KC-46 Initial Spares (KIS) Common Questions and Answers #5
(1) How do I properly provide my proposal to the Government in response to the solicitation?
Answer: Please send your proposals via DoD SAFE and not directly to the emails of the POCs listed in this solicitation.
Per Section L, paragraph 2.7.8 states, “All volumes must be received via DoD SAFE. In order to submit via DoD SAFE, a drop-off request is required. In order to receive a DoD SAFE drop-off, email the CO or Contracting Specialist listed in paragraph 2.1 above no more than 14 calendar days and no less than three (3) calendar days prior to proposal submittal date.
(2) What is meant by "Factor number" to include for the file-naming convention, as stated in Section L, paragraph 2.7.7?
Answer: The “Factor Number” is referencing Subfactor 1.1.
(3) As an interested vendor, can we set up a call with the USG to discuss the RFP?
Answer: We can no longer engage in meetings since the final request for proposal (RFP) has been released. If you have any questions please send them in writing via the Comment Resolution Matrix to the POCs listed in the RFP.
(4) Some of these parts are commercial, therefore do not have IUID tags, and a provision will have to be incorporated for that.
Answer: A provision will not be necessary for commercial items without IUID tags. It has been previously determined that commercial parts would not be marked as they can and are being returned back to the manufacturer of the commercial aircraft for repair once returned from the Air Force as unserviceable.
(5) When the Government provides the information in the FORQ/P package will the Delivery Timeframe be a range of days or a single specific delivery date that all the parts in the FOPR must be delivered?
Answer: The Government intends on providing a range of days or a no later than date that each spare part must be delivered within or by in the FOPRs.
(6) Does the Government basically issue a small dollar / min. dollar amount award to make the IDIQ official per selected vendor?
Answer: Per FAR 16.504 (a)(1), an IDIQ contract is not binding until the minimum quantity is fulfilled. Per Section L, paragraph 5, the proposed price for the Post Award Conference will be used to fulfill the contract minimum order as stated below, “The Offeror shall submit the price for CLIN 0001, Post Award Conference (PAC) in Section B of the model contract. The proposed price will serve as the contract minimum order IAW FAR 52.216-19 Order Limitations. The “minimum order amount” will be obligated via orders issued after announcement of successful Offerors and shall be no less than $1.00 and no more than $1,000.00.”
