QUESTIONS & ANSWERS

DEMOLISH DRIVEWAY & FILL MOATS

BLDG 30001

1. There are two (2) sets of drawings included with the solicitation, each including the same pages but with different notes and scopes of work. Which set is to be used as the bidding documents?

Government Response: Both sets are to be proposed on one set is for the north side of building 30001 which is the base CLIN one and the other set is for the South Side of building 30001 CLIN 0002 or the option side of the building.

2. On the East end of the building a note instructs us to remove the railroad tracks to allow for new pavement. In the past we have found that we cannot take railroad track to the Scrap Yard without a letter from the owner of the tracks. How will this be handled?

Government Response: The contractor may dispose of metals and other recyclable material at the WPAFB Recycling Center in accordance with General Note 1 on sheet C-6.

3. Notes on Drawing C3 read “Proposed building sanitary. Run by gravity from existing sump pit in mechanical room under floor and out building to proposed MH at maximum grade possible…….” Can you explain exactly what this note is referring too? Is there sanitary piping work to be completed inside of the building?

Government Response: As shown and indicated in the note on Sheet C-3 of Ph 2, the work includes installing approximately 35 linear feet of proposed building sanitary piping inside the building from a sump pit in a Mechanical Room. Piping shall be installed below floor level, exit the building, and continue approximately 15 linear feet to the proposed sanitary manhole. Piping shall be installed at the maximum slope possible based on the invert of the existing sump pit and the 827.1 invert of the proposed manhole. The sump pump shall be turned in to the Government and the existing pump discharge piping shall be plugged as noted."

4. On the North side of the building, West end, there is an inlet called out to be on the 30” existing storm line. The print states that all inlets in the grass are to be 2-2B; this will not work on the 30” line. What size does the government want us to use?

Government Response: See Dog House Inlet Detail on Sheet C-6 and see Proposed Inlet in Lawn Area Note 2 on Sheet C-3, for both Ph 2 and Ph 3 work.

5. Will the catch basin and manholes that need to be raised to their new finish elevations require new casting and grates?

Government Response: YES, Sheet C-5 of both Ph 2 and Ph 3 show a “Rebuild/Adjust Manhole Proposed” detail that calls for a proposed (new) frame/grate.

6. Per page C-3 there is an 8 in. sanitary line that is to be installed from inside the building then run to a new manhole. After that it is not completely clear on where and how far this 8 in. sanitary pipe is to run. It would be helpful if you could clarify the connection required. Does it tie into another pipe?

Government Response: It is difficult to see, but there is a note approximately 175 feet to the west along the pipe that states, "Proposed 8" PVC Sanitary". The 8" sanitary extends a total of approximately 315 feet to manhole F59.

7. Are there any DBE requirements for these two projects #000040-2 & #000040-3!

Government Response: This project is a HUB Zone set-side only!

8. What is the layers and thickness of the asphalt and gravel base? Page C-4 says that there is 3180 sy of new asphalt but I can’t find anything else about it in the plans or specs.

Government Response: Please refer to the typical trench and replace pavement detail on Sheet C-6 as it shows the proposed pavement section."

9. Need some more detail on this trench drain. Page C-3 proposed trench drain and 6" PVC to inlet. There are many different kind of trench drains. Which is required? How deep and how long?

Government Response: See Accessible Ramp and Sidewalk Plan on Sheet C-5 for further detain on trench drain. Plan shows trench drain as 6 inch wide and 6 feet long.

10. What is the percentage of work to be completed by the HUBZone prime contractor?

Government Response: In Accordance with Clause 52.219-3(c)(3)

(i) At least 15 percent of the cost of contract performance to be incurred for personnel will be spent on the HUBZone prime contractor’s employees;

(ii) At least 50 percent of the cost of the contract performance to be incurred for personnel will be spent on the HUBZone prime contractor’s employees or on a combination of the HUBZone prime contractor’s employees and employees of HUBZone small business concern subcontractors; and

(iii) No more than 50 percent of the cost of contract performance to be incurred for personnel will be subcontracted to concerns that are not HUBZone small business concerns; or

11. What are the testing requirements for the fill material? Do we assume compaction to 95% since in will not be under the roadway?

Government Response: See specification Section 31 00 00 Earthwork, including paragraph 3.11 and following.

12. What is the approved Haul Rd to bring the material in?

Government Response: Haul route has not been defined. Contractor proposed route must be approved by the Government.

13. Is there a requirement for re-striping the new pavement?

Government Response: For both Phase 2 and Phase 3, see Sheet C-6, "Typical Trench and Replace Pavement Detail", which states that, "Re-paint all disturbed pavement markings to match existing".

14. When we are replacing the Communication MH, can the utilities be removed from service?

Government Response: The communications lines will remain active and shall be protected during the replace manhole work.

15. Are we to assume that the paint on the exterior of the building contains lead so that it needs to be removed prior to sandblasting and waterproofing?

Government Response: For both Phase 2 and Phase 3, see Sheet C-6, General Note 9.

16. Please confirm that the contractor is to run a conduit and cable from each PIV to the fire panel inside the building. Also, how is the cable to run inside the building?

Government Response: Follow note on Sheet C-3, Phase 2 and Phase 3 that says in part, "Proposed tamper switch with zone addressable module and conductor No. 18 wire in 2" SCH 40 PVC conduit run into building and to fire panel...". See also note that says, "Approximate location of fire panel." Interior (and exterior) cable installation to meet all industry standards and be approved by the Government.

17. When we raise the fire connections, can the water be shut off?

Government Response: Water shall remain on where valving allows isolation of the piping to be raised. Where valving is not available the water will be shut off and all requirements for outages shall be followed.

18. Also, how is the contractor to patch the holes from the old connections on the side of the building or do we assume they will be covered by the fill material?

Government Response: For Phase 2 and Phase 3 see note on Sheet C-3 that reads in part, "Note: Proposed fire department connection (FDC) to be....At each FDC/Drain connection remove a 4' wide by 6' high section of existing 2" thick EIFS and replace with a 3" thick section...". Note that the 6' high replaced section of EIFS will encompass both the old and new FDC location.

19. What is the assumed cost for the Miami Conservancy Permit?

Government Response: Contractor shall contact the Miami Conservancy District for requirements and options such as removing equal volume of fill, or purchasing "credits" for brought in fill.
