About this file

This document contains sample tasks for a federal solicitation for Contractor Logistics Support services for C-130H aircraft in Afghanistan. The solicitation will be for a one-year base period and four one-year options to provide support and sustainment for four to six C-130H aircraft located at Kabul, Afghanistan and provide on-call support at forward operating locations. The services will include developing course of action plans and schedules to recover aircraft after off-station emergencies and in-flight incidents, procuring necessary parts, and returning aircraft to a fully mission capable status in timely manners. Proposers are instructed to identify processes, resources, risks, and other details for various maintenance scenarios without contacting government organizations.

Sample Task 1 Subfactor 1: Maintenance Action 1

Off-station Aircraft Recovery

Problem: An assigned aircraft has experienced a possible over-G and hard landing off-station at a remote Afghanistan airfield designated as being in a high threat, hostile environment. There are no CLS personnel on the aircraft. The Afghan pilot reports back to Kabul Air Base and subsequent communication to the CLS program manager is that there is no visible damage; however there is evidence of a small fuel leak around Number 1 engine.

Assumptions:

• No CLS maintenance personnel and no C-130H support infrastructure is available at the remote airfield

• Aircraft needs to be recovered immediately

Assignment:

Task: Develop a course of action plan and schedule to recover and return the aircraft back into a fully/partial mission capable status. Describe your process and proposed maintenance actions which are required after notification of the hard landing.

Identify and provide rationale for processes, security, schedule, resources, and materials required in your approach. Identify and describe your assumptions, trade-offs considered, and any risks associated with your approach.

Do not contact any Government organization to complete this task.

Sample Task 2 Subfactor 2: Maintenance Action 2

In-Flight Emergency/Aircraft on Ground (AOG)

Scenario:

1. During takeoff at the Main Operating Base (MOB), aircraft encountered a bird strike. Subsequently the pilot reports an in-flight emergency (IFE). Flight crew experienced smoke in the cockpit along with an electrical burning smell. Aircraft aborted mission and landed safely back at MOB. Crew immediately evacuated aircraft after coming to a stop at the end of the runway.

2. During initial survey impact damage was noted on the left hand horizontal stabilizer with significant damage to the outer skin, inner skin and anti-icing tubes. Damage is limited in-between 2 ribs. No damage to the front beam was noted. During pre-flight inspection after repair of the bird strike damage a vertical crack was found on the 3325706 flap track attach tee fitting at flap station 28.17. The crack is long enough where a repair is not possible and replacement of the part must be accomplished before further flight.

3. Aircraft is in time critical need (AOG) of immediate repair.

Assumptions:

1.

• Fire department will be waiting at aircraft at end of runway

2.

• No repair material is available at MOB

• Replacement leading edge is not at Kabul

• Major repairs of aircraft must be repaired on-site

• Parts will need to be ordered to accomplish the repair

3.

• AOG in an Area of Responsibility (AOR)

Assignment:

Tasks:

1. Develop a course of action plan to return aircraft to fully mission capable status.

Describe your actions, which are required after notification of the in-flight emergency. Identify and provide rationale for processes, parts procurement, any required test equipment, and materials required in your approach. Identify and describe your assumptions, trade-offs considered, and any risks associated with your approach.

2. Develop a course of action plan to return aircraft to fully mission capable status.

Describe your actions, which are required after notification of the reported discrepancies. Identify and provide rationale for processes, parts procurement, any required test equipment, and materials required in your approach. Identify and describe your assumptions, trade-offs considered, and any risks associated with your approach.

3. Develop a course of action plan and schedule to obtain the needed parts. This process should include logical and well documented steps from parts removal to parts replacement. Identify and provide rationale for processes and schedule required in your approach. Identify and describe your assumptions, trade-offs considered, and any risks associated with your approach.

Do not contact any Government organization to complete this task.
