STATEMENT OF WORK
AFIT Mobile Remote Sensing Laboratory Trailer
Rev 20 MAY 2025
Air Force Institute of Technology of the United States Air Force, Wright-Patterson Air Force Base, Ohio
I. BACKGROUND:
Air Force Institute of Technology/ Center for Technical Intelligence Studies & Research (AFIT/CTISR) owns over $6M in exquisite remote sensing equipment that is periodically deployed to remote locations (3-6x/yr.) in austere (harsh) environments. To support these tests, a climate controlled mobile facility with self-contained electricity production is required. The instruments used in these tests are very sensitive to temperature and humidity changes and require at a minimum of 10 kW of electrical power. To date, these tests have been accomplished with an existing trailer which is not climate controlled using external generators. This capability has proven to be intractable (not easily manageable) in many of the environments we are required to execute testing in.
II. SCOPE:
AFIT/CTISR has a requirement for a remote sensing field laboratory. The research center conducts significant DoD relevant research activities in remote locations. These activities require the deployment of exquisite remote sensing instruments against a variety of targets. These locations are often austere with little support infrastructure. This laboratory is necessary to protect both the instruments and operators from the environment during these excursions. In order to support this requirement, the Center requires a trailer of sufficient size, with an appropriate load capacity, the appropriate configuration, as well as the necessary power, and climate controls to support a broad variety of data collection efforts.
III. REQUIREMENTS:
The vendor shall provide the following specs for the trailer.
3.1. Trailer Specs:
3.1.1 21,000 pound load rating minimum
3.1.2 456 inch trailer length
3.1.3 >102 inch body width
3.1.4 >8 foot interior height
3.1.5 >96 inch interior width wall to wall
3.1.6 Bull nose or V nose front compatible to be towed with a standard 72 inch bed truck. The truck must be able to be turned to at least 90 degrees from center of trailer without damaging the truck or trailer.
3.1.7 Aluminum roof, single piece. Trailer must be weather resistant and free from leaks.
3.1.8 A.T.P. Front stone guard 24 inch tall
3.1.9 >= 0.03 inch exterior painted aluminum wall covering
3.1.10 2 x 8 inch steel tube frame
3.1.11 Undercoat corrosion protective paint
3.1.12 1 x 1.5 inch steel tube walls
3.1.13 White vinyl interior ceilings and walls
3.1.14 >=3/4 inch plywood floor with moisture barrier
3.1.15 All wheel electric brakes
3.1.16 Breakaway kit
3.1.18 Radial tires on steel wheels
3.1.19 Dexter E-Z lube Torsion axels or similar zerk fitting serviceable wheel bearings.
3.1.20 Two 48 x 72 inch vendor doors on left side of trailer (Road Side) when facing front with deadbolts and piano hinge with piston supports on each side of window with enough travel to bring the vendor window to at least 90 degrees from trailer opening.

3.1.21 One 48 x 72 inch vendor doors on right side (Curb Side) of trailer facing front with deadbolt and piano hinge with piston supports on each side of window with enough travel to bring the venor window to 90 degrees from the trailer opening.
3.1.22 One 48 inch side door on right side of trailer facing front with deadbolt and piano hinge with aluminum pull out step.
3.2.23 Spring assisted full height rear ramp door with 20 inch flip out aluminum flap with cambers. Must include a transition plate between ramp and trailer crossing over the hinge.
3.1.24 Full light package to include panel lights, loading lights, backing lights, scene work lights, and switches
3.1.25 8-foot roof platform with 42 inch rails with trailer mounted inset ladder minimum
3.1.26 Generator enclosure
3.1.27 Integrated generator with no less than 20 gallons integrated diesel tank.= 10 kw, including electrical and safety equipment.
3.1.28 Two 50 Amp electrical panels with at least 4 20 amp breakers in each panel with no less than two 20 amp outlets on each circuit.

3.1.29 Wall mounted spare tire Holder inside of trailer.
3.1.30 Insulated walls and roof
3.1.31 Etrack system on floor and walls of main trailer area. 3 floor tracks and 3 wall tracks on each side evenly distributed the length of the trailer. There should also be at least 1 wall section of Etrack on each wall of the over the gooseneck trailer area.
3.1.32 Coin flooring or equivalent (must be durable and provide traction)
3.1.33 Tool cabinets and work benches installed in control room.
3.1.35 >=15000 BTU integrated heater/ac with 12 vdc battery for operation
3.1.36 Partition wall with door, 10 feet from front of trailer (Not including the over the gooseneck area). AC/heat will be integrated in the partition area.
3.1.37 Fold up work benches in partitioned space.
3.1.38 Windows in partitioned space to see out left (road) and right (curb) side of trailer
3.1.39 two 5000 watt battery generators (Solar Generators) bonded together to produce 240 vac and 120 vac with two additional 270Wh or greater batteries to expand the amount of available power. This is in addition to the Diesel Generator and is a requirement for specialized equipment we have.
3.1.40 Gooseneck trailer with hydraulic powered landing gear.
3.1.41 Hydraulic 6 point auto leveling system.
3.1.42 Contractor shall ensure the trailer meets the operating standards of The Ohio Department of Transportation and Ohio Revised Code as it pertains to Trailers and Special Hauling Permits.
3.1.43 Contractor shall support bi-weekly scheduled discussions with the Government, as required, to provide status updates up to delivery and inspection period
3.1.44 Contractor shall not subcontract work
IV. DELIVERY:
4.1 Contractor shall deliver the Mobile Remote Sensing Laboratory Trailer with all accessories to the Air Force Institute of Technology (AFIT/EN) within 90 days of contract award.
Mobile Remote Sensing Laboratory Trailer MUST pass inspection and acceptance criteria by the engineering team.
4.2 Place of performance:

V. INVOICE AND PAYMENT:
The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event that the invoice is defective.
5.1 The invoice shall be submitted to the Wide Area Workflow (WAWF https://wawf.eb.mil/) in accordance with the terms of the final contract award 100% payment upon completion of all requirements specified in this Statement of Work.
VI. WARRANTY:
Contractor shall provide manufacturing warranty coverage on any defective components and shall replace any broken or defective items within 30 days of notification for 1 year after delivery/acceptance.
VII. DELIVERY PROCEDURES COMMERCIAL VEHICLES:
7.1 All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
7.1.1. Step van/panel truck
7.1.2. Tractor/trailer, box and flatbed containing cargo
7.1.3. Tanker trucks
7.1.4. Box truck
7.1.5. Tour buses
7.1.6. Garbage/recycled waste trucks
7.1.7. Concrete trucks/mixers, dump trucks
7.1.8. Cranes, recreational vehicles, petroleum tanker
8.2. The following are exemptions to vehicles utilizing the CVDG:
8.2.1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list shall be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
8.2.2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry https://wawf.eb.mil/ controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
8.3. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
