Questions and answers:

• Many of the cranes on-site require annual Non-Destructive Testing per OEM and thus OSHA regulations, these include at least all of the Yale, Shawbox, and P&H hoists. Is this to be included as part of the bid spec?

o Additionally, Shawbox, Yale, and P&H each have a five-year teardown requirement on their hoists. Has this been completed or is the contractor expected to write this up as a deficiency?

CE Response – All work should be performed IAW the PWS Para 1.1.1

• There were multiple cranes noted that have been taken out of service – including those that are locked out or alternatively have completely disconnected controls – thus making a proper inspection impossible. Are these still to be quoted for an inspection, even realizing that a proper inspection can not take place?

CE Response – the cranes out of service are real property and will stay on the list in case mission changes which will require their usage. At that time, those cranes/hoists will be requested work to be performed on them.

• Will WPAFB provide an escort for all overhead cranes?

CE Response - YES

• Can WPAFP please provide a height of lift for all cranes for manlift access? Or alternatively, either provide a lift for the contractor to use – or provide a list of different manlifts required for the jobs to be completed?

CE Response – No, the government will not provide a lift for contractor usage. Historically the contractor has used both a scissor and boom lift depending on height.

• While completing the walkthrough, there was at least one crane found to be actively deficient – including deficient/unsafe wire ropes. Should this be re-written up and corrected as a result of the inspection, or alternatively should this be quoted to complete asap?”

CE Response – All work and quotes shall be performed IAW the PWS

• Load testing will require a subcontractor to bring test weights on site. Please clarify if the load testing should be completed at 100% or 125% (max recommendation)

CE Response – Load test will be performed IAW DAFMAN 91-203

• Will the awarded contractor be able to take pictures of found deficiencies to accurately report as-found conditions? Or will this be a location-by-location decision?

CE Response - No

• What is the reasonable expectation for building access on a given day? Will it be possible to complete multiple buildings in one day? Or should the contractor plan for a minimum of one day per building?

CE Response – Historically, all inspections were completed in 1 week. Prior coordination is required NLT

30 days prior due to security concerns.
