The above pricing was based on previous contract. Previous contract increased by a total of 9% through the life of the
contract. Averaging the increase to 2.25% per year shows the escalation factor. Base plus 4 shows an increase of 2.25%
per year. NAICS code 221320 (per the current contract has been the code used to get the escalation rate on past
contracts for Industrial Water Treatment. The code has not been tracked in the PPI/CPI for more than 10 years
(2006 - 2019). The parent code (221) is a general code for utilities and does not cover all what is accomplished
with the IWT contract. The escalation rate for NAICS code 221 is 1.8 over the last 5 years (Jan. 2014- Jan. 2019).
The increase of 2.25% better captures what the current contract escalation rate is; based on growth over the life
of the contract and what the contractor does for Wright-Patterson AFB.
