This Pre-solicitation Notice is posted in accordance with FAR 5.2 and 36.213-2.

This Pre-Solicitation Notice is for a contract action pursuant to FAR 5.204. IAW AFFARS

5305.204 foreign participation is not permitted.

The formal solicitation will be announced at a later date.

This RESTRICTED ACQUISITION is a Small Business Set Aside –small businesses located within the geographical area of the State of Ohio and other small business construction firms with a bona fide place of business within the geographical competitive area, and the assigned

NAICS code, prior to the closing date of the solicitation.

The MACC is an Indefinite-Delivery Indefinite-Quantity (IDIQ) construction contract for base wide painting specific to WPAFB. The Contractor shall provide all supervision, labor, materials, equipment, and transportation to satisfy requirements including; painting of interior and exterior surfaces in accordance with contract documents and standards of the industry at WPAFB real property facilities.

The NAICS code is 238320 and the Size Standard is between $5M and $15M.

In accordance with FAR 4.1102 and DFARS 252.204-7004, Alternate A, System for Award

Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. Additionally, prime contractors must be U.S – owned entities.

SOLICITATION NUMBER: FA8601-20-R-0017

Project: 201700, Multiple Award Construction Contract (MACC).

PERIOD OF PERFORMANCE: The Air Force intends to award a contract with a five (5) year period of performance to include one (1) base year and four (4) option years.

PLACE OF PERFORMANCE:

Task orders under these contracts will be primarily located at Wright-Patterson AFB, OH.

The estimated magnitude of the entire MACC IDIQ is between $5M and $15M.

NOTES:

1. The solicitation will be issued via Federal Business Opportunities at beta.sam.gov. No paper copies of the solicitation, specifications, or plans will be issued from this office.

Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site beta.sam.gov. Prospective contractors must be registered in the System for Award Management (www.sam.gov) in order to be eligible for award.

There will be no preannouncement of when the solicitation will be available; however, the issuance date for this solicitation is anticipated to be on or about 10 June 2020. The tentative date for receipt of proposals is 10 July 2020.

2. Acknowledgment of receipt of comments and questions will not be made. This synopsis is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. However, the Air Force reserves the right to contact one or more of the respondents if additional information is required.

3. Offerors are responsible for monitoring this beta.sam.gov website for changes to this notice and the formal solicitation announcement.

4. Contractors shall be capable of securing bonding for the total proposed amount of $5M and potentially up to $15M for the MACC IDIQ. However, contractors shall only be responsible for providing bonding for the base amount plus the amount of any and all options exercised at the time of award. If an option is exercised after award, contractors shall be responsible for securing the additional bonding equal to the amount of the option.

5. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors.

6. “Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.” An award prior to 30 Sep 20 would require the contractor to begin performance within 90 days of award date in order to meet Bona Fide

Need.
