About this file

This document contains a request for proposal (RFP) and related questions and answers for contractor logistics support services for C-130H aircraft in Afghanistan.

The RFP solicits proposals for a single-award, firm-fixed-price indefinite delivery/indefinite quantity contract to provide logistics services for four to six C-130H aircraft located at Kabul, Afghanistan, with potential support at forward operating locations. The contract would include a one-year base period and four one-year options. Services required include aircraft and equipment maintenance, supply chain management, engineering support, and training. The pricing template and questions provide guidance on submitting pricing for the various contract line item numbers. The deadline for proposals was extended to May 20, 2019 via amendment to allow time for testing encrypted email submission procedures. The Air Force Life Cycle Management Center plans to award the contract to support the North Atlantic Treaty Organization Air Training Command-Afghanistan aircraft.

Questions & Answers Ver. 2 THIS SUPERCEDES PREVIOUS VERSION All Rows with Column A highlighted in RED will result in a change to be captured via RFP Amendment. The USG intends to release the amendment by COB 26 April 2019.

Question #RFP Section ReferenceRFP TextQuestionUSG ResponseFollow-up Questions (as noted below in Blue Text below and #37)Proposed Follow-up Response
1L-900.II.A.2, p. 170Print shall be no smaller than a font size of 12Will the Government accept smaller font (8 point ) for tables, charts, graphs, and exhibits? The USG will accept no smaller than font size 8 for tables, charts, graphs, and exhibits or any like exhibit that is not restricted by page count in the Request For Proposal (RFP).
2Clause 5152.225-5908, p. 152GOVERNMENT FURNISHED CONTRACTOR SUPPORT (JUN 2015) [Contracting Officer must enter the names of the operating locations of the contractor that the requiring activity has properly coordinated with the respective Forward Operating Base (FOB) Mayor(s)].Will the Government provide the names of the operating locations and check the appropriate boxes of Government-Furnished Contractor Support for U.S. Citizen, TCN employees, and LN employees?See final answer in Column GWhat is "ADD FORM VERBAGE" comment in red text?Listed is a summary of the type of support the Gov't will provide on an "as needed" basis: Billeting, Dining, CAC (US only), Local Access Badge, Dining Facilities, Gov't funrished Meals, Laundry, Postal Services, MWR, Military Exchange, Military Banking, Excess Baggage, MilAir, Transportation; however, during the Theatre Business Clearance, at time of award, process services provided may be lowered or downgraded to expeditionary standards as dictated by the mission.

To this:

1. Main Operating Base (MOB) will be Kabul (airfield code HKIA), Forward Operating Locations (FOLs) are unknown (would entail recovery of disabled aircraft).

2. Government Furnished Life Support (GFLS) is provided to the contactor on an "as available" basis and is subject to change as theater directives change. After contract award, if the levels and types of support are lowered to meet expeditionary standards, the contractor will be made aware immediately and details will be negotiated to accommodate both parties. The following reflect current GFLS:

a. US Citizens: Postal Services, Billeting (primary duty location), Common Access Card (CAC), Installation Access Badge, DFAC Access, Excess Baggage, Fuel for authorized Contractor managed vehicles/equipment), Government Furnished Meals, Laundry, Military Issue Equipment (When approved by Contracting Officer), MILAIR, MWR, Military Exchange (if available), Transportation (when approved by contracting officer), Embassy Services (Limited)

b. Other Country National (OCN): Billeting (primary duty location), Common Access Card (CAC), Installation Access Badge, DFAC Access, Excess Baggage, Fuel for authorized Contractor managed vehicles/equipment), Government Furnished Meals, Laundry, Military Issue Equipment (When approved by Contracting Officer), MILAIR, MWR, Military Exchange (if available), Transportation (when approved by contracting officer)

c. Local National: Installation Access Badge, DFAC Access, Fuel for authorized Contractor managed vehicles/equipment), Government Furnished Meals, Military Issue Equipment (When approved by Contracting Officer)

