About this file
This is Standard Form 30 Amendment 0003 to solicitation FA857126Q0081, issued by the U.S. Air Force at Robins Air Force Base (FA8571). The amendment extends the response due date from 08 July 2026 to 14 July 2026 at 12:00 PM EST, with the solicitation number updated from FA857126Q00810002 to FA857126Q00810003. This is a combined synopsis/solicitation for commercial items prepared under FAR subpart 12.6, with quotes requested rather than a formal written solicitation.
The contract covers a basic performance period of 18 July 2026 through 17 July 2027, with two optional years extending through 17 July 2029. Offerors must submit a completed Pricing Spreadsheet (Attachment 12) with their quote. Award will be made to the responsible offeror submitting the lowest priced quote conforming to all solicitation requirements. Evaluation is based on two factors: (1) Conformance to Solicitation Requirements and (2) Price. The pricing structure includes Firm-Fixed-Price (FFP) Contract Line Items (CLINs) for all performance periods and a Time-and-Materials (T&M) CLIN with a Government-established Not-To-Exceed ceiling of $999,999.88. The T&M hourly rate (Wage Category 23530) will be independently evaluated for reasonableness through price competition or historical rate comparison per FAR 15.404-1.

Evaluation Factors for Award
Header Miscellaneous Text (Modified):
BASIS FOR AWARD
The Government intends to award a single contract resulting from this solicitation to the responsible offeror whose quote is the lowest priced and conforms to all solicitation requirements. The Government will evaluate quotes based on the following two factors: (1) Conformance to Solicitation Requirements, and (2) Price.
FACTOR 1: CONFORMANCE TO SOLICITATION REQUIREMENTS
The Government will evaluate the offeror's quote to ensure it meets all terms, conditions, and technical requirements outlined in the solicitation and Performance Work Statement (PWS)/Statement of Work (SOW). Quotes that take exception to solicitation terms or fail to meet the minimum technical requirements may be deemed unacceptable and ineligible for award.
FA857126Q00810003
FACTOR 2: PRICE
The Government will evaluate price to determine if it is fair, reasonable, and complete by evaluating reasonableness, balance and TEP.
Total Evaluated Price (TEP) Calculation:
To establish the TEP for the purpose of identifying the lowest priced offer, the Government will calculate the sum of the following:
Firm-Fixed-Price (FFP) CLINs: The sum of all FFP CLINs for all performance periods (calculated by multiplying the offeror's proposed unit price by the stated estimated quantities).
Time-and-Materials (T&M) CLIN: The Government-established Not-To-Exceed (NTE) ceiling amount of $999,999.88. (Offerors shall not alter this amount).
T&M Hourly Rate Evaluation:
While the T&M NTE ceiling establishes the total potential financial liability for evaluating the TEP, the Government will independently evaluate the offeror's proposed Fully Burdened Hourly Rate (FBHR) for the T&M CLIN (Wage Category 23530). The FBHR will be evaluated for:
Reasonableness: Price reasonableness for the proposed FBHR will be determined primarily through adequate price competition by comparing the hourly rates submitted by all competing offerors. If adequate competition does not exist, the Government reserves the right to evaluate the proposed FBHR against historical rates paid for identical or similar services, or through other price analysis techniques in accordance with FAR 15.404-1.
