PWS Pg 3 1.3.3. Security Requirements:

1.3.3.1. The contractor shall possess a facility clearance level (FCL) of Secret. This contract requires performance at a government location in the U.S. At least 30 days prior to beginning operations, the contractor shall provide the Information Protection Office shown in the distribution block of the DD Form 254 with all required information IAW AFFARS 5352.204-9000. Notification of Government Security Activity and Visitor Group Security Agreements.
•Are all employees working on this program required to be cleared to the secret level?
•If not, will the government provide the positions that require a clearance?
Per the DD254, Secret clearance is required for any employee who is anticipated to handle Secret.
Are C-5 aircraft assigned or received at WPAFB? There are no C-5 aircraft assigned to WPAFB, but C-5 do fly in as transient aircraft.
There are no Personal Property requirements defined in the Performance Work Statement. However, CBA-2018-11528 Rev 1 for Personal Property was provided with the solicitation documents. Please clarify
This is an error. The Personal Property CBA has been removed from the LSS solicitation, and Attachment 4 will be hereafter marked 'RESERVED.' All personal property functions have been moved to the Deployment/Distribution and Vehicle Management (DDVM) requirement (solicitation ending in 0006)

1.20.1. Follow-on Contractor. The purpose of this period is to provide for orientation of the follow-on contractor and to ensure a smooth transition between the incumbent contractor and the follow-on contractor. Specifically, during the transition period, the follow-on contractor:

RFP and PWS does not define a Transition time line.
RFP does not contain a Transition CLIN.
Questions:
•Will the government define the Transition time in the number of days?
•If not, is the offeror to propose a timeline and if so, what is the evaluation criteria for the time line?
•Will the government be providing a CLIN to charge against for Phase in ad if not where is this to be charged to?
There is no standard required timeframe for transition, though a minimum thirty (30) day period is anticipated between the date of contract award and the current contract expiration (7/31/2019) in which transition may occur. No separate CLIN will be created for Transition period. Please follow the requirements of Section L (Addendum 1) and the evaluation criteria in Section M (Addendum 2) when proposing a transition plan. The Government anticipates that any cost/price associated with an offeror's expected transition period/plan will be proposed within each CLIN that the anticipated transition costs will be accumulated. A breakout of transition price is not required within the proposal.
RFP Addendum 1, Addendum 2, LSS Rebuy PWS, and LSS Pricing Matrix
We cannot find a specified transition schedule in the RFP, nor do we find a specified transition period that typically occurs prior to start of performance. (a) Is this intentional and is transition considered part of year 1 of performance? (b) If yes, does the Government only intend to evaluate the technical aspect of the contractor's transition response with regard to the technical requirements of Addenda 1 and 2? Please clarify.
We typically see an RFP requirement to separately estimate and price transition or phase-in. This element is typically evaluated separately and not as part of the overall priced contract performance in order to keep a level playing field among all offerors.
There is no standard required timeframe for transition, though a minimum thirty (30) day period is anticipated between the date of contract award and the current contract expiration (7/31/2019) in which transition may occur. No separate CLIN will be created for Transition period. Please follow the requirements of Section L (Addendum 1) and the evaluation criteria in Section M (Addendum 2) when proposing a transition plan. The Government anticipates that any cost/price associated with an offeror's expected transition period/plan will be proposed within each CLIN that the anticipated transition costs will be accumulated. A breakout of transition price is not required within the proposal. No separate evaluation of transition period pricing, if applicable to a proposal, will be completed.