3L-900.II.C.2 Subfactor 3. p. 172The proposal shall provide rationale used to develop the organizational structure and provide a staffing/manpower matrix to accomplish the requirements of the PWS section 4.6.1 and 4.6.2dThe PWS contains only paragraphs 4.6.1 and 4.6.2. There are no sub-paras under 4.6.2. Will the Government please clarify the referenced PWS requirements?USG clarifies as follows: The proposal shall provide rationale used to develop the organizational structure and provide a staffing/manpower matrix to accomplish the requirements of the PWS section 4.6.1 and 4.6.2. Typo will be corrected via RFP amendment.
4RFP, p. 186Reference/Discussion:

References: FA855319R0002_Final, Page 169 if 201, Section I Proposal Format, Sub-section B. Communications and Section II. Volume Organization, Sub-section A. General.

Discussion: There appears to be a conflict of proposal delivery methods as noted in Section I reference states that (excerpt): "...All communications including the proposal will be accomplished using the following methods:

20. Internet via email and

27. Direct mail yet Section II reference states that (excerpt): "Paper and Electronic" proposal documents are required.

Questions:

1) If electronic submission of proposal if elected by the offeror, paper copies are obviously not included, therefore, if full-electronic submission allowed / compliant (i.e., no paper copies required as noted in Section II, Volume Organization?

2) What is the government's preferred method of delivery - electronic or direct mail as noted in Section I?

3) What are the e-file size limitations for the 5 volumes and will the government allow multiple emails to send each volume separately if file size limitations are exceeded per e-delivery? 1. The RFP clearly states both electronic and paper are required (throughout RFP). Section B describes the two means of communications. Obviously electronic copies can be sent via electronic means. Paper copies will have to be submitted via Direct Mail means as per Section B. Communications.

2. The USG preferred method of delivery is internet/e-mail for electronic copies and Direct Mail for paper copies.

3. E-File size limitations will not be on the USG end; only constrained by the senders system. If multiple files needed to be sent due to senders system limitations, files should be labeled accordingly, e.g., 1 of 3, 2 of 3, etc.

5 RFP, p. 3, CLIN 0001 Reference/Discussion:

Reference: RFP, Page 3, CLIN 0001.

Discussion: The Best Estimated Qty is six (6) and U/I is MO. However in the comment below it states that the CLIN covers the "Initial 120 day phase-in of contractor logistics services...

Question:

Is the CLIN duration six months or 120 days?

Verbiage will be changed to read initial 180 day phase-in.Will this change be posted in an amendment to the solicitation?Yes
6Reference/Discussion:

Reference: PWS 4.1 Aircraft Availability

Discussion: Note: this is the minimum number of required aircraft and is based on the aircraft physically on-station at HKIA. Appendix H displays a notional ISO/PDM forecast used for determining the number of aircraft on station. The USG will provide revised ISO/PDM forecast schedules as required.

Question:

The referenced section refers to Appendix H to the PWS. However, Appendix H is blank. Will the Government be providing notional ISO/PDM forecast information during the proposal phase?

The USG will not be providing notional ISO/PDM forecast information during the proposal phase.Based on this answer, will this section be removed from the solicitation? The section will not be removed from the solicitation, however the appendix H will be populated upon contract award.
7PWS 4.1, Appendix E, MESLReference/Discussion:

Reference: PWS 4.1 Appendix E

Question:

Please define WUC and FSL.

Work Unit Code (WUC), Full System List (FSL)
8PWS 3.0Reference/Discussion:

Reference: PWS 3.0 U.S. Government Property and Services

Discussion: Baseline U.S. Government-furnished property (GFP) will be provided (see Appendix G). Question:

Appendix G is blank in the PWS. Will the Government be providing data for Appendix G during the proposal phase?

