About this file
This document is an amendment to a Fair Opportunity Proposal Request (FOPR) for the KC-46 Initial Spares (KIS) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The FOPR is for Delivery Order FA8609-24-R-B004 to provide initial spares for KC-46 aircraft at Travis AFB and Tinker AFB.
The amendment extends the proposal due date to 4 Aug 2024, incorporates Q&A, and corrects a clerical error in the pricing template. The FOPR is for the Unrestricted vendor pool only. Multiple firm-fixed-price delivery orders are contemplated, with parts shipping to Travis AFB or Tinker AFB by 28 Aug 2026. Contractors must submit a proposal package including a cover letter, completed pricing template, and signed solicitation. Funds are not yet available, and the government reserves the right to cancel the solicitation. The Q&A addresses questions on containers, NSN discrepancies, place of performance, shipping timelines, and alternate part numbers.

Question 1: The “KIS PNs with SPIs” document includes SPI #s, as well as container NSNs. Does the
Government anticipate that contractors will procure these containers? Are they reusable containers which the
Government will return to Contractors? If not, does the Government anticipate that contractors will incorporate the cost/lead time of procuring containers into the PN line-item price on their proposals?
Answer 1: Account for container pricing and lead time when offering PN with Special Packaging Instructions.
Question 2: Eleven PN with NIINs do not appear to correspond to Haystack data. Can you please review and advise on these discrepancies?
Answer 2: See table below:
Question 3: Are vendors allowed to add one single POP for the Source?
Answer 3: PoP is defined on this contract as "Period of Performance;" the USAF understands this question to be asking about place of performance relative to I&A Source terms in Section E. Refer to the information in the
FOPR 4 MFR: ship-from data is required for each PN offered.
Question 4: How early will parts be allowed to be shipped?
Answer 4: Vendors can ship parts as soon as DCMA has Inspected and Accepted them at Source.
Question 5: Some NSN do not match with the PN (see table below).
Answer 5: See table below:

Question 6: Four PN are listed twice but have different quantities (see table below). Should vendors propose on both, or should these have been consolidated into one?
Answer 6: One set of items (54, 65, 186, 195) are being delivered to Travis AFB. The other set (214, 216, 222,
225) are going to Tinker AFB. Vendors bidding on any PN should account for shipping to the corresponding location.
Question 7: Are parts expected to be painted in ready-to-install config? Proposal calls for commercial config, which is not painted USAF gray.
Answer 7: Vendors are not responsible for painting parts.
Question 8: If the OEM quotes a vendor a PN that has rolled, does the USAF want to know in advance? Should vendors incorporate the PN rolls and information only in the cover letter when submitting an offer?
Answer 8: If offering alternate PNs, list the original PNs and alternate PNs in the cover letter of the offer. Also attach any documentation from the OEM that supports the PN roll to the cover letter. The USAF will consider alternate PN offers on a case-by-case basis and may approve or deny the request when awarding orders.
Question 9: Regarding line item 135: PN 252T3118-2. The requested material number is a component of a
Matched Set and cannot be sold individually.
Answer 9: This asset has been removed from the FOPR List.
Question 10: Regarding line item 154: PN 256T3541-5. The requested material number is not the preferred
Spare number. Is the next higher assembly acceptable?
Answer 10: The next higher assembly PN 256T3540-11 (NIIN 017016948) is approved.
Question 11: Regarding line item 155: PN 256T3541-6. The requested material number is not the preferred
Spare number. Is the next higher assembly acceptable?
Answer 11: The next higher assembly PN 256T3540-12 (NIIN 017010676) is approved.
Question 12: Will the USAF accept PN 251A2420-1 as an alternate to PN 251A2420-8?
Answer 12: No.
