SECTION L –INSTRUCTIONS TO OFFERORS

1. These instructions prescribe the format for proposals and describe the approach for the development and presentation of proposal data. They are designed to ensure the submission of information essential to the understanding and comprehensive evaluation of proposals. The instructions permit the inclusion of any additional data or information an offeror deems pertinent within the stated page limitations. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government reserves the right to make an award based on initial proposals received, without discussion of such proposals.

2. To ensure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to submit all documentation/information detailed herein, including terms and conditions, representations and certifications, and technical requirements. Failure to submit all required documentation/information may result in a proposal being ineligible for award. In submitting a proposal, offerors are agreeing to the terms and conditions as written in the entire solicitation. The proposal shall consist of two (2) separate parts; Part I – Mission Capability Proposal and Part II – Concessionaire Contract Format. Offerors shall submit an original complete proposal.

3. The contracting officer has determined there is a high probability of adequate competition in this acquisition. Upon examination of the initial proposals, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate competition exists no additional information will be requested. However, if at any time during this competition the contracting officer determines that adequate competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

5. Proposals shall be submitted to:

6. Proposals may be mailed, emailed, overnight mailed, hand-carried, or faxed to the above address so they are received by the contracting office by the due date and time.

7. Proposal Content:

a. MISSION CAPABILITY PROPOSAL

(1) The proposal shall meet all mission capability requirements stated in Performance Work Statement (PWS) and elsewhere in the solicitation to be eligible for award. The offeror should provide documentation which supports all the mission capability sub factors described below. The information provided should be adequate and sufficient to allow the Government to evaluate an offeror’s technical capability.

(2) The mission capability proposal should be specific and complete in every detail. The proposal shall not merely offer to perform work in accordance with the PWS. It shall outline the actual method proposed as specifically as possible.

(3) It is the offeror’s responsibility to ensure the completeness of the mission capability proposal; therefore, the technical evaluation panel for the Government has been instructed to evaluate on the basis of the information provided. The Government shall not assume an offeror possesses any capability unless specified in its proposal. Understanding of the requirements of the PWS must be demonstrated by more than a reiteration of the PWS. Repeating the PWS without sufficient elaboration will not be acceptable. Statements such as “the offeror understands,” “can or will comply with all the requirements of the PWS,” “standard procedures will be employed,” etc., are insufficient.

(4) The specific topics to be addressed in Part I are as follows:

Sub Factor 1 – Proposed Menu: List of proposed entrees with ingredients, portions, packaging, pricing, and preferably color pictures of entrees to be served.

Sub Factor 2 – Relevant Past Experience: Furnish relevant past experience on the management of stand-alone dining facilities, or general experiences with responsibilities for operating a fully established dining facility.

b. Concessionaire Contract Format

(1) General – The Concessionaire Contract Format will consist of completing the percentage of monthly sales above $15,000 the offeror is proposing to pay the NAFI in addition to the monthly fee and a signature.

Section L – Instructions to Offerors and Section M – Evaluation of Offers will be physically removed from any resultant award, but will be deemed to be incorporated by reference in any award resulting from this solicitation.

Proof of business insurance and maintain liability insurance for $1.0M and Workmen’s Compensation.
