FA8553‐21‐R‐0007 Egyptian Air Force (EAF)
C‐130 On‐Call Maintenance Support Request for Information (RFI) Responses 21 Jan 2021
1. RFI: Could you confirm that the solicitation in reference is limited to repair parties and would be supported in engineering resources through separate means?
Answer: Engineering will be covered by Engineering/Logistics level 1 (entry). Service and repair scope is expected to be confined within Technical Orders and manuals. Additional engineering assistance can be obtained through OEM support IAW PWS paragraph 4.7.
2. RFI: Concerning CLIN X002 Labor Rate Attachment, what does the "Government Evaluation
Quantity" and "Level" heading mean?
Answer: The Government Evaluation Quantity is an amount of hours based on the historic hours billed within the past 3 years for On‐Call services. These hours will be used to calculate TEP IAW solicitation page
50. Level is the corresponding level of expertise/ranking identified in the wage determinations solicitation attachment.
3. RFI: The RFP shows the same due date as the pre‐solicitation end date and wanted to confirm what status it is under?
Answer: The solicitation is active. The proposal submission due date is 28 Feb 2021.
4. RFI: What type of agreement with RRC and DERCO; written/binding agreement with pricing, on‐call center etc. or just a Point Of Contact (POC) to call when services are required? Prior to proposal submission or after award? Can you please provide a POC for RRC and DERCO? What is meant by
“Support for RRC and DERCO shall include parts, repairs and overhaul services?” Is this part of our pricing requirement?
Answer: Please see revised PWS dated 19 Jan 2020 correcting OEMs. It is not the Governments intent to mandate any sort of contract with the identified OEMs. It is the Government’s requirement that the awardee will have sufficient agreements in place with the OEMs to rapidly procure propriety services and parts as needed. The Government does not have OEM POCs for On‐Call services. All incurred costs generated by the OEM will be reimbursed within invoices against CLIN 0002.
5. RFI: What does PR: FD2060‐20‐33461 9 mean? Is this is funding vehicle with and established pricing contract between the government/Egypt? If so, does it cover both RRC and DERCO?
Answer: PR: FD2060‐20‐33461 is a government internal tracking number for the purchase request for this effort. The number will be removed and replaced with the contract number at award.
6. RFI: We saw that on the Draft‐RFP that there would be an engineering component, but are not seeing much in regard to the engineering side of the repairs and maintenance, particularly on the labor rate sheet. We were wondering if that is no longer a focus of the final RFP, simply misread the RFP documents, or if that component is "going" somewhere else?
