About this file

This file is a Questions and Answers (Q&A) document for the Air Force Marathon Audio Visual Equipment Rental and Services solicitation (FA8601-26-Q-0096), issued on July 13, 2026. The Q&A addresses four key inquiries from potential offerors regarding proposal requirements and submission procedures.

The document clarifies that offerors cannot use subcontractor past performance references to satisfy the three required similar-scope project references; the prime contractor must demonstrate direct successful performance and completion of referenced projects. It confirms that prime contractors may subcontact field audiovisual operations while retaining overall responsibility for contract management, coordination, compliance, invoicing, and accountability. The Q&A permits narrative responses for technical service descriptions without specifying a preferred format and addresses file size limitations by directing offerors to contact Bryson Pennie at bryson.pennie@us.af.mil to obtain a DoDSafe link if their technical package exceeds the 5 MB email limit, provided they request access at least 48 hours before the quote deadline of July 24, 2026. Additionally, the document confirms that site maps and exact placement diagrams for video screens, front-of-house positions, audio zones, and camera positions are available to offerors.

Questions & Answers

1. Can the Government confirm whether offerors may use subcontractor past performance references for the three required similar-scope references?

Answer: No. Offerors may not use subcontractor past performance references to satisfy the requirement for the three similar-scope project references. The offeror must demonstrate that it, as the prime contractor, successfully performed and completed the referenced projects.

1. Can the Government confirm whether the prime contractor may subcontract field AV operations while retaining contract management, coordination, compliance, invoicing, and overall responsibility for performance?

Answer: Yes. The prime contractor may subcontract field audiovisual (AV) operations, provided the prime contractor retains overall responsibility for contract performance, including contract management, coordination, compliance with all contract requirements, invoicing, and accountability for the performance of its subcontractors. Is there a preferred format for the technical service description, or is a narrative response acceptable?

1. If the technical package exceeds the 5 MB email limit, will DoDSafe be accepted for quote submission if requested at least 48 hours before the quote deadline?

Answer: If the package is above the limit please reach out to Bryson.Pennie@us.af.mil and he will send you the link to the DoDSafe.

1. Are site maps or exact placement diagrams available for the video screens, FOH position, audio zones, and camera positions?
