1. Wright-Patterson AFB is in the process of pursuing VPP recognition and has already been recognized under the OSHA Voluntary Protection Program (VPP). VPP impacts all “applicable contractors” operating on Air Force Installations. It is the contractor’s responsibility to ensure its employees and managers have a comprehensive understanding of VPP as well as full compliance with OSHA requirements. Contractors (to include applicable contractors), whether regularly involved in routine site operations or engaged in temporary projects such as construction or repair, must follow the safety and health rules of the installation or VPP site. Detailed information on VPP is available on the OSHA website at http://www.osha.gov/dcsp/vpp/index/html .
2. Compliance with OSHA, CFR 1910 and 1926, AFOSH 91-501, NFPA 101 and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor. Note: Air force Occupational Safety and Health Standards (AFOSH STD) are annotated because many of the Air Force Standards exceed the OSHA standard criteria. If a conflict is noted, the most stringent requirement takes precedence. The government shall assume no liability or responsibility for the contractor’s compliance or non-compliance with such requirements. The contractor shall furnish to each of his/her employees a place of employment, which is free from recognized hazards. The contractor shall brief his/her employees on the safety requirements of this contract and on hazards associated with prescribed tasks. The contractor is responsible for compliance with OSHA Public Law and the resultant standards identified within. In addition, the contractor is required to flow down the safety requirements/specifications to all subcontractors.
3. Contractor’s are required to submit their Total Case Incident Rates (TCIR) and Days Away, Restricted, or Transfer (DART) rates and OSHA Form 300A annually to the contracting office for consolidation and submission as part of the installation’s annual VPP Safety and Health Management report. TCIR and DART rates are due by the 15th of January of each year.
4. It is the Contractor's sole responsibility for compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596). The contractor must submit a Safety and Health Plan and corresponding site safety checklist to the contracting officer 10 days after notice to proceed (in accordance with specification section 01.33.00 – Submittal Procedures). The contractor's plan shall include appropriate measures to ensure the contractor reacts promptly to investigate, correct and track alleged safety and health violations and/or uncontrolled hazards in contractor work areas. Additional, installation specific references and policies may be included/attached to this section. The plan shall:
a) Demonstrate a management commitment to employee safety and health.
b) Be job-specific and address any unique aspects of the project
c) Identify the application of the safety and health plan to subcontractors.
d) Identify the roles and responsibilities of the following individuals:
i. Management
ii. Supervisors
iii. Employees
iv. Safety Coordinator
e) Identify applicable safety rules and regulations.
f) Include a worksite hazard analysis to include base-line hazard identification and required control measures.
g) Include a job site analysis to include hazards of tasks required to control measures.
h) Identify employee safety and health training requirements and the documentation process.
i) Include a workplace inspection frequency, to include identifying the individual Conducting the inspections.
j) Include employee hazard reporting procedures.
k) Identify individual(s) responsible for corrective action hazards.
l) Identify first aid/injury procedures.
m) Identify procedures for accident investigation and reporting.
n) Identify emergency response procedures.
o) Identify the process for tracking controlled hazards in contractor work areas.
5. The Contractor is responsible for establishing these requirements for all subcontractors who qualify as applicable contractors under the resulting contract.