The USG concurs the Appendix G in the PWS is blank, however the USG provided the "snap-shot in time" GFP in the RFP Attachment 12. Appendix G will be populated with actuals at contract award.
9PWS 3.2.2Reference/Discussion:

Reference: PWS 3.2.2 Reporting loss of U.S. Government Property

Discussion: The reporting requirement does not change any liability provisions or other reporting requirements that may exist under the contract/order. http://www.dcma.mil/aboutetools.cfm Question:

The link to the e-Tools information returns an ERROR 404 code. Can the Government provide a valid hyper-link?

The hyperlink in the PWS will be changed to https://www.dcma.mil/aboutetools/. This will be changed via RFP Amendment.
10PWS 3.4.1Reference/Discussion:

Reference: PWS 3.4.1

Discussion: If directed by the USG, the contractor shall obtain off-base living facilities and obtain adequate security at the off-base living facility location and travel to/from work area and off-base living facility. Question:

1) Due to significant costs associated with obtaining off-base living facilities and appropriate security, will the Government provide the Contractor an opportunity for an economic adjustment should off-base housing be directed?

The USG will negotiate all considerations if this scenario occurs.
11PWS 4.1.2Reference/Discussion:

Reference: PWS 4.1.2

Discussion: Note: Aircraft will not be placed into a Depot Level-possessed status until a Technical Assistance Request (TAR) is submitted. Question:

Is the TAR associated with a CDRL?

The TAR is not associated with any CDRL.
12PWS 4.8.2Reference/Discussion:

Reference: PWS 4.8.2 Reporting Scheduling Deviations

Discussion: The Contractor shall track the monthly operational requirement against the actual monthly flying hours. Question:

What is the monthly operational requirement per aircraft that the Contractor should plan to?

The monthly operational requirement per aircraft currently fluctuates from day-to-day and the USG deems the data is not required for a response to this RFP.

To accurately establish a Basis of Estimate for cost / pricing information, will the USG provide historical flying hour information for month-by-month, yearly, and total contract please? The current BOE/pricing information request is not based on flying hours. The monthly operational requirement per aircraft currently fluctuates from day-to-day and the USG deems the data (historical flying hour information for month-by-month, yearly, and total contract) is not required for a response to this RFP.

13 PWS 4.9.1 Reference/Discussion:

Reference: PWS 4.9.1 Back Shop Requirements Support

Discussion: The Contractor shall determine and develop back-shop capabilities as required to successfully meet the aircraft availability requirements of this PWS within the constraints of available work space within the MOB or at Bagram Air Base for fuel cell maintenance. Question:

Please confirm that fuel cell maintenance is performed at Bagram Air Base in Iraq.

To date, all fuel cell maintenance has been performed at Bagram Air Base, Afghanistan, not Iraq.
14PWS Appendix CReference/Discussion:

Reference: PWS Appendix C - Environmental Health and Safety Plan

Discussion: The Environmental Health and Safety Plan will be in compliance with Attachment X and in accordance with applicable local requirements. Question:

Please provide the reference to Attachment x.

The USG is working with the local Safety Office to have all references to Appendix C removed. Will this change be posted in an amendment to the solicitation?Appendix C will be removed from the PWS and will be posted with the RFP amendment. The local safety office has notified the PMO that an Appendix C is not required and therefore will not be included in the contract.
15PWS 4.10.3Reference/Discussion: 4.10.3 Warehousing The Contractor shall provide warehouse capabilities sufficient to secure and store Contractor and US Government procured parts and equipment. For GFP, the Contractor shall ensure all requirements stated in paragraph 3.0 through 3.3 are met at the warehouse location(s). Due to facility and spacing constraints for warehousing parts in Kabul, Afghanistan, the Contractor shall determine what parts/equipment are required to be on-hand in the Kabul warehouse facility to meet daily operational needs. Overflow warehouse facilities outside of Kabul, Afghanistan, is permissible.Questions:

1) Will the contractor be assigned USG furnished warehouse space or must the contractor find its own facilities at the airfield?

