Safety Valve Maintenance Contract

Questions from 3/14/23 Site Visit

Q1. Do we need to have any type of background checks or off site training performed on crafts working on site?

A1. All contract workers will be required to meet the Base requirements to receive a temporary pass from Pass and ID section.

Q2. Any fees associated with badges?

A2. No

Q3. Is there any type of on-site training needed (Safety, lockout/tag out, daily job site analysis, etc.)?

A3. No, contractors will follow all requirements listed in the PWS.

Q4. Dates for which buildings will be available to perform work and duration?

A4. The dates will change depending on government requirements. COR will schedule with contractor.

Q5. Will we need an escort or daily meetings with an onsite liaison?

A5. Not an escort, CE COR will meet contractor at pass and ID prior to work to get them a base pass, then get them started on work at whichever location has been coordinated for.

Q6. Which gate are we allowed to use with a company marked vehicle?

A6. This is based upon vehicle and current base FPCON level. This information is on the WPAFB home page.

Q7. Building 770 Boilers 1 and 2 have boiler jacketing all the way up to the inlet flange. Nuts underneath flange are not accessible, Is jacket allowed to be cut and welded back in or does whole shroud need to be removed?

A7. No, cannot be cut. All nuts are accessible.

Q8. Are the valves that are onsite to be installed up to date on inspection and service?

A8. Yes.

Q9. Will all shutdown scheduling follow the prescribed 4 week timeframe for valve testing and repair?

A9. Yes, however, IAW PWS 1.1.5 The contractor shall install valves within 4 work weeks after removal, during normal outage periods. If the Government can only have an 2 week outage, they must be reinstalled withing that time period (Normal Outage).

Q10. If parts cannot be found for obsolete valves can they be replaced with valves that have like standards and ratings?

A10. Yes

Q11. You had mentioned that Bldg 20770 was only available for two weeks to do the maintenance.

Can you clarify when those two weeks are, what all needs accomplished in that time?

A11. Building 20770 and building 20080 are shut down two weeks every year dependent on government requirements. This year's shutdown is scheduled for 18 June - 3 July 2023. During this time both valves at building 20080 and the basement valve at building 20770 must be completed and reinstalled prior to the system starting back up. If the offerors have time to complete additional values during this time period, they can complete other valves in building 20770. The remaining values that are not replaced during the shutdown in building 20770, can be coordinated at a different time to be replaced.

Q12. In Bldg 34019 you spoke on how some of the valves were obsolete and needed to be rebuilt.

Can you calcify what the implications of that are?

A12. If the valves can't be rebuilt and will not pass inspection/certification, we have a plan to replace the valves through other means besides this contract. All values will be rebuilt once per year. In building 34019, the values can be rebuilt at the start of each option year and will need to be back online by the end of August.
