Solicitation FA8601-10-R-0054, On Call Roofing ID/IQ, Amendment #1 - Questions & Answers as of 30 April 2010

1. Shall the bid bond be in the amount of 20% or $3 million dollars of the base year estimated net amount?

ANSWER

IAW FAR Clause 52.228-1,(c) Bid Guarantee, the amount of the bid guarantee shall be 20% of the bid price (your bid price) or $3M, whichever is less.

2. Page 61 of 76, c, 1 – states that copies go to ACO and the “cognizant federal auditor” – who is the cognizant federal auditor or do all copies get mailed to the address shown on page 71 of 76?

ANSWER

This statement is an exerpt from FAR Clause 52.230-1, COST ACCOUNTING STANDARDS NOTICES AND CERTIFICATION. The answer is that all copies will be mailed to the POC addressed on page 71 of 76, section 5.

3. Page 67 of 76 - #5 - What Part of the proposal do you want the subcontracting plan to go in?

ANSWER

Subcontracting Plan will be part of the “PRICE” section

4. Page 67 of 76 - #4 – Do you mean “section B through section M”? If not, what is Schedule B?

ANSWER

It should read “section B” instead of “schedule B”. Correction made to amended solicitation.

5. What Part do you want this information submitted under?

ANSWER

This information should be submitted under the “Price” section.

6. Is Section B through M pages 1 through 75 and if so do you want them all returned?

ANSWER

All of this information (pages 1 – 75) will be returned.

7. Page 68 of 76 you state that the proposal will be “limited to no more than twenty (20) pages for Factors (a) and (b)” – is that combined or is that twenty pages each?

ANSWER

That is twenty (20) pages combined for both (a) and (b)

8. Page 69 of 76 – Sub factor (d) Quality Control Plan – what is the page limitation if any for this section?

ANSWER

No page limitation

9. Are Parts I, II, & III to be submitted in separate binders for a total of 6 binders or are all sections to be submitted in one binder plus a copy for a total of two binders?

ANSWER

There is no requirement for binders. Individual envelopes for each section are preffered but not required.

10. Page 73 of 76 – D, 2 (b) – Are we to submit questionnaires to references or is that something WPAFB will be performing?

ANSWER

WPAFB will conduct the questionnaire portion of the evaluations.

11. Are the descriptions in section 01 35 13, pages 1 – 52, of the specifications (Attachment 1) to be used with the base price list (Exhibit 1) descriptions?

ANSWER

Yes, the price list (Exhibit 1) that bidders fill out correlate with the information in Section 01 35 13 of the specifications (Attachment 1).

12. Did you want pricing to be presented on both Exhibit 1 and Section B/CLINs?

ANSWER

Yes. Include pricing for each line-item on exhibit 1 and totals only for Section B/CLINs

13. Regarding the safety requirements (VPP), is there anything that a proposer needs to do at the time of proposing to address this?

ANSWER

No. VPP info will be required after award, 10 days after notice to proceed is issued.

14. In the project 091005 Basewide roofing price Base Year Price List under item 0008AH, it states Cold Adhesive with Gravel Surface without any actions words such as apply or install. In the description in Section 01 35 13 Statement 8.5 it states

“Cold adhesive with gravel surface

a. Most Task Orders less than 2000 square feet.

b. Tremco "BURmastic" cold adhesive; 4 to 5 gal/square.

c. Gravel gradation 6, 7 or 67; 400 lbs/square”

There are no action words in this description either. This is the case for several items in the Base Year Price List and more importantly in the Statement Of Work For Price Lists. If there is only a description of the products and Task Order size are we to assume that this is for material only and not to bid installation or performance for the material?

ANSWER

No. Please propose bid installation/ performance as well as materials. Please reference:

Section 01 01 00, 1.01 SCOPE OF WORK

“The work includes furnishing all labor, equipment, appliances, devices and materials, and performing all operations necessary in connection with BASEWIDE ROOFING REPAIR AND REPLACEMNT to accomplish a broad range of roofing maintenance, repair, replacement, and minor construction work at or near Wright-Patterson AFB, Ohio.”
