Q1: Upon review of the scope of work and requirements we noticed under the requirements section 3.1.44 it states "Contractor shall not subcontract work". Based on the above statement, we wanted to ask if Becker Trailers would or would not be considered as a possible source for this trailer as we partner with a commercial trailer manufacturing company who would build and finish the trailer from the ground up?

A1: Can you tell us how much of the work the subcontractor would be responsible for, that will help give the customer more context as they work to answer your question. Unfortunately past performance has limited subcontractor consideration on this effort. We realize the requirements are a bit stringent on this effort but here is some context. The trailer is for use in TDY missions as you can gauge from the SOW has very intricate details. The engineering team is seeking qualified expert trailer builders who can deliver a product in accordance with the Statement of Work. Past Performance allowing subcontracting to occur on a similar effort, led to many difficult challenges, poor performance and an inability to reach the Prime Contractor. This effort will require communication between the “Contractor” -and- “Engineering” up to the date of delivery. Our contracts are with the Prime contractor and not Subcontractors. This is a mission-critical requirement and will require a very skilled and knowledgeable Prime Contractor to deliver a product that meets and/or exceeds the engineers’ performance requirements as listed in the Statement of Work.

Q2: Any information on 3.1.33 Tool cabinets and work benches installed in control room, how many anything on more detail on what you are looking for?

A2: Not a specific requirement on numbers here. More looking for the vendor to get with us and help us make the space that works best.

Q3:

1. (Item 3.1.2) Does the 456" length include the gooseneck? Are you wanting a 30' usable belly length? Due to structural design, is it permitted to have an exterior measurement that exceeds the 456" by 12- 16"?

2. (Item 3.1.3) Will a body width of 100" plus the 1" exterior fender flares on each side meet the requirement of a 102" body?

3. (Item 3.1.10) Would 8" x 15# Wide Flange I-beam be accepted as a substitute to the 2" x 8" steel tube frame? (Meets or Exceeds Specifications)

4. (Item 3.1.20) Do you want glass in the flip up vendor doors or will the area be open air once the door is opened? If glass is required, does the glass need to be sliders or solid?

5. (Item 3.1.24) What are you considering as panel lights? Are you referring to 110V ceiling panel lights?

6. (Item 3.1.25) Is the 8' measurement for the roof platform designating the length? If not, how long do you want the roof platform to be and at which end of the trailer? Are the 42" rails folding rails that remain folded and attached during travel?

7. (Item 3.1.31) Do you want the floor e-track to be recessed or surface mounted?

8. (Item 3.1.33) Do you have quantities and sizes for the tool cabinets and workbenches?

9. (Item 3.1.39) I believe the specification of 270Wh should be 270Ah. These types of batteries would have 3600Wh but be 270Ah or greater.

10. (Item 3.1.39) Are these solar generators supposed to be hardwired into the system or just be onboard to be manually plugged into in case of a power outage, fuel depletion and failure of the 12KW hardwired onboard generator?

A3:

1. (Item 3.1.2) Does the 456" length include the gooseneck? Are you wanting a 30' usable belly length? Due to structural design, is it permitted to have an exterior measurement that exceeds the 456" by 12- 16"?

a. Yes, the 456” length does include the length of the gooseneck.

2. (Item 3.1.3) Will a body width of 100" plus the 1" exterior fender flares on each side meet the requirement of a 102" body?

a. Yes the 102” body width includes the fender flares.

3. (Item 3.1.10) Would 8" x 15# Wide Flange I-beam be accepted as a substitute to the 2" x 8" steel tube frame? (Meets or Exceeds Specifications)

a. We could possibly take this into consideration

4. (Item 3.1.20) Do you want glass in the flip up vendor doors or will the area be open air once the door is opened? If glass is required, does the glass need to be sliders or solid?

a. No glass in that area. It should be open air once the door is opened.

5. (Item 3.1.24) What are you considering as panel lights? Are you referring to 110V ceiling panel lights?

a. Yes

6. (Item 3.1.25) Is the 8' measurement for the roof platform designating the length? If not, how long do you want the roof platform to be and at which end of the trailer? Are the 42" rails folding rails that remain folded and attached during travel?

a. Yes 8’ length. Don’t have a specific location requirement. Yes the rails should fold and remain attached.

7. (Item 3.1.31) Do you want the floor e-track to be recessed or surface mounted?

a. Recessed e-track

8. (Item 3.1.33) Do you have quantities and sizes for the tool cabinets and workbenches?

a. There is not a specific requirement here. More like you work with us on getting this done.

9. (Item 3.1.39) I believe the specification of 270Wh should be 270Ah. These types of batteries would have 3600Wh but be 270Ah or greater.

a. The specs were built from the following information below. It should have been 2700Wh or greater. The link provided is not a requirement for this item it is just the item used to write out the specs.

10. (Item 3.1.39) Are these solar generators supposed to be hardwired into the system or just be onboard to be manually plugged into in case of a power outage, fuel depletion and failure of the 12KW hardwired onboard generator?

a. It is not necessarily a requirement for fuel runout. It is a way to power some of our equipment that has a very extended cool down time (or damage occurs) that would not require the use of the big generator to run all night long when we may not be around it. It is also a requirement for some of our sensors to not have any “fumes” in the area with specific instruments (mostly depending on the winds). It would be great to have it wired into some sort of transfer switch but it is not required. It could be something like a shore plug or something as well.

- Would The USG consider alternate designs, such as an expandable trailer without a bill nose or V nose front, if the overall dimensions and functionality exceed those specified?

o NO. It would effect other dimensions we are worried about.

- Is the requirement for towing with a 72-inch standard bed truck flexible, and would the government consider units transported by semi-truck, if performance and capacity are enhanced?

o NO. We have the truck listed and its is an easily rentable truck as well which keeps us flexible.

- Would the The USG consider an alternative wall and floor material, if it provides superior insulation for a more constant temperature?

o It depends on the other properties of the material.

- Instead of the specified ramp, would a trailer with ground-level access and a much smaller ramp be acceptable?

o No it would not be. We often need extra height from ground level.
