KC-46 Initial Spares (KIS) Common Questions and Answers #3

(1) How can we stay the most up to date on the latest KIS information, solicitation updates, etc.?

Answer: Any updates regarding this solicitation and KIS will be made in SAM.gov and noted in the description section of Notice ID # FA8609-22-R-0001. We recommend continually checking the solicitation posting on SAM.gov as well as following the notice to ensure you receive alerts about the posting.

(2) Is there an advantage to pricing for example, 500 items versus the 90 minimum as stated in Section M? I can see if a Small Business prices the 500 items it could garner more Small Business only opportunities. But, does it matter if it is a Large Business?

Answer: The information in the capability statements will assist the Government in determining which part(s), if any will be set aside for small businesses for FOPRs. Although there may be two or more small businesses that state they can provide a spare part it does not automatically make it a small business set aside. In accordance with FAR 19.502-3,

(a) The contracting officer shall set aside a portion or portions of an acquisition, except for construction, for exclusive small business participation when—

(4) “Two or more responsible small business concerns are reasonably expected to submit offers on the set-aside portion or portions of the acquisition that are competitive in terms of fair market prices, quality, and delivery”.

The Government must determine that two or more small businesses are competitive in terms of fair market prices, quality and delivery and by having the information being requested (prices, delivery lead times, etc.) from large businesses will assist us in determining if all the criteria in FAR 19.502-3 is being met.

For example, if there are three KIS contract holders (2 small; 1 large) that state they can provide spare part “ABC” and one small business states $15; second small business states $2 and one large says $4; this may not reflect that two small businesses are reasonably expected to submit offers that are competitive in terms of fair market prices since the one small business ($15) is a lot higher than the second and large businesses and may not meet the definition of fair market price as defined in FAR 19.001. We can only make determinations such as these if we have prices from ALL types of businesses for ALL the parts they could provide.

(3) The instructions to fill out the columns in Section L, paragraph 4.3.2.1 does not match the columns in the Capability Statement.

Answer: Thank you for bringing this inadvertent error to our attention. The columns were incorrectly stated in Section L, paragraph 4.3.2.1 of the final solicitation. Below is what it should have stated.

4.3.2.1 Subfactor 1.1: Procurement Standard –

A compliant proposal shall include the submittal of a completed FA8609-22-R-0001, Section J, Attachment 3, Capability Statement. A completed capability statement shall include documenting all the required fields listed below, in the appropriate space designated on the Capability Statement for all the parts the Offeror is capable of providing while still meeting all the requirements of the

SOW. This information shall be for the Offeror’s full part supply capability while meeting the requirements of the SOW.

a) For each spare part that the Offeror is able to provide, the Offeror shall document the amount of time in terms of the number of calendar days that it would take for the Government to receive a quantity of one (1) each spare part, after receipt of order issuance (ARO) and arrive at the supply warehouse at Travis AFB, CA. This information shall only be provided in column “D” of FA8609-22-R-0001, Section J, Attachment 3, Capability Statement.

b) Document the price per unit at the time of proposal submission for a quantity of one (1), excluding the cost of shipping, for each part the Offeror can provide. This information shall only be provided in column “E” of FA8609-22-R-0001, Section J, Attachment 3, Capability Statement.

c) Document the cost to ship each unit to Travis AFB, CA at the time of proposal submission, for a quantity of one (1), that the Offeror can provide. This information shall only be provided in column “F” of FA8609-22-R-0001, Section J, Attachment 3, Capability Statement.

d) Document the type of part that the unit price and delivery time is for by selecting the appropriate option in the drop down menu, for each part the Offeror can provide with a FAA 8130-3 tag. This information shall only be provided in column “G” of FA8609-22-R-0001, Section J, Attachment 3, Capability Statement. Only one type of part shall be selected and it shall be the type of part the Offeror would most likely offer for each Fair Opportunity Proposal Request (FOPR).

(4) Why doesn’t Column “G” labeled, “Type of Part” on the Capability Statement not include “FAA 8130-3, Authorized Release Certificate, Airworthiness Approval Tag” as an option for a “Type of Part”?

Answer: Column “G” labeled “Type of Part” on the Capability Statement does not include “FAA 8130-3, Authorized Release Certificate, Airworthiness Approval Tag” since, per Statement or Work, paragraph 3.2, “The Contractor shall ensure that all reparable LRUs receive an 8130-3 or CoC pursuant to a quality system as required by the appropriate design approval authority”.

(5) My company is looking to respond or bid on some of the items on this requirement. What we’re looking for, needing, is data on these items. Do you guys have that information or do you have a recommendation on how we could get it?

Answer: We do not have any data or additional information that we are able to provide for the part numbers listed in Attachment 3 of the solicitation.

(6) Are there any spare parts on the Capability Statement that are obsolete?

Answer: No, there should not be any obsolete parts on the Capability Statement.

(7) Does the Defense Logistics Agency (DLA) solicitation for common KC-46 spares posted 10/20/21 have any impact on this KC-46 Initial Spares acquisition or are they completely separate efforts?

Answer: The DLA solicitation has no impact on our KC-46 Initial Spares solicitation. These two solicitations are two completely separate efforts.

(8) What should we do if we need more than four (4) people to attend the post award conference (PAC)?

Answer: Based on Section L, paragraph 5.1 (a) (2), “The number of vendor attendees shall be limited to a maximum of four (4) persons and the PAC duration shall not exceed four hours”.

Therefore, to be considered for an award, the Offeror cannot exceed more than four attendees to the PAC. The Government is considering recording the PAC so the information can be shared with those that could not attend.

(9) Solicitation documents state “In accordance with FAR 52.216-19 the stated “minimum order amount” of $1.00, but no more than $1,000.00, will be obligated via orders issued after announcement of successful Offerors. Offerors must receive a basic contract award to be eligible to receive a delivery order award”.

Does this mean a small contract will be issued upon award of the MAC ID/IQ, to ensure we are a supplier under that contract?

Answer: Yes. Per FAR 16.504 (a)(1), an IDIQ contract is not binding until the minimum quantity is fulfilled, and per AFFARS 5316.504(a)(2), the Air Force is required to issue and obligate funding for the minimum order amount contemporaneously with IDIQ award.
