Performance Work Statement (PWS) For
HQ AFMC/A1 Acquisition Demonstration (AcqDemo) Implementation/Sustainment Training
1.0 Scope
1.1 Introduction. This PWS directs an effort to provide AcqDemo training to approximately 12,500 Air Force Materiel Command (AFMC) personnel before the conversion to AcqDemo.
1.2 Breadth of Support
1.2.1 For this contract, the contractor shall provide a seminar of no more than 8 hours that covers:
1.2.1.1 Pay Pool Structure and Process: A review of the composition of pay pools, key roles, and annual 11-step process used to determine compensation for a group of employees among whom a certain amount of salary increase and award money is distributed.
1.2.1.2 Contribution Planning: Joint effort between employee and supervisor to develop a plan documenting how the employee will contribute to the mission of the organization during the upcoming appraisal year. Seminar shall cover AcqDemo factors, descriptors and discriminators; expected overall contribution score and range; expected contribution and expected results; career development; the mid-point review and resulting revisions to the contribution plan; and the expectation for contribution plans to be written in a Contribution (C), Results (R), Impact (I) format. The Contractor shall ensure the contribution plan format is in alignment as provided in the AFMC business rules.
Specific examples of contribution plans shall be provided to attendees.
1.2.1.3 Writing Self-assessments: At the end of the appraisal period, employees will complete a self-assessment of contributions to the mission of the organization. Seminar shall cover how to write specific and succinct statements describing what the employee accomplished and how those contributions helped further the mission of the organization; the preferred format of the assessment and where the assessment is entered in the CAS2Net assessment module to complete the cycle. The Contractor shall utilize the outlined self-assessment business rules as provided in the AFMC business rules.
Specific examples of effective self-assessment statements shall be provided to attendees.
2.0 Specific Tasks
2.1 The contractor shall develop and maintain a master schedule to deliver a training seminar which shall be delivered on-site 65 times at 12 AFMC installations in accordance with the Table of AFMC On-site Seminars (Attachment 6).
2.2 The contractor shall develop and maintain a schedule to provide distance learning events that shall cover the topics in Section 1.2 above, but may be divided into four (4)-hour increments to
LaMusga 12 Feb Page 2 accommodate Video Teleconference (VTC) or Defense Conference Service (DCS) availability.
Distance learning events shall be provided 12 times to accommodate remote AFMC locations in accordance with the Table of AFMC VTC/DCS Events (Attachment 6).
2.3 The contractor shall provide Train-the-Trainer (TTT) support in the form of specific instruction to a cadre of up to 60 AFMC personnel who will become the trainers for sustainment of AcqDemo. These trainers are to be trained on-site at Wright-Patterson Air Force Base (AFB), Tinker AFB, Hill AFB, and Robins AFB, one (1) class of 15 people per location. These on-site TTT classes shall be held within the first month of contract award. Materials shall be provided in accordance with the DD Form 1423, Exhibit A, (Attachment 7, CDRL A001, Printed Training Materials (Instructor's Guide, Presentation Slides and Workbooks) & Electronic Copy).
2.4 The contractor shall provide a master copy of the training materials, both a hard and soft copy, and shall provide attendees at the on-site seminars with a hard copy of the materials and a seminar evaluation sheet. For the TTT events, an instructor’s guide shall be provided to each AFMC person trained to deliver the seminars. The instructor guides, presentation slides, workbooks, and any other materials created to support the training shall become the property of the United States Air Force and shall not have a contractor logo displayed, but instead shall have the DoD AcqDemo or AFMC logo displayed in accordance with the DD Form 1423, Exhibit A (Attachment 7, CDRL A001, Printed Training Materials (Instructor's Guide, Presentation Slides and Workbooks) & Electronic Copy). The Government shall retain unlimited rights to all data and deliverables developed at the Government’s expense. At any time and per the Government request, any records, documents, and associated papers shall be available for review.
2.5 The contractor shall provide course critiques to each student for all seminars delivered on-site and shall provide an electronic summary of the critique scores and comments in accordance with DD Form, Exhibit B (Attachment 8, CDRL A002, Contractor's Training Progress & Status Report).
2.5.1 The contractor shall help to identify any shortfalls in the current training curriculum and identify areas for improvement or additional training. These topics shall be discussed during an established weekly telephone report. Issues identified through course critiques and any other shortfalls shall be discussed with HQ AcqDemo Implementation Team Lead, and any adjustments to the seminar material and/or delivery shall be made accordingly.
3.0 Applicable Documents. AFMC-unique business rules are still in development, however a preliminary list is provided (Attachment 9). Final rules shall be provided by the Government to the contractor no later than contract award.
4.0 General Requirements
4.1 Location and Hours of Work. The work area is spread across AF installations identified on Attachment 6, with the scheduling and coordinating to be done from the contractor’s facility. Office space will not be provided by AFMC/A1, nor will computers or office supplies. Contract personnel may not have regular business hours, dependent upon contractor-developed delivery schedule, but the contractor shall be available for discussion regarding issues encountered at training locations during normal business hours of 8 a.m. through 5 p.m. Eastern Standard Time (EST).

