1.2 BACKGROUND
The Government has established the requirement for selected C-130H aircraft to be modified with the installation of the AN/ALR-69A(V) RWR system to be installed on selected C-130H aircraft. The C-130H Mission Design Series (MDS) platforms rely on Electronic Countermeasures (ECM) systems to protect themselves against Radio Frequency (RF) threat weapons systems i.e. Surface to Air Missiles (SAM), Anti-Aircraft Artillery (AAA), and Air-to-Air Missiles. The AN/ALR-69A(V) RWR system provides enhanced and improved notification to the crew of threat radar signals being used to track and target the aircraft in a hostile RF environment.
The C-130H Fleet currently consist of aircraft with and without the legacy AN/ALR-69 RWR Systems installed. Aircraft with the legacy AN/ALR-69 RWR system installed are called “non-barren”. The legacy AN/ALR-69 RWR hardware, cables, wiring, and associated parts will be removed from these aircraft as part of the installation of the AN/ALR-69A(V). The contractor shall design a “single kit” to modify all three (3) versions of the aircraft (H2, H2.5, & H3) as well as aircraft with and without the legacy AN/ALR-69 installed.
The Group A kits shall be based on Time Compliance Technical Order (TCTO) 1C-130-2016 Installation Of AN/ALR-69A(V) Radar Warning Receiver (RWR) On Selected C-130 Aircraft, Dated: 27 July 2011, which installed the AN/ALR-69A(V) on C-130H1 aircraft.
The AN/ALR-69A(V) RWR is comprised of the following Group A components; four (4) C/J band antennas, two (2) Azimuth Indicators, an Indicator Control Unit (ICU) as well as all cables, brackets, connectors, and clamps permanently installed on the aircraft. Group B components consist of one (1) Countermeasures Signal Processor (CSP), and four (4) Radar Receivers (RRs). See Attachment 1: GFE.
2.0 ENGINEERING ANALYSIS
The Contractor shall perform the following engineering analysis and update as appropriate, the following studies delivered by Boeing under the C-130 AN/ALR-69A(V) System Development and Demonstration contract.
Receive Antenna – Calculate free space RF isolation, using MIL-STD-461, and MIL-STD-464 as a guide, between the RWR antennas and the other antennas of C-130H2/H2.5/H3 systems including, but not limited to, Real Time Information in the Cockpit (RTIC), APN-241 weather radar, Tactical Control and Navigation (TACAN), Identification Friend and Foe (IFF) both Mode 5 & S, Satellite Communications (SATCOM), and Enhanced Traffic Collision and Avoidance System (E-TCAS). Emphasis should be placed on the aft C/J antennas, since they will be slightly relocated. This applies to all frequencies within the C/J band.
CDRL A012, Technical Report – Study/Services, (DI-MISC-80508B/T)
Receive Antenna Footprint – Calculate radome footprint effect on viewing angle of AAR-47 sensors at the new locations for the aft C/J band antenna. The Contractor shall ensure full viewing angles of the forward and aft C/J antennas will not physically obstruct or be obstructed by other systems during installation, such as the sensors for the AAR-47 Missile Warning System (MWS).
CDRL A012, Technical Report – Study/Services, (DI-MISC-80508B/T)
Radar Receivers & Antenna Engineering Analysis -- The Contractor shall develop test plans, test reports, and/or technical reports, program deficiency reports, and all operational safety, suitability, and effectiveness (OSS&E) requirements for electromagnetic interference (EMI) test, electromagnetic compatibility (EMC) test, structural analysis, cable routing, and dummy plug locations for the new Aft C/J antenna locations, and new aft RR locations. The Contractor shall update the thermal analysis report for RR aft placement and forward RR locations with the new armor installed (TCTO 1C-130-2094). The installed RR’s with fan, ducting, and personnel safety guards must allow ground operation of the forward and aft RR’s with ambient temperatures of 51 degrees C, as measured outside the aircraft, with and without solar loading. The mounting hardware and the ambient environment around the installation shall maintain the RR thermal interface at or below 71 degrees C in flight and during ground maintenance operations.

34.0 ENGINEERING DESIGN REQUIREMENTS
The Contractor shall design the Group A hardware for the modification onto the C-130H models with the AN/ALR-69A(V) RWR integration onto the C-130H2/H2.5/H3 models. This design will be based on the previous AN/ALR-69A(V) C-130H1 integrationmodification effort. The integrationmodification of this system requires specialized knowledge of aircraft single mode fiber optics installation/maintenance and detailed knowledge of the operation of the aircraft defensive systems used on DOD aircraft. The Contractor shall use, where possible, existing AN/ALR-69A(V) Group A equipment design from the C-130H1 effort, to include the existing fiber optic (FO) cable design. Where that is not possible, the Contractor shall design the new equipment and provide updated drawings. Updates to the existing drawing will not consist of new drawings, but will be annotated on the existing drawings per ASME Y14.35. Any drawings and Engineering Change Order (ECOs) required will be reviewed and approved by the assigned Government Engineer prior to inclusion in the Technical Data Package (TDP). The AN/ALR-69A(V) uses ruggedized Single Mode Fiber Optic (FO) cables to transmit signals between the Countermeasure Signal Processor (CSP) and the Radar Receivers (RRs). New installations shall use the existing cable design. Any deviations from the current FO designs will require prior Government approval.