GOVERNMENT FURNISHED VEHICLES
Vehicles with a double asterisk shall be Government provided and contractor maintained. Once the vehicle becomes beyond economically repaired, the replacement will be at the contractor’s expense.
Discussion:
In the table 1-G on Page 180 there are 5 items that do not have any asterisks, in table 2-G on Page 181 there are 7 items that do not have any asterisks and the above references only double asterisk Vehicles shall be provided by the government.
•Is the equipment listed in table1-G and 2-G without asterisks currently being used in performance of the contract?
•If so, why will they not be provided by the government for the follow-on contract?
All items listed in Appendix E, F, and G are owned by the Government and made available to the contractor in the performance of the LSS contract. All of these items are currently in use in performance of the contract.
The double asterisks have been removed from the PWS and its Appendices for clarification.
What is the cutoff date for questions on this opportunity?
Final questions will be accepted through 3:00PM, Eastern Time, on Monday, 3 Dec 2018. The solicitation due date will be extended as noted in the SF30 solicitation amendment and the FBO.gov posting.
Is Bldg. 257 used for deployments? Yes, but only half of the building
Does the 445th AW Reserve units work side by side in Bldg. 257 The 445th has equipment stored in building 257 and will complete their own maintenance.
Is there a large sand blasting machine located in Bldg. 93? No. The building has small sand blasting units
What is the paved area south of Bldg. 93 used for under the contract? This area is a maintenance area used to store or maintain AGE equipment.
How many AGE maintenance buildings for this contract?
Please note that Government Provided Facilities are detailed in Appendix F of the PWS. There are 2 buildings related to AGE: Bldg.
93 and Bldg. 135 (LOX/GOX).
Is painting in Bldg. 93 just for small units? No. Larger units can be painted in Bldg. 93
Are all the supplies Government provided in there (referring to AGE equipment in small room by warehouse)?
Appendices E, F, and G in the PWS detail all property owned by the Government and made available to the contractor in the performance of the LSS contract. The Contractor is responsible to provide anything not identified in the PWS as provided by the Government (supplies, equipment, vehicles, etc.) in order to successfully execute all requirements in the PWS.
1.3.5.1 Key personnel qualification minimum requirements are provided and shall be maintained throughout the entire contract.
Concerning Section L.4.iii Sub-factor 2 – Staffing Approach, if resumes are required and if they will be a part of the page limit?
Based on the information provided in Addendums 1 and 2 to the solicitation, resumes are not required to be included in the proposal. If the offeror does include resumes, those pages will be included in the page count limit. Please note that this is a Non-Personal Services contract as stated in the solicitation

Section L.4.iii Sub-factor 4: Prior Experience Offerors shall submit a written narrative of prior experience in all major functional areas of the PWS to include Materiel Management and TA and AGE Maintenance.
Is there a minimum or maximum amount of past performance references or prior experience that must be provided?
As noted in Addendum 1 to the solicitation, 'Offerors shall submit a written narrative of prior experience in all major functional areas of the PWS to include Materiel Management and TA and AGE Maintenance.
This narrative shall include detail of services currently being performed, or that have been performed within five (5) years of the solicitation issu date, by the offeror as a prime contractor or a subcontractor on a Government contract. Contract numbers, issuing departments/agencies, and contract award dates shall be included.
If a subcontractor/partnership agreement is proposed, an additional written narrative is required for each subcontractor detailing prior experience in the major functional areas of the PWS to include Materiel Management and TA and AGE Maintenance. This narrative shall include detail of services currently being performed, or that have been performed within five (5) years of the solicitation issue date, by the subcontractor as a prime contractor or a subcontractor on a Government contract. Contract numbers, issuing departments/agencies, and contract award dates shall be included.'
Past performance is not an evaluation factor.
180 APPENDIX 1-G Base Supply Government furnished vehicles We notice the absence of a tractor to pull trailers. Will a tractor be added to the GFV list? If not, and the contractor purchases them, will the government reimburse the contractor for the associated costs?
Please note the revisions made to PWS Appendix G in this amendment to the solicitation. The Deployment/Distribution and Vehicle Management (DDVM) contract will complete the pick-up and deliveries for the LSS contract that require a tractor.
In general, though, if an offeror wants or needs something that is not currently listed in PWS Appendix E, F, or G (Government furnished), the offeror shall provide it at its own expense. This is a Firm Fixed Price contract, not a Cost Reimbursement contract
181 APPENDIX 2-G Maintenance Government furnished vehicles
We notice the absence of pickup trucks for associated maintenance duties as well as functioning as Follow Me Trucks. Will they be added to the GFV list? If not, and the contractor purchases them, will the government reimburse the contractor for the associated costs?
Please note the changes in Appendix E, F, and G made to the PWS in this amendment. Based on the PWS requirements, if an offeror wants or needs something that is not currently listed in PWS Appendices E, F, or G (Government furnished), the offeror shall provide it at its own expense. This is a Firm Fixed Price contract, not a Cost Reimbursemen contract.

