About this file
This is a Questions and Answers document for RFQ FA857127Q0006 regarding a high-pressure/temperature microwave digestion system procurement by the Department of the Air Force Materiel Command Air Force Sustainment Center.
The government seeks a microwave digestion system meeting specified performance requirements, with the solicitation initially referencing the Milestone Ultrawave 3 ECR system as an example. Clarifications confirm that alternative systems from other manufacturers meeting the performance specifications will be considered acceptable, and enhanced corrosion resistance is not a mandatory requirement. The system must accommodate 7-position and 20-position PTFE-TFM racks with 40mL and 15mL total volumes respectively. The equipment must support digestion of oils and sludges using nitric acid, hydrochloric acid, and sulfuric acid at varying concentrations; hydrofluoric acid accommodation is not required. Quotations should be submitted by email to phillip.braswell.1@us.af.mil and erika.dennard@us.af.mil. The safety and health plan must be submitted within 10 calendar days after award, as specified in CDRL A003. No specialized cleaning procedures are required as a mandatory capability following acid use.

1. Named model and acceptance of alternative systems Pages 2 and 4 of the solicitation documents identify “81885 – ULTRAWAVE 3 ECR DIGESTION SYSTEM PURCHASE,” which refers to a specific Milestone system. The purchase description, however, provides general performance specifications for an SRC/PDC microwave digestion system. Please confirm whether systems from other manufacturers that meet the purchase description will be considered technically acceptable and whether the named model is intended only as a reference.
All vendors meeting the performance specifications will be considered.
2. Enhanced corrosion resistance The ECR designation of the Milestone Ultrawave 3 identifies an enhanced corrosion-resistant version of the named system, but the purchase description does not define this capability as a requirement. Please confirm whether enhanced corrosion resistance is required. If so, please incorporate the extra corrosion-resistant performance requirements into the purchase description.
Enhanced corrosion resistance is not a requirement.
3. Safety-plan submission deadline Appendix C, Part II, paragraph 7.b requires preparation of the safety and health plan before award. However, purchase description paragraph 4.12.1 requires submission within 10 calendar days after award, while CDRL A003 specifies 10 working days after award. Please confirm which deadline applies and whether a safety plan must accompany the quotation.
CDRL A003 has been updated to match the PD 10 calendar days after award
4. Quotation submission instructions We could not locate submission instructions in the solicitation package. Please confirm whether our complete quotation and supporting documents should be submitted by email in reply to your original solicitation email, and identify any additional recipients or required submission method.
Please submit your quote via email to phillip.braswell.1@us.af.mil and erika.dennard@us.af.mil
1. The rack size is not noted in the document. What are the minimum number of positions that are required for the two racks being requested and what are the required minimum volumes needed from those? Below is the list of our available options:
0.
Rack Capacity
Available Vial Materials
7 positions
PTFE-TFM 40mL total volume
20 positions
PTFE-TFM 15mL total volume
27 positions
PTFE-TFM 8mL total volume
We would like the 7 and 20 position racks
1. Which acids and acid mixtures will be used, including their concentrations and typical volumes per vessel?
Nitric, HCL, sulfuric. Would be nice to tolerate HF but probably not a requirement. Concentration depends on sample type.
1. Must HF and HCl be accommodated in the same run? If so, would they be used in separate vessels, combined within the same vessel, or both?
HF will not normally be used. Most aggressive digestion will be for oils and sludges. We do not plan on digesting solid metals.
1. Must all specified acid chemistries be supported with loose-fitting caps throughout the run?
unknown
1. Are they looking for a system that is built with chemical resistance to all acids, specifically HCl?
Primarily HCL, sulfuric, and Nitric.
1. Do they want a system that has no additional or specialized cleaning steps be required after use with these acids?
Not a requirement.
