Addendum 2 Evaluation Factors -

Factor 1 and Sub-Factors

Amendment 0001 and questions and answers stated Past Performance is not an evaluation factor. However, Factor 1 states "The Government's technical team shall evaluate the technical proposal on a pass/fail basis, assigning one of the ratings described in the table below for each sub-factor. Any sub-factor evaluated as 'Unacceptable' will render the entire proposal unacceptable and, therefore, ineligible for award." Please clarify if Sub-factor 4: Prior Experience is part of the evaluation.

Sub-factor 4: Prior Experience will be evaluated. Please see Addendum 1.

Various Section B

Due to some of the redundancies throughout the PWS sections, could the

Govt expand on Section B CLIN descriptions to include which PWS applies to each CLIN.

CLIN descriptions containing PWS citations mainly deal with that respective section. All other CLINS deal with many different sections of the PWS.

1 Amendment 0001 Line item 3

This line item states that all CLINs will be corrected to read "Quantity:

12" and "Unit of Issue: Months". As CLINs X0011 and X0012 are event based activities shouldn't these be priced as "each" otherwise the

Government will be paying for a service that may not occur?

CLINs X0011 will be one lot and all other

CLINs will remain monthly.

4 SF30 Amendment 0001 Supplies or Services and Prices

The Amendment states that for CLIN 0001 -- CLIN 4012 the pricing detail quantity 12.00 has been added and the unit of issue has changed from Each to Months. Will the government be releasing a conformed solicitation with the revisions in Section B or shall offerors type in the changes to the original solicitation as issued?

66 3.7.1.1 Aircraft Services

Perform specific tasks within the timeframes established by mission requirements to meet aircraft arrival, processing, and departure schedules. Maintain/replenish hazardous spill kits. Maintain all

Follow-Me vehicle signs mounted on Transient vehicles.

3.7.1.1 states that the contractor is to maintain follow-me vehicle signs.

Since the follow-me signs are not listed in GFE are we to assume that the contractor is responsible for providing needed signs or are they provided by the government

The follow-me signs are government provided, the contractor is responsible for maintaining the signs. The follow-me signs have been added to GFE (Maintenance) listing on page 157, which is part of

Appendix 2-E of the PWS. There are 5 signs with 4 currently in use and mounted on vehicles.

82-88 Section 4 -PWS4.6 Service Summary Tables

The remedy for some of the performance objectives don't coincide to which CLINS they would fall under. For example, SS2-18 Mobility, Remedy, States, "Monetary deduction 10% of the value of the Materiel

Management contract line item", which is CLIN 1, but would more logically be under the CLIN 4.

The Service Summary Tables have been changed to have the performance objectives coincide with the appropriate CLINs for monetary deductions.

157 GFE (Maintenance) Table Will there be any radio's provided for maintenance? If so, how many?

P. 88, 5.1.6.1 The Government will provide

Land Mobile Radios (LMRs) as listed in

Appendix 2-E.

157 Appendix 2-E Government Furnished Equipment

Maintenance

A statement at the bottom of Page 157 reads "Repair/maintenance of

Shop/Support Equipment listed in this appendix shall be at contractor’s expense. Replacement will be at Government’s expense." This appendix lists, Government Furnished Eequipment

(Maintenance), Government Furnished Equipment Aerospace Ground

Equipment (CA/CRL), 88 Security Forces Squadron, 88 Communications

Squadron, National Museum of the U.S. Air Force (NMUSAF/MUR), Air

Force Research Laboratory, 704 TS/OL-AC, 88 OSS, 88 LRS/LGRMT

Question 1: With emphasis on "listed in this Appendix ", Please specify which equipment is considered Shop/Support Equipment and shall be repaired at the contractor's expense?

The phrase, “Repair/maintenance of

Shop/Support Equipment listed in this

Appendix shall be at contractor’s expense.

Replacement will be at Government’s expense once it reaches 75% of its replacement cost.”, only applies to the listing titled: Government Furnished Equipment

(Maintenance).

157 Appendix 2-E Government Furnished Equipment

Maintenance

Question 2: If the contractor is responsible for repair, will the

Government please provide the previous 24 months of historical data and repair costs?

The government does not have the historical data on the parts required to maintain the items listed in that listing.

181 Appendix 2-G Table

Are there any government provided AGE bobtail trucks? (The trucks used to move AGE assets) Are these assets provided through the DDVM contract or is the LSS contractor required to provide the bobtails.

SUPPORT EQP = (Bobtail). There are currently two (2) each provided.