PWS paragraph 1.2.4 identifies Transient Alert as an Essential Contractor Service. Please refer to the clause at DFARS 252.237-7023 and the provision at DFARS 252.237-7024 included in the solicitation, a well as Addendum 1 to the solicitation for evaluation factor criteria for Continuation of Essential Contractor Services.
Continuation of Essential Contractor Services are listed in the expanded hours paragraph of the PWS, 1.2.2. PWS Appendix 2-D outlines Transient Annual Aircraft Workload Estimates.
This is a Firm Fixed Price contract, not a Cost Reimbursement contract.
17 1.12.1 1.12.1 Government Furnished Equipment Is the contractor reimbursed for all parts and labor for these repairs?
Also, are they reimbursed for the use of vendors needed for repairs of specialized types of equipment?
The Government will provide all items indicated in Appendices E, F, and G. The PWS indicates the contractor's level of responsibility for parts and labor, but it is the contractor's business decision as to how to execute. This is a Firm Fixed Price contract, not a Cost Reimbursement contract

All costs associated with contractor-owned vehicles are at the contractor's expense. This is a Firm Fixed Price contract, not a Cost Reimbursement contract.

For all Government provided facilities as outlined in Appendix G, the contractor is responsible for all tasks outlined in PWS 1.19.5. If equipment the contractor feels is necessary for Snow and Ice mitigation is not listed in Appendix E, F, or G of the PWS, the contractor is responsible for the costs for providing that equipment. This is a Firm Fixed Price contract, not a Cost Reimbursement contract.

76 3.9.5 3.9.5. Paint. If this service is accomplished by vendors at off-site locations, is the contractor reimbursed for all labor, parts and materials?
A paint booth is provided in building 93. If the offeror intends to accomplish this task off-site instead of utilizing the paint booth in building 93, the costs associated with that service are the contractor's responsibility. This is a Firm Fixed Price contract, not a Cost Reimbursement contract.

Pens, paper, paperclips, toner etc..
If items are not identified in Appendix E, F, or G of the PWS as being provided by the Government and the offeror believes them to be necessary for successful execution of the contract, these items are at the contractor's expense.
22 1.18.1 section I Publications and Forms
Government will furnish applicable publications and forms to the contractor at the start of the first operational performance period. If there is a cost associated with the purchase of certain forms is the contractor responsible for the costs or is it a reimbursable expense?
All Government publications and forms will be provided by the Government, and Publications/Forms and condition tags can be obtained through the Air Force E-Publishing website. Contractor must obtain an account. This is a Firm Fixed Price contract, not a cost reimbursement contract.
26 2.2.1.3.1 section II Scope of Work Is Contractor responsible for providing all paper products to include specific AF Forms required for Issue Requests, Turn-in’s, and other admin duties?
All Government publications and forms will be provided by the Government, and Publications/Forms and condition tags can be a obtained through the Air Force E-Publishing website. Contractor must obtain an account. All Government provided supplies/equipment/vehicles/etc., are outlined in Appendices E, F, and G to the PWS. Any additional items the offeror wants/needs for the successful execution of the Government's requirement shall be at the contractor's expense.

