About this file
This document is a Question Set #1 for a Materials Handling System solicitation at Laughlin Air Force Base, Texas. The document contains six questions and answers related to specific technical details of the proposed materials handling system, including rack configurations, dimensional requirements, walkway specifications, and storage cart details. Key technical discussions include clarifications about rack placement (P4 units cannot be against the wall), mandatory catwalk/decking specifications (must be level with warehouse floor and anchored), and confirmation that only specific carts (not mobile bins) are part of the solicitation. The questions appear to be from a potential bidder seeking clarification on design and installation requirements, with the government providing direct and specific responses to each technical inquiry.

Materials Handling System at Laughlin Air Force Base, Texas, MX LPS Warehouse
Question Set #1
8 May 2025
1. Q. Appendix B asks for keyed carriage locks. The system will always have an opening and be accessible regardless of the position it is locked in. This is an additional cost that isn't adding any security, are you sure you need keyed carriage locks in addition to the standard anti-movement locks?
A. Yes
2. Q. Can you please provide the dimensions pointed out by red arrows that are missing in the drawing corresponding with Appendix H? They are marked D-H.
A. See Appendix K, 3.1.2.1, for photos of the installation area. There are obstructions along the wall where the P4s are to be installed hence they cannot be against the wall. Your requested D-H dimensions were not shown as the critical dimensions are that there is a 5’ aisle between P2/P3 racks and the P4s. The overall dimension of the pit area (see P2 & P3 Side View) is shown as 10 feet x 71 feet 11 inches. The rows of P4s and P2s/P3 racks needs to be designed to fit within that pit area. The catwalks/decking are to provide a floor even with the existing warehouse floor to eliminate the pit area.
3. Q. We also have some alternative design suggestions since we are not able to utilize the walls and must only interact with the floor. It currently seems like the P4 units are not against the wall. Circle "A" appears to leave a gap between the wall and stairs that would require handrail. If that is the case, you could move the entire system south the length of missing dimension F and add handrail across missing dimension "D" to block the pit. This would eliminate the need for custom designed uprights for P2 and P3 pallet racks and eliminate the flooring section next to missing dimension "I" that will need custom designs done to create supports.
A. Per the Appendix A, 3.2.7., rack units shall not be connected to any existing building structure except the floor. See answer to question #2 above regarding P4 units being against the wall. The purpose for the custom designed uprights is to provide a workable aisle-width for material handling equipment between the P2s/P3 and P1 racks.
4. Q. If aisle spacing between P2 & P1 is the reason for the current configuration, you could push the P4's all the way to the wall and eliminate the need for any handrail.
A. As specified, catwalks/decking shall be level with the warehouse floor. Any opening should have decking/catwalk to provide flooring even with the warehouse floor eliminating the need for handrails.
5. Q. The walkway will have unsupported sections due to the stairs if it must be level with the floor. We would recommend making the walkway sit on top of the existing floor level with an angled transition for the ResinDeck.
A. Walkways must be level with the floor and anchored.
6. Q. Appendix J Mobile Storage Carts has certifications and technical proposal questions for mobile bins in section 3.1.2., which is not included in the appendix. Are there mobile bins that are also needed in this solicitation?
A. There are no mobile bins in this solicitation. Only the carts as specified in 3.1.1.
