CONTRACTOR RESPONSE FOR FA8601‐23‐R‐0026

REPAIR MECHANICAL SYSTEMS IDIQ

COMMENT

E4Clicks – 2 Server Installa ons required A server installa on is seen as an unlimited number of users by the vendor, hence the expense that is north of

$200K per year. Our sugges on would be to consider one server, or even allowing single PC so ware to be loaded onto government PC’s.

ANSWER

We will change the documents to read:

“The Contractor shall provide the e4Clicks es ma ng so ware, licenses, training requirements and all current updates for four (4) Government users. The so ware will be required to be installed on one (1) server and be opera onal within twenty‐one (21) days a er contract award.”

Project Size and Complexity and Rela vity to RS Means Pricing Database

Means line items are for installed items, meaning that all accessory supplies are included in the line item.

The number of open projects (25) and the an cipated maximum volume per year (5 million) suggest a project size that is smaller, and even resembling a maintenance contract. Can the work requirements be be er defined so that line‐item applicability can be understood be er?

ANSWER

An example of the requirements that could be included can be found within the STATEMENT OF OBJECTIVES (SOO) for the Replace Domes c Hot Water Boilers seed project that is part of this Dra RFP. Other work that may be included is, Hea ng Ven la on Air Condi oning (HVAC) and Interior Plumbing system / component diagnos cs, altera ons, repairs, and replacements, including removals. HVAC work during this contract will include but is not limited to instrumenta on / controls including programming, insula on, hydronic piping / pumps, steam / condensate piping / pumps, refrigerant piping, duct / casings / accessories, fans, air terminal units / outlets / inlets, ven la on hoods, air filtra on, hea ng boilers, heat exchangers, compressors, condensers, chillers, cooling towers, air‐handling units and packaged outdoor equipment. Interior plumbing work during this contract will include but is not limited to insula on, water distribu on systems, sanitary / storm water systems, compressed air systems, water so eners, filtra on equipment, water heaters, heat exchangers, plumbing fixtures, and drinking fountains / coolers. It is an cipated that the majority of work required for a single task order will be as described above and a minority will be ancillary work other than mechanical/plumbing necessary to accomplish a single task order Ancillary work may include but is not limited to the removal / reinstalla on of ceiling systems, wall systems and floor systems. Further, the number of open projects (25) and the an cipated maximum volume per year (5 million) is not relevant to determining work classifica on of maintenance vs construc on. The work on this contract excludes all rou ne maintenance of real property at Wright Pa erson AFB, OH.
