Roofing Materials Asbestos Assessment Report March 6, 2009
TesTech Job # 27345
1.0 SCOPE OF SERVICES
In December 2008, SFA Architects, Inc. contracted with TesTech, Inc. (TesTech) to conduct an Asbestos Assessment of the roof and related structures of Building 20005 located on Wright Patterson Air Force Base (WPAFB). TesTech was informed that the existing 4-ply built up roof system would be replaced on the above referenced building. SFA instructed TesTech that all roofing materials suspected of containing asbestos that would be encountered during completion of the project must be sampled.
The Asbestos Assessment was performed to complete the Scope of Services outlined in TesTech’s proposal E08-102 dated December 10, 2008.
Bruce Gardner and Joseph Saunders, Senior Environmental Specialists with TesTech and certified Asbestos Hazard Evaluation Specialists conducted the inspection of interior and exterior portions of the roof of Building 20005 on February 9 and 10, 2009.
2.0 ASBESTOS ASSESSMENT
2.1 Introduction
The National Emission Standards for Hazardous Air Pollutants (NESHAP) requires notification for every facility prior to demolition or major renovation. Prior to demolition or major renovation activities, the facility must be inspected for all (friable and non-friable) ACM. Federal Regulations have systematically controlled or banned asbestos in construction materials since 1971, but an asbestos-free building cannot be guaranteed without a thorough survey of the building. This inspection must be performed by an Ohio Department of Health (ODH) Certified Asbestos Hazard Evaluation Specialist.
On February 9, 2009, TesTech State of Ohio Asbestos Hazard Evaluation Specialists (Bruce Gardner, ES34228 and Joseph Saunders, ES34837) performed an asbestos assessment of the exterior portions of the roof of Building 20005. On February 10, 2009, interior portions of the roof were also inspected.
The purpose for conducting the Roof Inspection was to:
• Identify accessible suspect asbestos containing building materials that would be impacted during the proposed roof replacement project.
• Collect and analyze bulk samples in accordance with U.S. Environmental Protection Agency (EPA) recommended guidelines.
• Report the types and locations of asbestos-containing materials present in the areas of the building that would be impacted during the proposed roof replacement project.
2.2 Methodology
During the roof inspection, the Asbestos Hazard Evaluation Specialists looked for suspect ACM on building components such as roofing materials, flashing, caulk and siding. Samples of suspect materials were collected in accordance with protocol outlined in the Asbestos Hazard Emergency Response Act (AHERA) (Section 763.86). Although the AHERA regulation currently applies only to schools, it is considered “state of the art” in terms of protocol for conducting building inspections for ACMs and is specified for compliance with the Occupational Safety and Health Administration (OSHA) asbestos regulations. Copies of TesTech’s Asbestos Hazard Evaluation Specialist’s license and training certifications are included in Attachment A.
One-hundred twenty-five (125) bulk samples were collected from a total of thirty-five (35) different homogeneous areas on the interior and exterior portions of the roof system. A Homogeneous Area is defined as: "an area of surfacing material, thermal system insulation, or miscellaneous material that is uniform in color and texture".
To limit disturbance and to prevent the release of asbestos fibers, the inspector performed bulk sampling of suspect materials in accordance with generally accepted procedures outlined in the current EPA Guidance Document and in accordance with AHERA (Section 763.86) protocol.
Each sample was collected and placed in a clean, sealable vial or sealed bag and labeled with a unique sample identification number. This sample number was recorded on a Bulk Sample Log Sheet and on the sample vial or bag. Supplemental information was also recorded on the Bulk Sample Log Sheet, including a brief description and location of the sample and the type of material sampled (e.g. thermal insulation, fireproofing, and acoustical plaster). A copy of the Asbestos Bulk Sample Log is included in Attachment B. A Sample Location Plan depicting the approximate sample locations is included in Appendix C.
2.3 Analysis of Bulk Samples
The samples were submitted, under chain of custody, to Carolina Environmental, Inc. laboratory in Cary, North Carolina for analysis. The Carolina Environmental, Inc. laboratory is fully accredited by the National Voluntary Laboratory Accreditation Program (NVLAP #101048-0).
NVLAP is the agency sponsored by the National Institute of Standards and Technology, providing EPA accreditation of laboratories analyzing bulk samples for asbestos content by polarized-light microscopy (PLM) under AHERA. Bulk samples were analyzed for asbestos content using EPA Method 600/R-93/116, which utilizes stereoscopic microscopy and PLM coupled with dispersion staining. This analytical method, which the EPA currently recommends for the determination of asbestos in bulk samples of friable insulation materials, can be used for qualitative identification of six (6) morphologically different types of asbestos fibers: chrysotile, amosite, crocidolite, anthophyllite, tremolite, and actinolite asbestos.