1.19.1 Trash Containers. Adequate trash bins, cans, baskets, and other appropriate containers shall be provided to encourage proper waste disposal. Receptacles used for disposal of combustible wastes, rags/shop towels, and other flammable materials shall be emptied at end of each business day or more frequently, if necessary IAW AFI 91-203, paragraph 44.10.1.
Are receptacles that are being used for disposal of Combustible Waste Provided by Government? Yes. PWS language has been added to reflect this fact.
39 2.2.9 section II
2.2.9. Receiving (Inbound Cargo Materiel Receipt). The contractor shall accurately maintain receipt of DoD supplies and equipment for FB2300 and FE2300 accounts. The Receiving Section’s duties and guidelines for carrying out those duties are in AFMAN 23-122, AFH 23-123, AFI 23-101, AFI 24-203, and DOD 4140.1-R, Supply Chain Management Regulation. The contractor shall work in conjunction with a contractor from another company in this section.
What Company will we be working in conjunction with and how many employees are represented by that company?
This will be the contractor awarded the Deployment/Distribution and Vehicle Management (DDVM) contract scheduled to award in June 2019. Specific company/employee information is not relevant to the LSS solicitation and will not be provided.
40 2.2.9.5 section II 2.2.9.4. Process, prepare, and distribute required receiving and turn-in documents.
Will the Contractor be responsible for providing delivery services for Issues/DOR’s, etc.. or is this service provided by The Transportation Vehicle Operations Control Center (VOCC)?
No. The Deployments/Distribution and Vehicle Management (DDVM) contractor will be responsible for providing delivery service.

3.6.5. Respond to all In-Flight-Emergencies (IFE’s) with appropriate equipment for removal of aircraft from runway. Contractor shall perform removal and/or recovery of aircraft that crash, stop, shut down, or are disabled on the runway IAW AFI 21-101, AFI 21- 101_afmcsup_addendum_a, and WPAFBI 21-102, Crash Damaged or Disabled Aircraft Recovery (CDDAR). The contractor shall remove the aircraft IAW any AFI’s, TO, and Support Agreements
Is the contractor 100% responsible for crash recovery or is their role to assist base personnel?
Contractor is 100% responsible for host Base crash recovery and support to all tenant units on WPAFB. Contractor will manage the program for the Base and for the 445th and keep the host/CC informed.

Respond to all In-Flight-Emergencies (IFE’s) with appropriate equipment for removal of aircraft from runway. Contractor shall perform removal and/or recovery of aircraft that crash, stop, shut down, or are disabled on the runway IAW AFI 21-101, AFI 21- 101_afmcsup_addendum_a, and WPAFBI 21-102, Crash Damaged or Disabled Aircraft Recovery (CDDAR). The contractor shall remove the aircraft IAW any AFI’s, TO, and Support Agreements.
Are their any minimum manning requirements for CDDAR responsibilities?
No. TO 00-80C-1 paragraph 2.3.4. notes 'A sufficient number of personnel must be trained and available on the CDDAR team to conduct an aircraft recovery with very little notice.' The Government anticipates offerors to utilize prior experience and workload estimates provided in the PWS to determine 'a sufficient number of personnel' for manning requirements for this and all PWS requirements and adequately include those estimates in the proposed price.
72 3.7.9.1 Manage the 88 ABW Crash Recovery Program IAW T.O. 00-80C-1, AFI 21-101_afmcsup_addendum a, 88 ABW WPAFBI 21-102, and local Host Tennant Support Agreements.
Can you provide a copy of T.O. 00-80C-1 and local host tenant support agreements?
The Government will not be providing these documents, because they do not establish solicitation requirements that would contribute to development of a proposal or hinder it if offerors do not have this information.

This appendix list that several Issues, DOR’s, and Receipts are managed by Greenville/Waco and some Issues processed by Customers Can you explain how this process works and how it effects the Contractor as far as workload or oversight?
Contractor data is listed by what has processed over the past year, and what GSU's and customers processed. Contractor is responsible for all transactions processed on DODAAC FB/FE2300. Contractor will work with customers/GSUs to ensure proper accountability and processing of all transactions authorized to be processed.

75 3.9.1.7 Provide the customer with a hand receipt upon delivery for each item brought in for maintenance states that the AGE shop will provide customer a hand receipt when equipment is brought in for maintenance. Are we to assume that AGE does not pickup items that require maintenance?
AGE is required to pick up and deliver AGE equipment unless stated otherwise in local host tenant support agreements or MOA's. Please refer to PWS Section 3.9 for all AGE requirements.