2) In the event of finding "overflow" warehouse facilities, must these facilities and location be approved by the USG prior to using?1. The contractor will be provided some warehouse space at HKIA. It is currently insufficient for entire spares support and a contractor controlled and operated warehouse location is located in the region with "Just-in 'Time" (JIT) delivery as needed.
2. The facilities and location do not need to be approved by the USG, however the location of the facilities would require the JIT to be adequate to produce the required daily aircraft availability (AA).What is the HKIA square footage of space provided as referenced in the answer?Although provided warehouse space is subject to change, the current covered warehouse has 5,676 square feet and the outside tent storage has 1,250 square feet.
16PWS 1.1Reference/Discussion: 1.1 Objective(s):

The objective of this PWS is to support and sustain up to four (4) C-130H aircraft, with priced options for up to 6 aircraft, at the Main Operating Base (MOB) in Kabul, Afghanistan, provide “on-aircraft” maintenance training, and (as needed) provide on-call support at Forward Operating Locations (FOLs).

Questions:

1) Can the USG provide historical and statistical data in reference to hours flown for each aircraft? and the maintenance performed on each aircraft, including major inspections, aircraft records, and aircraft status? 2) Will the name of all FOLs be called out?

3) In the event where contractor personnel are required to deploy to FOLs, which method of transportation can be used? Who will provide billeting and meals? 1. The USG will not be providing current or historical described information for the purposes of this proposal.

2. FOLs are unknown at this time.

3. All aspects of deployment will be negotiated at the required time. Providing the historical data could result in an unrealistic estimate of future flying hours.

17Attachment 9Reference/Discussion: Attachment 9, Pricing Matrix, CRNF CLINs tabQuestion: In reference to the Government's Estimated Annual Material & O&A Material Costs, were these values based on actual historical data? The estimated costs are based on a combination of historical data, projected future costs, and extrapolated for yearly escalation.
18PWS 4.4Reference/Discussion: 4.4 Qualifications
The Contractor shall ensure employees, with the exception of apprenticeship Local Nationals (LNs), are qualified to perform assigned duties and in the operation of specialty vehicles, such as forklifts and tow vehicles, as required. The Contractor shall ensure all personnel are qualified to perform applicable C-130H related maintenance or training tasks to include any special certification/qualification tasks, e.g. engine runs, servicing or aircraft towing in accordance with applicable USAF/CSTO C-130H technical orders. Certifications will be at the USAF 5/7 equivalent (based on normal 623s)/AAF Skill Level 2 & 1, or A&P Mechanic equivalency.Question:
If the contractor hires third country nationals, may this personnel use the equivalency of the A&P Mechanic license, issued from their home country?Yes, if the certification is equal to the FAA, EASA or correspondent country's military.
19PWS 4.10.6Reference/Discussion: 4.10.6 Distribution The Contractor shall prepare aircraft parts (spares), GSE, and materiel for overseas shipment, and deliver the materiel required documentation to the point of contact address listed below. All shipments shall be ‘door to door’ with receipt in Afghanistan at the Kabul Aviation Supply Depot and notification of shipment provided to COR.Questions:

1) May the contractor make use of the USG’s aircraft to transport spare parts for the C-130 fleet?

2) May spare parts be supported by Certificates of Conformity? Or will FAA 8130 forms be required? 3) Will all material used for this contract be warehoused and stored by contractor or will it be housed at a centralized location managed by another entity? 1. No

2. COC or equivalent

3. Contractor will maintain all material. This answer conflicts with #16, above, where "some warehouse space" will be provided…please clarify which answer is correct? This does not conflict with line item 16. Some warehouse space will be available at HKIA and some will possibly be required within theater if the bidder so desires in his/her proposal. The contractor will maintain all material regardless of location.
20PWS 4.7.1Reference/Discussion: 4.7.1 Sustaining Engineering/Technical Data Requests The Contractor shall submit requests for access to the International AIRCAT System to submit a Technical Assistance Request (TAR) to the USG Afghan C-130 Program Office. The access request can be accomplished using the following web site: https://www.c130aircat.com/Applications/NewUserRequestPage1.aspx.Question:

32PWS 2.1Reference/Discussion: PWS 2.1 Starting on Page 9
Discussion: Monetary Performance Incentives and RemediesQuestions:

1) The PWS uses an Example amount of $300 a day for Calculating the AA Performance Incentive. Does the Government want contractors to use this amount or does the government have a separate established amount for this incentive?