4.2 Travel. Contract personnel shall be required to travel to deliver seminars at the locations outlined on Attachment 6 with more than 100 people converting to AcqDemo. The contractor shall be responsible for making travel arrangements for all instructors. All travel costs are to be in accordance with the current Joint Travel Regulation.
4.3 Contractor Qualifications and Training. The contractor shall provide personnel who have knowledge and experience with AcqDemo, and are capable of instructing large and small groups in seminar and VTC in a variety of venues such as auditoriums, base theaters, large conference rooms, and in VTC facilities. Instructors must be able to apply AcqDemo knowledge and experience, and be capable of understanding and inserting AFMC-unique business rules and processes (Attachment 9) as appropriate to the situational context during course delivery. The contractor shall be responsible for the training of qualified personnel to accomplish this contract. The Contractor shall not bill the Government as a direct charge to a specific task for employee time spent in the above-mentioned training or for the training itself.
4.4 Contract Management. The contractor shall be responsible for the employment, guidance, and supervision of qualified personnel to accomplish this contract. The Contractor is required to provide a single point of contact between the Government and contractor personnel assigned to support the contract. The contractor shall establish clear organizational lines of authority and responsibility to ensure the effective management and control of the resources assigned to the contract.
5.0 Reporting Requirements.
5.1 The Contractor is required to provide a monthly status report, in accordance with the DD Form 1423, Exhibit B (Attachment 8, CDRL A002, Contractor's Training Progress & Status Report). Materials to be provided in accordance with the DD Form 1423, Exhibit A (CDRL A001, Printed Training Materials (Instructor's Guide, Presentation Slides and Workbooks) & Electronic Copy).
5.2 Enterprise-Wide Contractor Manpower Reporting Application (eCMRA) (JAN 2015). Section 2330a of title 10, United States Code (10 USC 2330a), requires the Secretary of Defense to submit to Congress an annual inventory of contracts for services performed during the prior fiscal year for or on behalf of the Department of Defense (DoD).
5.2.1 The contractor shall ensure ALL contractor labor hours including subcontractor, at all levels/tiers, labor hours required for the performance of services provided under this contract are reported via a secure data collection site.
5.2.2 The contractor and all subcontractors, at all levels/tiers, providing direct labor under this contract shall report complete and accurate data for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 to September 30. The Contractor shall input the data into the appropriate eCMRA reporting tool, which can be accessed via a secure web site at http://www.ecmra.mil/. There are four separate eCMRA tools:
Army, Air Force, Navy and All Other Defense Components. The appropriate eCMRA reporting tool to use is determined by the requiring activity being supported (e.g., if DISA awards a contract for an Air Force requiring activity, the contractor shall load the required reporting data in the “Department of Air Force CMRA” tool). While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. The contractor http://www.ecmra.mil/

The contractor shall enter initial data into the appropriate eCMRA tool to establish the basic contract record no later than 15 working days after receipt of contract award or contract modification incorporating this clause. The contractor shall notify the COR when the basic contract record has been established in the appropriate eCMRA tool.

6.0 Contractor Performance. The contractor service requirements below are summarized into performance objectives that relate directly to mission essential items detailed above. The performance thresholds briefly describe the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. The Government has the option to request a meeting with the Contractor at any time to discuss Contractor performance.

7.0 Combating Trafficking in Persons (DFARS PGI 222.17). The contractor shall comply with FAR
52.222-50, Combating Trafficking in Persons (CTIP). The Contracting Officer Representative (COR) will monitor contractor’s performance regarding trafficking in persons such that non-compliance with CTIP is brought to the immediate attention of the CO. All DoD military and civilians must receive CTIP awareness training; it is highly recommended that DoD contractors receive CTIP awareness training. The military has zero (0) tolerance for human trafficking. CORs are to report all violations to their CO immediately, and keep a log for annual review of all concerns.