Paint. The contractor shall use certified personnel IAW Chlorofluorocarbon (CFC)/HCFC Certification Program and EPA 1990 Clean Air Act. Prepare, paint, refinish, and remark AGE equipment IAW TO 35-1-3 and specific unit TOs
States certified personnel are required to prepare and paint equipment.
Can AGE mechanics receive this certification and do both jobs (painting and maintenance) as needed. Does the government provide certification training?
The Government does not provide certification training. Contractor is responsible for all trainings and certifications unless unique to DOD/AF and no commercial company is able to provide training/cert. It is the offeror's decision to cross utilize personnel as long as personnel meet all required qualifications and hold required certifications and all PWS requirements are being met.

Welding. Contractor shall provide fabrication (welding) capability to support AGE maintenance requirements. At a minimum, welders shall be qualified under American Welding Standard (AWS) D17.1, IAW T.O. 00-25-252 and WP 005 02.
States contractor will provide welding capability for AGE maintenance requirements. Can a qualified AGE employee fill both jobs, welding and AGE maintenance as needed?
It is the offeror's decision to cross utilize personnel as long as personnel meet all required qualifications and hold required certs and all PWS requirements are being met.
RFP Addendum 1, paragraph 1.d and paragraph 4.b.i Addendum 1, paragraph 1.d specifies an acceptance period of 180 days and paragraph 4.b.i states a validity period of 120 days. Which is correct? This appears to be an inconsistency
This is an error. Section 4.b.i has been corrected to note '180' days. 180 days is correct.

PWS Appendix 1-B and Appendix 1-C
These appendices provide requirements and compliance documents that are valuable to the offerors' understanding with regard to existing agreements and USAF performance expectations. Will a bidders library be made available to allow offerors to review requirements not specifically addressed in sufficient detail in the PWS? Availability of a comprehensive Bidders Library enables offerors to provide a more complete and accurate response to requirements
The Government has not provided this historically and does not plan to provide it for this acquisition. Because prior experience, not past performance, will be used as an evaluation factor for this acquisition, th Government anticipates offerors will utilize prior experience to estimate proposed prices.
PWS Appendix 1-D
This WLI Appendix provides annual estimates. Ares these estimates based on current history or an average over a specified number of years?
If averaged, can a minimum - maximum also be provided? Also, can cyclical variances within the year be provided? This additional information is valuable to the accurate allocation of labor resources needed to meet performance expectations in a cost effective manner.
The estimates are based on a recent twelve (12) months of historical data, not averages. These estimates represent a true year of performance. Minimum and Maximum is only provided for tasks presented in Appendix 2-D. Cyclical variances will not be provided. If workload estimate maximums established in the PWS are exceeded during the performance of the contract, the awardee contractor may submit a Request for Equitable Adjustment if found to be necessary.
RFP Attachments 2 and 4 - 6
These attachments contain current DOL Wage Determinations (WDs) for non-represented and collective bargaining labor. Are these WDs expected to be revised prior to contract award and if so will the offeror be allowed to adjust its pricing under the provisions of FAR 52.222-43 which is incorporated by reference in the RFP? We assume contractor will be provided relief for new WDs that become effective during contract performance. (This) Provides relief to the contractor in the event of a mandated hourly labor rate increase.
The Government does not anticipate the CBAs to change prior to contract award. The Wage Determination could potentially change prior to award. Please reference FAR 22.1012-1(c) for Wage Determinations and FAR 22.1012-2(b) for CBAs to see when changes are applied.
Per FAR 52.222-43(c), 'The wage determination, issued under the Service Contract Labor Standards statute, (41 U.S.C. chapter 67), by the Administrator, Wage and Hour Division, U.S. Department of Labor, current on the anniversary date of a multiple year contract or the beginning of each renewal option period, shall apply to this contract. If no such determination has been made applicable to this contract, then the Federal minimum wage as established by section 6(a)(1) of the Fair Labor Standards Act of 1938, as amended, (29 U.S.C. 206) current on the anniversary date of a multiple year contract or the beginning of each renewal option period, shall apply to this contract.'

