Replace Steam Lines Between S-219 & F/20642 Vendor RFIs and Government Responses
9 Aug 2012
1. Regarding schedule, it is stated that contractor shall begin performance within 10 days and complete project within 150 days after receiving Notice to Proceed. We also understand that the heating system must remain in operation during the winter months. The new system is going to be installed in the same location as the existing system, so the old will have to be removed before it can be installed. Will the start of the project be delayed until after the heating season or will temporary heating need to be provided during the winter months?
Response: Temporary heating will not need to be provided during winter months. Existing steam heating system must remain in operation during the heating season (mid-Oct to mid- April). Although the heating season is weather dependent, it is anticipated that the Government will place the contract in dormancy during this time.
2. Can a detail be provided showing the final steam and condensate connections at Building 640?
Response: Contractor shall assume the steam and condensate connections to be made at flanges located within 18” of entry into Building 640.
3. Will a full time safety person be required on this project and/or can he perform other duties?
Response: Per specification 01 01 50 Section 1.17, contractor’s safety plan must include a safety coordinator. However; a full-time Safety Coordinator is not required for this project. The safety coordinator must as a minimum perform the duties as spelled out in the safety plan that the contractor is required to submit, but may perform other duties as well.
4. Will a full time environmental coordinator be required on this project and/or can he perform other duties?
Response: Environmental Coordinator is not required to be on site at all times. At a minimum, Environmental Coordinator shall perform duties listed in specification section 01 02 20 paragraph 3.1, but may perform other duties as well.
5. Will a full time Quality Control be required on this project and/or can he perform other duties?
Response: Full time Quality Control person is not required on this project. Quality Control person can perform other duties.
6. Sheet C702 shows the removal of existing steam and condensate lines from within the tunnel below Building 642. The note states that this pipe/insulation ‘CONTAINS ASBESTOS’. It was observed during the site visit on 7-31-2012 that sampling of the insulation has taken place. It was also observed that a significant amount of the insulation material within the tunnel appears to be fiberglass and may not be ACM. Has a Hazardous Materials Survey been done in advance for this project? If so, can the report be distributed to bidders?
Response: Civil Engineering has provided an Environmental Report that will be incorporated by amendment into the Solicitation. The amendment will be forthcoming.
