

• Draft Technical Orders (TO’s) documentation will be required in support of

Integration Testing and Operational Test & Evaluation

• SRD and Draft Test Matrix will be included in RFP, ensuring bidders have required T&E information for proposals

Airworthiness

• Airworthiness

– The Government Airworthiness Certification process is used to confirm improvements, modifications and new developments are fully tested and approved prior to release for use

– ROCC Airworthiness Certification requirement is the responsibility of the SPO

– The Contractor is responsible for supporting the SPO by:

• Performing verifications

• Providing required artifact data to the SPO

• Support Integration Testing

• Support review meetings throughout the Airworthiness Certification process

– The Approved Certification Basis provided within the Bidders Library indicates the test artifacts that will need to be delivered in support of the Certification. The ITT will work to ensure all required documents are identified.

ROCC SOW Requirements

SOW – Communications, PMP

• Emphasis on frequent meetings to ensure effective communication between contractor (KTR) and SPO through life of the contract

• After contract award, KTR to be plugged into existing ROCC IPT and sub-groups

• Most Program meetings to be telephonic

• SOW 3.4.1.2 requires formal semi-annual PMR’s with the KTR.

• Face-to-face PMR’s at least annually

• Kickoff meeting at Wright Patterson in conjunction with SRR

• Technical Interchange Meetings (TIMs) also required in SOW at various intervals

SOW – System Safety

SOW – Production Planning

• Manufacturing plan (CDRL A021) required

• Ensure product quality and prevent defects, both at the prime and subcontractor levels

• Describe and illustrate the facility space planned to manufacture, assemble, and test each ROCC (basic work flow)

• Describe the facility planned to store each ROCC until delivery to the USG

• KTR must maintain one of the following quality certifications: ISO 9001 or

AS9100D

• KTR to transport the FA ROCC to Edwards AFB, CA for formal Government acceptance and Air Force integration testing

• After AF integration testing, First Article ROCC to be returned to the KTR as Government Furnished Property, for any work necessary to field as ROCC P-1 configuration.

SOW – Risk Management

• KTR to implement a Risk Management Program (RMP) that identifies contractor risks for executing the contract (CDRL A022)

• SPO will maintain a separate RMP for ROCC program risks

• SPO needs to understand what the KTR thinks his risks are

• Include Supply Chain Risk Management in the RMP

• Source all electronic parts IAW DFARS 252.246-7008, Sources of Electronic Parts

• At CDR, identify the source(s) of supply to the Government for all electronic parts

(include in Manufacturing Plan)