This method specifies that the asbestos content in a bulk sample shall be estimated and reported as a finite percentage (rounded to the nearest percent) within the range of 0 to 100.
Minute quantities of asbestos in bulk samples may be reported as "trace" or less than 1 percent (<1%). This analytical method determines the "area percent” asbestos, or the percentage of the area of a microscopic field of view that is occupied by asbestos fibers. According to guidelines established by the Ohio Department of Health (ODH) and the EPA, building materials which contain less that one (1) percent asbestos are not considered ACMs; however, according to OSHA protocol, any amount of asbestos should be treated as hazardous material and precautions should be taken during demolition or renovation of the building to protect the health and safety of the workers and the public.
The results of bulk sample analyses were reported in a standard written laboratory report. This written report includes the client name, the laboratory identification numbers assigned to each bulk sample upon receipt by the laboratory sample custodian, and the field number assigned to each bulk sample during the building inspection. The composition of the bulk sample is reported in percentages of asbestos (i.e., chrysotile, amosite, crocidolite, or other) and non-asbestos (i.e., cellulose, fiberglass, synthetic, or other) components.
ACMs are divided into three (3) categories: surfacing material, thermal system insulation, and miscellaneous material:
Surfacing Materials
No bulk samples of surfacing materials were collected during the inspection at the project site.
Thermal System Insulation
For thermal system insulation (TSI), such as piping insulation, a minimum of three (3) samples should be randomly collected from each homogeneous area.
Six (6) bulk samples of TSI were collected from piping observed in five (5) air conditioning units on the roof of Building 20005. Asbestos was detected in each of the TSI samples submitted for analysis.
Miscellaneous Material
Miscellaneous materials, such as roofing materials and caulking, are known to contain asbestos. Miscellaneous material and non-friable suspected ACMs are typically sampled "in a manner sufficient to determine" whether the material in question contains asbestos. In some cases, non-friable materials, such as fire doors, are assumed to contain asbestos.
One hundred and nineteen (119) bulk samples of miscellaneous materials were collected during the inspection of the interior and exterior portions of the roof of Building 20005 at the project site and submitted to an accredited NVLAP laboratory for asbestos analysis using PLM analysis. Laboratory analysis indicated that asbestos was detected in sixty (60) of the miscellaneous materials submitted for analysis.
The analytical results of the samples collected during the ACM inspection are summarized on the Inspection and Assessment Summary Table in Appendix D. This table provides the following information:
• A description of the material sampled.
• The location from where the sample was collected.
• The percentage and type of asbestos present.
• The identification number assigned to the sample by the evaluation specialist in the field.
• The nature of the non-asbestos material that was identified in each sample.
Appendix E contains a summary of only the samples that contained asbestos. A copy of the Bulk Sample and Point Count Analytical Laboratory Reports are included in Appendix F.
3.0 RELIANCE AND LIMITATIONS
The findings, results, recommendations, and conclusions presented in this report are based only on materials sampled during the assessment conducted on February 9 and 10, 2009. This investigation has relied on the accuracy and completeness of the analytical laboratories, private databases, and other sources in preparing this report. While TesTech has taken reasonable steps to ensure the accuracy of this report, it does not warrant the accuracy or completeness of such information that was attained through outside sources in connection with the conclusions contained in this study.
Based on the deteriorated condition of the roof, TesTech, and their subcontractor that performed the patching, are not responsible for leakage, or associated damage that may occur, during or subsequent to the sampling event.
4.0 SUMMARY AND RECOMMENDATIONS
4.1 Asbestos Assessment
On February 9 and 10, 2009, TesTech State of Ohio Asbestos Hazard Evaluation Specialists (Bruce Gardner, ES34228 and Joseph Saunders, ES34837) performed a roof inspection of Building No. 20005 located on WPAFB for asbestos containing materials. A summary of the findings from the Roofing Materials Asbestos Assessment follows:
Laboratory analysis indicated that asbestos was detected in the six (6) bulk samples collected from the TSI in the exterior air conditioning units. According to the Occupational Safety and Health Administration (OSHA) and Ohio Department of Health (ODH), the TSI in the air conditioning units must be managed to protect the safety of workers and the general public.
TesTech recommends that, prior to the roof renovation, the TSI from the air conditioning units be removed by a licensed Ohio Asbestos Hazard Abatement Contractor.
One hundred and nineteen (119) bulk samples of miscellaneous material were collected during the inspection of the interior and exterior portions of the roof of Building 20005. The samples were submitted to an accredited NVLAP laboratory for asbestos analysis using PLM analysis. Laboratory analysis indicated that asbestos was detected in sixty (60) of the miscellaneous materials submitted for analysis.
TesTech recommends that, prior to the roof renovation, the roofing membrane, flashing, window caulking, and Transite™ be removed by a licensed Ohio Asbestos Hazard Abatement Contractor.