2) Since the actual performance incentive is to be calculated and reconciled on a daily, monthly, and yearly basis, how would the Government like contractors to price the associated FFP CLIN 0016? 1. The example is notional, the actual will be determined by the USG NLT contract award. The notional example has nothing to do with the pricing sheet.

2.The actual performance incentive will be calculated and reconciled on the stated basis and has nothing to do with the pricing on CLIN 0016.

33Reference/Discussion: FA855319R002 Section L-900 Instructions to Offerors Page 168 to 180 of 201 Pricing data and documentationQuestions:
Other than Section B Total Compensation Plan (page 171) and the requirement to fill in the provided RFP Attachment 9 'Afghanistan C130 CLS Pricing Matrix', does the require contractors to provide any additional pricing data? Example would be detailed unsanitized costs, indirect rates and structures, and/or a corresponding Cost Narrative. Will this answer be part of a follow-up per FBO notification from 19 April 2019?Refer to Section L Pricing Language; 1. General Instructions. The contractor MAY have to submit f) other than certified cost and pricing data may be required to support a determination of price reasonableness. Data shall be provided in accordance with FAR 15.403-5. OR g) cost and pricing data may be required in the event only one offer is received. If no exception in FAR 15.403-1(b) applies, the cost and pricing data shall be certified. Cost and pricing data includes indirect rates and build ups, detailed unsanitized costs, and basis of estimates (or cost narratives).
34Reference/Discussion: Pricing templateQuestion: Does the cap of 10 Local Nationals only apply to local national mechanic/technician support? For example: if we have 2 LN interpreters are we now capped at 8 LN mechanics? The cap of 10 (unless approved by the Contracting Officer) Local Nationals only refers individuals entered into an apprenticeship program. If an existing apprenticeship program is currently in place, how many Local Nationals are participating? The apprenticeship program is in place. To date, there are no Local Nationals participating.
35Reference/Discussion: Reference states that GFP will be in Appendix G, but Attachment 12 is the GFP list.Question: Is the GFP list in attachment 12 the only / final GFP list or will there also be a GFP listin Appendix G?Yes; the GFP list will be maintained as an RFP/contract attachment, not under Appendix G.
36Reference/Discussion: Pricing templateQuestion: Are fully burdened to rates to be bid to include any applicable OCONUS uplifts? Will this answer be part of a follow-up per FBO notification from 19 April 2019?The USG is unable to direct the contractor if this will be included. That is a determination to be made by each offeror. The USG will not direct any offerors on what to include in rates.
37RFP and PWSReference/Discussion:

The solicitation requires that encrypted emails be used for the submission of the electronic proposal files and for PPQ respondents. However, instructions also state that the following steps are required: "Contact the buyer/Contracting officer via telephone before email containing actual proposal describing email content, quantity and title of any or all proposal attachments.

Also contact the buyer/Contracting Officer after the email to ensure all was received properly." - yet a telephone number is not provided (except for the front page of the RFP SF 1447), but lists "Sender" instead of buyer/contracting officer.

Also, a test call / encrypted email / follow-up phone call was sent on 17 April 2019 to 'john.evans.37@us.af.mil'; 'valerie.toler@us.af.mil' with pre-and-post telephone (voice mails) to the number listed on FOB for the Primary POC (Valerie Toler) - with no reply via email or acknowledgement return call(s). With electronic submission and PPQ submissions (by 3rd parties) hinging upon the use of encrypted emails with prepatory and post phone calls - and with the noted preference to have PPQs into the USG 10 days prior to 6 May 2019, the RFP noted processes and procedures require testing to ensure they are working. Question: Will the USG please provide more detailed guidance on the processes required for submission of encrypted emails - and when tested - will the USG please acknowledge prepatory calls, receipt of test emails, and post calls or revise the guidance for this RFP requirement?

