KC-46 Initial Spares (KIS) Common Questions and Answers #4

1) We noted today that there is no provision within the documentation or package regarding IUIDs. With a majority of KC-46 parts being commercial, we will need to be cognizant of this.

Is it your intentions to address the IUID at the individual FOPR?

Answer: The requirement for IUIDs is delineated in paragraph 3.3 of the Statement of Work, “Item Unique Identification (IUID): The Contractor shall mark applicable reparable LRUs with an IUID in accordance with the December 2007 MIL-STD-130N (Appendix A, Reference 4). Radio frequency identification (RFID) is not applicable to KC-46 Reparable LRUs and is not considered an equivalent replacement for IUID. “

Furthermore, spares will be IUID marked consistent with the IUID plan for components on the aircraft.

2) Within each Fair Opportunity Request for Quote/Proposal (FORQ/P), will contractors be able to bid a portion of the required total quantity for a part? If so, how will the extended price be evaluated?

Answer: No. Contractors will be required to bid the total quantity for each spare part it is able to provide in response to each FOPR. For example, if we request 10 total units for a spare part in a FOPR, the KIS awardee is required to provide 10 units in order to be evaluated for that part. The Government intends to provide this guidance in each FOPR.

3) Please describe the elements of the proposal that need to be cross-referenced. Or please provide an example.

Answer: The elements of the proposal that can be cross-referenced are stated in the table in Section L, Paragraph 2.6. A Cross Reference Matrix maps RFP requirements to the proposal outline to ensure all RFP requirements are addressed and the proposal evaluators know where to find those addressed requirements.

4) Attachment 2_Ordering Procedures 1.1.4 Fair Opportunity Request for Quote/Proposal (FORQ/P), paragraph b. ends with the statement, “All KIS Prime contract holders are eligible to submit and offer under the unrestricted pool.” The statement is clear regarding pool participation at time of FORQ/P and was provided as a response during the Draft RFP Q&A to questions 2 and 43; however, similar questions, 17 and 34, received a response with, “Note: Awardees will only be able to propose based upon the pool in which they are initially award to. (SB or Unrestricted)’. The two statement seem contradictory, please clarify.

Answer: The references you mentioned in your question do seem to contradict. To clarify, all KIS awardees will be able to propose under the unrestricted pool regardless if they received the initial award under the Unrestricted or Small Business pool. Only those KIS contract holders that were initially awarded under the Small Business pool can provide a response to a FOPR that is set aside and solicited to the Small Business pool.

5) What is the Volume II requirement for a Technical Narrative? Is the 20-page limit inclusive of a Technical Narrative, or strictly the Entry Gates and Capability Statement? Aside from the two Entry Gates and Capability Statement, what makes up the remaining 18 pages of the Volume II Technical Acceptability?

Answer: Please reference Section L, paragraph 2.7 for all the requirements for Volume II.

Additionally, question #5 from QA#2, states, “Please refer to the final version of Section L to determine the required deliverable should be. Based on Section L, the deliverables include but are not limited to:

- Executive Volume, Reference Section L paragraph 3

- Technical Volume, Reference Section L paragraph 4

- Capability Statement w/ lead times included

- Quantity 1 (excludes shipping)

- Shipping costs to Travis AFB

-Price Volume, Reference Section L paragraph 5

- Post Award Conference (only initial event)

Contract Documentation, Reference Section L paragraph 6

- Responses to all applicable requirements in paragraph/subparagraph 6 (i.e.

Provisions and Clauses, Representations and Certifications, Small Business Subcontracting Plan (if applicable))”

6) Is the Section J, Attachment #3 Capability Statement included in the 20-page limit for Volume II? If so, would the Government like a screenshot of the data inserted into Vol. II?

Answer: Yes, Section J, Attachment #3 Capability Statement is included in the 20-page limit for Volume II. However, per Section L, paragraph 2.7.1, “All attachments to the solicitation identified in Section J shall be considered as one (1) page of Volume II”.

Additionally, screen shots will not be acceptable since in accordance with Section L, paragraph 2.7.7 states, “FA8609-22-R-0001, Section J, Attachment 3, Capability Statement, shall be submitted in workable Excel format. The Offeror shall populate only applicable cells of the spreadsheet and not make any adjustments to the layout that has been provided”.

7) Do the margin requirements include the headers and footers?

Answer: No, the margin requirements do not include headers and footers. Content shall begin 1" from the top and finish 1" from the bottom.

8) Is the Solicitation # for the referenced effort FA8609-22-R-0001 or FA8609-22-R-B001?

Answer: Procurement identification numbers FA8609-22-R-B001 (found on the solicitation document) and FA8609-22-R-0001 (found on the attachments) have both been utilized in this announcement and represent this KIS RFP.