In order to provide complete, balanced and reasonable pricing, it is important to understand the approximate percentage of represented labor and for non-represented WD labor. Can the Government furnish this information? For accurate pricing, it is important to understand the seniority of the existing represented labor workforce. Can the Government provide current data numbers of employees for each of the 3 collective bargaining units in terms of number of employees by job title and years seniority? This information is important to enable accurate pricing that is reasonable and realistic.
In accordance with FAR 22.1020, Seniority Lists, 'If a contract is performed at a Federal facility where employees may be hired/retained by a succeeding contractor, the incumbent prime contractor is required to furnish a certified list of all service employees on the contractor’s or subcontractor’s payroll during the last month of the contract, together with anniversary dates of employment, to the contracting officer no later than 10 days before contract completion. (See paragraph (n) of the clause at 52.222-41, Service Contract Labor Standards.) At the commencement of the succeeding contract, the contracting officer shall provide a copy of the list to the successor contractor for determining employee eligibility for vacation or other fringe benefits which are base upon length of service, including service with predecessor contractors if such benefit is required by an applicable wage determination.' The 3 current CBAs are all negotiated between the incumbent contractor and Teamsters Local 957. Is it a contract requirement to keep these agreements separate or is it acceptable for the contractor and union to negotiate a consolidated agreement as an efficiency? While this does not influence performance it may provide a cost efficiency by managing a single agreement with the union
The Government is not a party to the agreement between the contractor and the Union. The awardee and the Union negotiate CBA terms.
FACTOR II PRICE Is it required for the Subcontractors to submit a separate Pricing Volume to the Government?
No. All prices must be contained in one pricing volume from the prime contractor and include all proposed pricing for all requirements in the PWS. The prime must identify all subcontractors as outlined in Addendum 1.

Note Addendum 1 in section 3.b., 'The content and page size of electronic copies must be identical to the hard copies. The offeror shall submit one (1) electronic copy, using only as many compact discs (CDs as are necessary. For electronic copies, indicate the volume number and title on each compact disc. Use separate files to permit rapid reference of all portions, including sub factors, exhibits, annexes, and attachments if any. The offeror shall submit Volumes I and II in electronic format, using recordable CDs. Other electronic media, including flash drives and other USB-based devices, will not be accepted. 5 PWS PWS Paragraph 1.3.4.1.1 The paragraph states “expenses incurred for periodic training are the responsibility of the contractor.” Please provide historical data on the AF-unique training courses requested by the Government.
In the past twelve (12) months, the Government has requested two (2) Air Force courses for CDDAR that the contractor attended. All per-diem expenses, as noted in the PWS, are the responsibility of the contractor.
61 PWS PWS Para 3.2.16.2.
States that the contractor is to provide employees, as requested by CORs, to perform maintenance activities for higher headquarters evaluation. Please explain what this tasker requires the contractor to perform and what level of effort or man hours will be required to support it?
Wing/MAJCOM and/or higher headquarters sometimes has TCTO’s (Time Compliance Technical Orders) or other requirements that need to be accomplished on warranted or problem areas because of problems or concerns by USAF. These are ad hoc requests and are not tracked as they do not create a material separate workload. They are, however, a requirement of the contract and are included in the PWS.

1.14.1. Contractor Provided Vehicles. The contractor shall provide the appropriate type and number of vehicles to meet the workload requirements as specified in each functional-specific section of this PWS. Vehicles shall meet Air Force appearance and serviceability standards as stated in TO 36-1-191. Contractor shall provide any other special configurations or required add-on equipment IAW applicable directives. Contractor shall fully insure all contractor-furnished/operated vehicles IAW applicable law.

Various General Can the Government provide an organizational chart for the 88 LRS? The 88 LRS organizational chart is not relevant to the LSS solicitation and will not be provided.