Also, will the USG allow more time for proposal submission in order to test these procedures and allow PPQ respondents to meet the "10 day prior to proposal submission" requirement for PPQ's to be delivered? 1. The USG will not be providing more detailed guidance on submission processes. The USG encourages all trasmitals to be followed up with a phone call. The USG will acknowledge receipt of all test and submittal emails.

2. The proposal response date will be extended to 20 May 2019 via RFP amendment.

38Reference CLIN x003 Engineering Support.N/AQuestion: Will the USG clarify the section(s) in the PWS that provide the requirements for Engineering Support that are not considered part of an Over and Above action?Any sustaining engineering task contained in PWS Section 4.7 which is not directly related to a CDRL will be considered regular engineering services and will not be considered as an O&A.
39Reference CLIN x014 CNF TravelN/AQuestion: Should this CLIN be included in the Attachment 9 CRNF CLINs price matrix? According to the Section L instructions, the Offeror is to provide the loading factor for travel, but the CLIN does not seem to be included in the matrix? No; CLIN x014 (Travel) is not part of the Total Evaluated Price (TEP). Section L does not instruct the offeror to quote the loading factor. Estimated Travel cost will be quoted on the RFP, but NOT evaluated.
40Reference CLIN x004 Operations Support.N/AQuestion: Please confirm that the prices for CLIN x004 are associated and limited to the requirements in PWS 4.8?Confirmed the pricing for CLIN X004 is associated with PWS Section 4.8
41Reference CLIN x0006 Logistics Support.N/AQuestion: PWS 4.10 provides the requirements for Logistics Support that includes Supply Chain Management; Repair Services; spares, expendables/consumables, support equipment; POL; and distribution/warehousing/transportation. Since costs associated with these logistics functions are largely dependent on the size of the supported aircraft fleet, please clarify how the Offeror should provide a price given the range in numbers of aircraft? The assumption by the USG is that regardless of quantity of aircraft, the Logistics Support cost would not experience a dramatic change. At this time, Afghanistan only has 4 aircraft. If the quantity is increased during the life of the contract, any increase in Logistics Support will be negotiated as an Over and Above action.
42Reference CLIN x0015AF Technical Report – Studies Services.Reference states that it states that the PMO will direct the contractor to conduct and provide technical studies and that the contractor shall submit ROM estimates to the PMO for approval/negotiations prior to starting any study/report.Please clarify how the Offeror should provide a FFP for Technical Report-Studies. According to PWS 4.7.3?When the USG decides it needs a study it will inform the Contractor what the study will entail, provide a SOW, negotiate O&A and other CDRL entities. This CLIN should be "To Be Negotiated". The correction will be made to the RFP and CLIN 0015AF will NOT be part of the TEP.
43Reference PWS 4.8.3 Reporting Scheduling Deviations. The referenced section in the PWS refers to AFMCI21-165 as the basis for the COR to evaluate deviations for scheduled missions due to late maintenance or maintenance abort. However, according to the USAF e-publishing portal, AFMCI21-165 was rescinded by AFMC in 2016.Question: Please provide the alternate basis of addressing deviations."The COR will address deviations on a case by case bases and arbitrate deviation determinations using AFMCI 21-165 or equivalent guidance" will be replaced with "The COR will address deviations on a case by case basis." PWS section revision will occur via RFP amendment.
44Reference PWS 4.6.5 Design Reviews/Technical Interchange Meetings (TIM)N/AQuestions: 1) What is the anticipated frequency of design reviews/technical interchange meetings (TIM) 2) Of this number, how many are expected to be hosted by the Contractor? 3) If not at the Contractor facility, where will TIMs be held? The USG anticipates few if any TIMs. Who will host and where it will be hosted will be negotiated as the need arises.
