Materials Handling System at Laughlin AFB, Texas 47 Flight Training Wing (FTW) MXD, Buildings 65 and 68

Question Set #2

27 May 2025

1. Where is the power panel located where we will be providing the power for the modular office? The power panel is located approximately 250 feet at the NE side of Building 65.

2. Where is the data cabinet located where we will be providing the CAT6 cable from the modular office? The data cabinet will be located along the wall adjacent (North-end) to building walls.

3. Is the pole in the modular office a building column? How tall is it and will it interfere with the assembly of the modular office? The “pole” is a power pole to be provided as specified in paragraph 3.3.3.

4. Dock Leveler, where is the power panel we will be pulling our power from to energize the new leveler with? Power panel is located approximately 85 feet North of dock leveler.

5. What are the pit dimensions of the existing dock leveler? See AF Drawing ALG310-01 “Dock Leveler Pit Details” for dimensions of existing dock leveler.

6. The standard capacity of a dock leveler is 20,000lbs and you are calling out 30,000lbs.

Was this a mistake? No, this is not a mistake. The capacity shall be as specified in the Dock Leveler appendix.

7. Can you provide detailed pics of the existing dock leveler and below the dock leveler?

Pictures provided herein.

8. Will we have access with a standard fork truck and scissor lift to the area for racking P-1, P-2, P-3, P-4 bays? As stated in the Contractor Information document, Section 2A, Government forklifts are not available for Contractor’s use.

9. Can you provide a detailed list of equipment the is to be demoed, i.e.: 3 bays of 24’ tall racking, 16 shelves 24x72. Appendix K, Existing Equipment, shows equipment to be demoed.

10. Is there a "safety" training program of any sort to watch, view, test, classroom, etc... if so, for how long of a time period? Orientation/training with regards to the system is provided in 3.5. of the Cover PD.

11. Can we use a propane or electric forklift? Forklift operators’ capabilities are the Contractor’s responsibility. If the question is regarding what is allowed on base, that can be addressed at the post award conference or by contacting the site POC or doing a site visit.

12. It is my understanding that I will supply a scrap dumpster - can the dumpster be placed/parked by a dock warehouse loading door? If not, where can it be placed/parked in relationship to the warehouse dock loading door, or, in the parking lot, and, how far away from the building? For additional site prep information, a site visit can arranged with the POC listed in the Contractor Information document.

13. Are bathrooms going to be made available? Refer to Contractor Information document provided with the solicitation.

14. Is there a lunch/eating area for "breaks" and for lunch? Refer to Contractor Information document provided with the solicitation. For additional, you may contact the POC listed in that document. Also, Laughlin has the BX/Food Court and off-base dining establishments are available.

15. Where is the break room & lunchroom located? Refer to Contractor Information document provided with the solicitation. For additional, you may contact the POC listed in that document.

16. How far away are the buildings from each other? The buildings are adjacent so nearby.

17. Are any of the projects located in a basement, or, a lower floor level where the crew must walk down a level? The only “lower floor level” is the pit area shown in AF Drawing 310-02, “Type P2, P3, & P4” Front and Side Views section.

18. What size (in detailed measurements) are the chain-link security swing gates? The security swing gate is approximately 10’ wide opening and is shown on Appendix K.

19. What size (in detailed measurements) are the posts for the swing gates? Post are shown in Appendix K. Additional/detailed information may be obtained by a site visit or contacting the site POC listed in the Contractor Information document.

20. It is my understanding that the demo/removal projects get scraped 100 % - nothing is to be saved? Disposal requirements are specified in Appendix K, 3.1.

21. This project is strictly "non-union" labor? I am not familiar with labor requirements.

Suggest contacting site POC as listed in Contractor Details document.

22. Working hours are 0700 to 1600 - Monday through Friday - no weekend work, no holiday work and no evening work? Refer to Contractor Information document provided with the solicitation. For additional hours, coordination will have to be made with the site POC listed in that document.

23. Can a standard Forklift and a Scissor lift fit in every building area for all of these projects? If not, which buildings, and/or projects can a forklift and a Scissor lift not fit?

Yes

24. Will the crew be able to parking their work vehicles next to or near the building that they are working inside? Parking will be in designated areas in accordance with Laughlin’s parking policy.

25. Appendix G: These three items, (A) single point watering system and electrolyte level indicator light and (B) battery roller stand, and (C) mobile water cart with hose & fill link, are recommended by the manufacturer to be included with the Rider-Reach Forklift requested. Without these items it is extremely difficult to refill the water compartments in the battery. This is based on feedback from the end user of a previous contract who had the same spec that did not have these items included. Thanks for the feedback. These three items may be included at your discretion as it is not specifically called out in the requirements.

26. Appendix F: Could you please confirm that the pit height is the same (20") at the front and back of the of the pit? Pit dimensions are provided in AF Drawing ALG310-01. For additional site prep, the site POC may be contacted, and, as needed, to possibly arrange for a site visit.

27. We’ve reviewed the description of the Rider-Reach Forklift and have supplied forklifts before from Crown and other manufacturers. A similar model we found would be the Crown RR (Rider “single” Reach) but this does not have an onboard charger or 24V battery – all your other specs match this model closely, but it seems that the description you provided align around a specific model or manufacturer you have in mind. I wanted to provide a little more clarity on this Rider- Reach – The closest model we found is a Crown RR5715-35. Note that this would not include an on-board charger – we are una-ware of a model able to handle the required specifications with an on-board charger. The battery with this sized unit is incapable of being charged by a standard 110V, and requires a hard wired charger (we can offer an AC power cord if the correct drop is installed prior to an order to Crown). Other vendors have been able to provide such forklifts with on-board chargers on previous solicitations with similar requirements. The on-board charger requirement is not a single/specific manufacturer requirement.

28. Appendix D, pg. 8, 3.3.1 LIGHT FIXTURES The PD calls for T-8 fluorescent lighting fixtures, and we offer LED as a standard. Are you OK with LED Lighting as an alternative, as long as the foot candles and lumen output are equal to or exceed the fluorescent lighting request (Meeting the minimum 50-foot candles lighting at a height of 3 feet from the floor and evenly maintained)? This is less maintenance over time and lower energy cost. Yes, LED meeting the minimum 50-foot candles are an acceptable equivalent.

29. You mention light switches shall be provided with recessed cover plates – This isn’t typical for modular office walls so we are just confirming. Yes, a cover plate is required.

30. In reference to the extra 10ft of conduit requested: Where do you want this conduit to go?

Are you looking to have this rolled up and hung on a hook installed to the power pole? Is the power pole already in place and installed, ready for use? A power pole is to be provided by the contractor. The 10ft is to allow the power pole to be relocated as needed.
