About this file

This is a Questions and Answers document for federal contract opportunity FA8601-26-Q-0023, issued by the Department of the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base, Ohio on 10 April 2026. The solicitation addresses outdoor static model display refurbishment work involving six aircraft display models located at Buildings 553 and 556. This is a new requirement with no incumbent contractor. The contract involves removal, transportation, refurbishment, and reinstallation of fixed-unit display models mounted on concrete bases with pedestals. Contractor responsibilities include structural reinforcement of failing components, comprehensive corrosion repair beyond cosmetic fixes, surface preparation and recoating, accurate reproduction of all original markings and insignia, secure storage during the entire refurbishment process, and provision of all rigging, lifting, and transportation equipment. The contractor must assess site conditions independently, identify and source correct paint codes and camouflage patterns without government provision, and document any latent damage discovered during work with photographs for Contracting Officer evaluation and potential change orders. Support poles and concrete bases remain the government's responsibility and are excluded from scope.

Final acceptance will be determined by the Contracting Officer through visual inspection verifying compliance with all Performance Work Statement requirements, uniform appearance, proper coating application, structural integrity, and workmanship quality. The work carries a two-year warranty against peeling, cracking, or significant fading. Two optional site visits are scheduled: Thursday, 2 April 2026 at 8:00 AM ET and Wednesday, 15 April 2026 at 10:30 AM ET, requiring advance registration with full name, driver's license number, and email address. The solicitation response deadline was extended to 22 April 2026 at 3:00 PM ET to accommodate the second site visit. Progress photo deliverables must be submitted in high-resolution JPEG or PDF format at contract-specified intervals.

ANSWER: The Government can provide rough dimensions, but not able to identify weight while anchored to concrete base. Bidders are strongly encouraged to attend the site visit to verify measurements and conditions firsthand

4. QUESTION: Transport / Logistics: Is the contractor responsible for removal and reinstallation of the display models, including any foundations, anchoring systems, or structural supports?

ANSWER: Yes

5. QUESTION: Transport / Logistics: Are the display models able to be disassembled for transport

(e.g., wings, tail sections), or are they fixed as single units?

mailto:amanda.hoyng@us.af.mil mailto:tracy.ferrise@us.af.mil

ANSWER: Fixed as a single unit

6. QUESTION: Transport / Logistics: Are the bases permanently attached to the models, or are they separate structures? If separate, should the bases remain in place or be removed and refurbished as part of this effort?

ANSWER: The display models are mounted on a concrete base with mounted pedestal. The concrete base shall remain in place. The models/pedestals will be removed from the concrete base for refurbishment and reinstalled upon completion

7. QUESTION: Transport / Logistics: Are the support poles or mounting structures included in the scope of work for surface preparation and coating?

ANSWER: No, Contractor will be responsible to remove and reinstall to concrete base. “poles are not in the scope of work for this project”

8. QUESTION: Transport / Logistics: Are there any known access limitations, rigging constraints, or lifting requirements at Buildings 553 and 556?

ANSWER: None known at this time. The contractor is responsible for assessing site conditions and providing all necessary rigging, lifting, and transportation means.

9. QUESTION: Scope / Repairs: Can the Government clarify the expected extent of “structural reinforcement” and “corrosion repair”? Should this be interpreted as minor cosmetic repair?

ANSWER: Structural reinforcement includes restoring failing or damaged components to restore structural integrity, such as (fallen tailwing). Corrosion repair goes beyond minor cosmetic fixes and includes identification, removal of corrosion, treatment, and repair of affected areas to ensure long-term durability in an outdoor environment

10. QUESTION: Scope / Repairs: How should latent or previously unidentified damage (e.g., internal corrosion, substrate failure) that is not visually available during inspection be handled? Will these conditions be addressed via modification or change order?

ANSWER: Any latent or hidden damage discovered during performance of the work that could not reasonably have been identified during the pre-bid site inspection must be promptly documented with photos and brought to the attention of the Contracting Officer. Such conditions will be evaluated and addressed, if necessary, through a contract modification or change order.

11. QUESTION: Coatings / Standards: Are there specific coating systems, or MIL-spec requirements that must be followed beyond the referenced standards?

ANSWER: No

12. QUESTION: Coatings / Standards: What level of surface preparation is expected (e.g., full coating removal vs. scuffing, etc.)

ANSWER: The contractor shall perform surface preparation sufficient to ensure proper adhesion and long-term performance of the new coating system under outdoor exposure conditions. This typically includes removal of all loose, peeling, flaking, or defective coatings, cleaning of dirt, grease, chalking, and contaminants, and creation of a suitable surface profile on sound substrates.

Full removal to bare substrate is not required where existing coatings are intact and well-adhered, but all surfaces must meet the performance requirements of the solicitation. Methods may include high-pressure washing, scraping, sanding, power tool cleaning, or other appropriate techniques consistent with industry standards (e.g., SSPC guidelines). A thorough site inspection is recommended to evaluate current coating conditions.

13. QUESTION: Markings / Documentation: Will the Government provide reference drawings or historical documentation for accurate reproduction of markings and insignia?

ANSWER: The Government will not provide comprehensive reference drawings or historical documentation for this purpose. The contractor shall perform its own research, take detailed measurements and photographs during the site visit, and ensure all markings and insignia are accurately replicated in size, color, location, and style consistent with the original configuration of each display model. if vendor is unable to perform its own research, measurements and photographs, customer can inquire with local program offices for assistance Any available basic reference materials (if they exist) may be provided to the awarded contractor, but the contractor must not rely on the Government as the primary source.

14. QUESTION: Markings / Documentation: Does the Government have any existing condition assessments or inspection reports available?

ANSWER: No existing condition assessments or inspection reports are available. Offerors should perform their own independent assessment during the site visit.

15. QUESTION: Execution / Deliverables: Is the contractor expected to provide storage during refurbishment, and are there any specific requirements for storage conditions?

ANSWER: Yes, the contractor is fully responsible for providing secure storage during removal, transport, refurbishment, and until reinstallation.

16. QUESTION: Execution / Deliverables: Are there specific formatting or submission requirements for the progress photo deliverables?

ANSWER: Progress photos shall be submitted in digital format (high-resolution JPEG or PDF) at the intervals specified in the contract.

17. QUESTION: Warranty / Acceptance: What criteria will be used for final acceptance (e.g., visual inspection, adhesion testing)?

ANSWER: Final acceptance will be determined by the Contracting Officer (or designated representative) based on a walk-through inspection verifying compliance with all PWS requirements, including uniform appearance, proper coating application, accurate reproduction of markings/insignia, structural integrity, and overall workmanship. Visual inspection will be the primary method. The work must be free of defects that would affect appearance, durability, or service life (with a two-year warranty against peeling, cracking, or significant fading).

18. QUESTION: Once awarded, would the paint codes to the original displays be given to the contractor?

ANSWER: The contractor is responsible for identifying and sourcing the correct paint codes. This is considered part of the contractor's required due diligence and expertise.

19. QUESTION: If any of the displays are camouflage would the design pattern also be available?

ANSWER: The contractor is responsible for replicating any camouflage patterns. This is considered part of the contractor's required due diligence and expertise.

20. QUESTION: Are these repairs for completely stripping the displays or just repairing in needed areas of the display?

ANSWER: The contractor is responsible for assessing the condition of each display to determine the necessary repairs. Where corrosion, peeling, or damage is widespread, full stripping and refurbishment will be required. The contractor is also responsible for addressing any major cracking, which may necessitate structural reinforcement.
