About this file
This is a Question and Answer document for a Department of the Air Force facility renovation solicitation (FA860126Q0106) issued by the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base, dated 28 July 2026.
The solicitation concerns Facility F10266/Building 266, located at 4225 Logistics Avenue, Wright-Patterson AFB, Ohio 45433-5006. The requirement includes commercial furniture installation, carpet flooring (Interface Streaming collection, Bitrate pattern, Dark Aqua with CQuest GB backing), electrical work, and related services. Contractors must use CAD drawings for flooring takeoffs and submit pricing with list price, discount, and net price for each furniture CLIN and component, while carpet, design, and installation services are priced as lump-sum CLINs with a quantity of 1 each. The solicitation is structured as a total-small-business procurement under NAICS 337214; however, the Non-Manufacturer Rule does not apply as the acquisition falls below the Simplified Acquisition Threshold. Site visits are optional, not required for technical acceptability, and may include furniture dealers, installers, carpet installers, and electricians. Electrical work requires only a licensed Ohio electrician; MECA certification is not mandatory. Tier 1 carpet pricing through the Department of Airforce Carpet Program Purchase (BPA) is optional. Quotations must be submitted in a single email under 5 MB without compressed files; DoD SAFE is acceptable with 48-hour advance notice. CMMC Level 1 certification is required before award or prior to accessing Attachment 4 (the drawing file), with assessments current within the last year. The quotation deadline was August 3, 2026.

Question and Answer Document for Facility F10266 (Solicitation FA860126Q0106)
CONTRACTING ACTIVITY/AGENCY: Operational Contracting Division, Directorate of Contracting, Air Force Life Cycle Management Center (AFLCMC), Air Force Material Command (AFMC), Department of the Air Force.
AFLCMC/PZIBB
2275 D Street, Area B, Bldg. 16 Room 150 Wright-Patterson AFB, OH 45433
Question: The procurement title identifies Facility F10266, while the SOW and drawings refer to Building 266. The delivery schedule references 4225 Logistics Avenue and the inspection/acceptance address references 1450 Littrell Road.
Please confirm the exact building, delivery address, loading-dock location, and final installation site.
Answer: F10266 and Building 266 are the same building, and the delivery address is 4225 LOGISTICS AVE. Building 266, Area A, Wright Patterson AFB, OH 45433-5006.
Base/installation specifics and delivery information is included in SOW sections 6 and 7.
Question: Carpet quantities. CLIN 0011 is listed as one lump-sum lot, but the package does not state the carpet square yards or cove-base linear feet. Will the Government provide a flooring takeoff, or must the contractor field-measure during the site visit? Please confirm whether the quotation must disclose carpet, adhesive and installation pricing per square yard in addition to the lump-sum CLIN price.
Answer: Contractor to utilize CAD dwg for takeoff.
Question: Carpet source. The SOW specifies Interface Streaming collection, Bitrate pattern, Dark Aqua, with CQuest GB backing. Please confirm this exact product is mandatory and that the contractor should obtain Tier I pricing under DAF Carpet Program Contract FA800323C0005 through Interface Americas.
Answer: Product specified in the SOW is the requirement. Tier 1 pricing through The Department of Airforce Carpet Program Purchase within Furniture Package BPA is optional.
Question: Electrical qualification. The SOW refers to a licensed electrical contractor and a Certified Electrician from the Master Electrical Contractors Association (MECA). Is actual MECA membership/certification mandatory, or will a properly licensed Ohio electrical contractor/master electrician with documented systems-furniture experience satisfy the requirement?
Answer: MECA is not mandatory, licensed Ohio Electrician is acceptable.
Question: Small business/nonmanufacturer compliance. This is a total-small-business procurement under NAICS 337214, but the requirement anticipates commercial furniture manufactured by established OEMs. Please identify whether an SBA nonmanufacturer-rule class waiver applies, whether the acquisition has been structured as a supply-plus-installation requirement exempt from that rule, or whether the offered end items must be manufactured by a qualifying small-business manufacturer in the United States.
Answer: This acquisition is below the Simplified Acquisition Threshold, so the Non- Manufacturer Rule does not apply.
Question: Pricing format. The SOW requires list price, discount and net price. Must that information be shown separately for every furniture CLIN and component, while carpet, design, removal and installation may be priced as lump-sum service CLINs?
Answer: Yes. Carpet, design, and installation needs to priced in accordance with SOW, but for the contract award it will be listed as quantity of 1 each.
Question: Site visit status. Is the site visit optional or required for technical acceptability? Can a furniture dealer, installer, carpet installer and electrician attend as team members?
Answer: Per the SOW, Site Visit: Will be scheduled, if requested, within 1 week of solicitation posting. Not a requirement.
Question: CMMC Level 1 UID. The Required Information Sheet requests a CMMC Level 1 UID from SPRS. Must the UID be included with the August 3 quotation, or may an otherwise responsive offeror complete the self-assessment and affirmation before award? Please also confirm which assessment date must be current in SPRS.
Answer: CMMC Level 1 is required before award or prior to viewing attachment 4, dwg file. The assessment date must be current, within the last year.
Question: File-size limit. The complete quotation must be submitted in one email under 5 MB and may not use compressed files. Because the technical package may include numerous product data sheets, will DoD SAFE be accepted if a vendor notifies the contracting team at least 48 hours before the deadline?
Answer: Yes.
Question: Attachment numbering. The package jumps from Attachment 3 to Attachment 5. Please confirm whether Attachment 4 exists and, if so, provide it.
Answer: Attachment 4 is the dwg file and provided when requested if vendor is CMMC Level 1 compliant.
