The contractor must install a uniform 3-foot-wide #4 size river rock border with 2-inch depth over commercial-grade weed barrier around the exterior foundations of six buildings (20640, 20641, 20642, 20643, 20644, and 20646). Supplemental gravel coverage is required at four specific locations: a 2-foot-wide strip at the 37-foot mark on building 20642's east side, a 10-foot-wide application at the 22-foot mark on building 20644's southeast corner, and two separate 10-foot-wide installations on building 20646's northeast side at the 18-foot and 24-foot marks. The contractor must remove and lawfully dispose of all existing turf, vegetation, and excavated debris. All work must be completed during a single performance window in September 2026, with standard operating hours from 0700 to 1600 hours Monday through Friday, excluding federal holidays. After-hours or weekend work requires 72-hour advance written approval from the Contracting Officer or Contracting Officer's Representative.
The contractor is responsible for providing all personnel, equipment, tools, materials, supervision, and transportation. The contractor must obtain base access credentials (WPAFB Form 1440) for all employees 10 to 15 business days before the September 25, 2026 start date and obtain valid AFMC Form 87 entry badges. Payment of 100 percent of contract value is authorized only upon final, acceptable completion of all requirements, with invoices submitted electronically through the DoD Wide Area Workflow (WAWF) portal. The contractor must comply with OSHA safety standards, obtain WPAFB HAZMAT Cell approval for any chemical use (form HM Cell 013 required), ensure zero damage to government property with contractor bearing all repair costs, and report accidents resulting in bodily injury or property damage to the CO or COR within one hour. The performance standard requires 95 percent of total linear footage to meet specifications with zero allowable deviations for site cleanup, property protection, and debris disposal. The contractor is solely liable for securing heavy equipment overnight and must coordinate daily storage of small tools and equipment with the COR or AFIT Facility Manager.
