About this file

This is a Performance Work Statement for the refurbishment of six outdoor static display aircraft models at Wright Patterson Air Force Base. The Air Force requires comprehensive refurbishment of non-flyable replica aircraft constructed of fiberglass, composite, aluminum, or foam materials currently displayed outside Buildings 553 and 556. The six aircraft models are: B-1 Lancer, B-2 Spirit, B-52 Stratofortress, F-15 Eagle, F-16 Fighting Falcon, and F-22 Raptor. The contractor must provide all necessary supervision, labor, materials, equipment, tools, transportation, and quality control to restore the cosmetic appearance and protective coatings while maintaining aesthetic integrity, structural safety, and historical accuracy.

The contractor must demonstrate prior experience refurbishing outdoor aircraft static display models on Department of War bases and execute a seven-step restoration process: surface preparation, structural reinforcement, corrosion repair, priming, painting, marking reproduction, and application of long-term weather and UV protection. Key requirements include compliance with AFI 84-101 (Aerospace Vehicle Histories, Markings, and Preservation), Federal Standard 595C (Colors Used in Government Procurement), and ASTM G154 (Accelerated UV Weathering). The contractor shall conduct an initial condition assessment documenting cracking, delamination, fading, chalking, impact damage, and bird nesting, then fair all components to original contour and reproduce all national insignia, squadron tail codes, tail numbers, and special markings. All work must be completed by 30 September 2026 at the contractor's off-site workspace with displays reinstalled afterward. Deliverables include before, in-progress, and after photography at 25%, 50%, 75%, and 100% completion; a condition assessment and repair log within 30 days of contract award; and paint/material technical data sheets with VOC compliance documentation within 30 days of project completion. The contractor shall provide a two-year warranty against peeling, cracking, or significant fading, with defects corrected within 30 days of notification. Project manager experience in composite repair and high-performance exterior coatings is preferred, and painters must have experience with two-part military or marine polyurethane systems.
