1.0 GENERAL
1.1 SCOPE
The Contractor shall design, engineer, develop, manufacture, and modify a selected quantity of C-130H2/2.5/3 model aircraft (referred to as “C-130H” throughout the remaining document) by installing the AN/ALR-69A(V) RWR System. The Contractor shall provide non-recurring engineering (NRE), C-130H Group A Trial Kits and Installs (TKIs), and C-130H Group A Verification Kits and installations for this contract. There will be three Ordering Options, each to order a specific number of production kits.
The Contractor shall be responsible for the conversion, maintenance and return of the aircraft to an airworthy condition at final delivery. The conversion and modification shall occur at the Contractor’s facility.
The required effort includes, but is not limited to; AN/ALR-69A(V) A-kit development, manufacture and installation of Trial Kits and Verification Kits, structural modifications to the tail cone, ground testing and supporting flight testing, updating appropriate Technical Engineering Drawings, and providing source data to update Technical Manuals. Within 18 months of contract award, the effort shall result in a fully tested modification with updated Technical Data and Engineering Data sufficient to produce the A-kits.
1.2 BACKGROUND
The Government has established the requirement for selected C-130H aircraft to be modified with the installation of the AN/ALR-69A(V) RWR system. The C-130H Mission Design Series (MDS) platforms rely on Electronic Countermeasures (ECM) systems to protect themselves against Radio Frequency (RF) threat weapons systems i.e. Surface to Air Missiles (SAM), Anti-Aircraft Artillery (AAA), and Air-to-Air Missiles. The AN/ALR-69A(V) RWR system provides enhanced and improved notification to the crew of threat radar signals being used to track and target the aircraft in a hostile RF environment.
The C-130H Fleet currently consist of aircraft with and without the legacy AN/ALR-69 RWR Systems installed. Aircraft with the legacy AN/ALR-69 RWR system installed are called “non-barren”. The legacy AN/ALR-69 RWR hardware, cables, wiring, and associated parts shall be removed from these aircraft as part of the installation of the AN/ALR-69A(V). The Contractor shall design a “single kit” to modify all three (3) versions of the aircraft (H2, H2.5, & H3) as well as aircraft with and without the legacy AN/ALR-69 installed.
The Group A kits shall be based on Time Compliance Technical Order (TCTO) 1C-130- 2016 Installation Of AN/ALR-69A(V) Radar Warning Receiver (RWR) On Selected C-130 Aircraft, Dated: 27 July 2011, which installed the AN/ALR-69A(V) on C-130H1 aircraft.
The AN/ALR-69A(V) RWR is comprised of the following Group A components; four (4) C/J band antennas, two (2) Azimuth Indicators, an Indicator Control Unit (ICU) as well as all cables, brackets, connectors, and clamps permanently installed on the aircraft. Group B components consist of one (1) Countermeasures Signal Processor (CSP), and four (4) Radar Receivers (RRs). (see Attachment 1: GFE).
2.0 AIRCRAFT SURVEY
The Contractor shall perform aircraft surveys no later than one month after contract award.
The Contractor shall document all key technical details pertaining to the AN/ALR-69A(V) modification with an Aircraft Survey Report (CDRL A001). For bidding purposes only, the locations to be surveyed are Reno ANGB, NV, Wilmington ANGB, DE, and St Joseph ANGB, MO, with the exact locations to be determined after contract award. At a minimum, each version (H2, H2.5, and H3) of aircraft must be surveyed. The surveys must also include at least one barren and non-barren aircraft. The Contractor shall neither release nor share information with any entity, other than their “need-to-know” subcontractors or the Government, without written approval from the Procuring Contracting Officer (PCO).
CDRL A001, Technical Report – Aircraft Survey, (DI-MISC-80508B/T)
3.0 ENGINEERING DESIGN REQUIREMENTS
The Contractor shall design the Group A hardware for the modification onto the C-130H models with the AN/ALR-69A(V) RWR. This design will be based on the previous AN/ALR-69A(V) C-130H1 modification effort. The modification of this system requires specialized knowledge of aircraft single mode fiber optics installation/maintenance and detailed knowledge of the operation of the aircraft defensive systems used on DOD aircraft.
The Contractor shall use, where possible, existing AN/ALR-69A(V) Group A equipment design from the C-130H1 effort, to include the existing fiber optic (FO) cable design.
Where that is not possible, the Contractor shall design the new equipment and provide updated drawings. Updates to the existing drawing shall not consist of new drawings, but shall be annotated on the existing drawings per ASME Y14.35. Any drawings and Engineering Change Order (ECOs) required shall be reviewed and approved by the assigned Government Engineer prior to inclusion in the Technical Data Package (TDP).
The AN/ALR-69A(V) uses ruggedized Single Mode FO cables to transmit signals between the Countermeasure Signal Processor (CSP) and the Radar Receivers (RR). Any deviations from the current FO designs shall require prior Government approval. The Contractor shall procure the FO cables as assemblies IAW the Technical Data Package (TDP). During Trial and Verification kit installations and on aircraft with a previously installed AN/ALR-69 RWR, the Contractor shall remove the legacy AN/ALR-69 RWR and associated equipment, both Group A wiring and Group B equipment, to include the Frequency Selective Receiver System (FSRS) antenna array and AN/ALR-69 C/D band antennas on the lower fuselage, and to provide closeout panels, as necessary. Drawing number 3343315 (see Attachment 3) and 392525 (see Attachment 4) should be used as a guide.
The fiber optic cables shall be thermally conditioned to remove all shrinkage in the material/construction. Prior to termination, thermally condition the cut length segments of the fiber optic cables, apply 15 cycles of temperature from -50°C ±3°C TO +120°C ±3°C to the Fiber optic cable, for a minimum of 15 minutes at each temperature extreme. The rate of temperature change between extremes can be adjusted as necessary to accommodate the equipment and personnel. This shall be applicable to all fiber optic drawing Part List.
The Contractor shall provide one (1) new tail cone assembly with each Group A TCTO kit.
The tail cone assembly shall maintain the current form with a top access cover and drain holes. The assembly shall maintain the formation light assemblies and AAR-47A(V) 2 sensors, while installing the new AN/ALR-69A(V) antennas with adequate separation to provide a maximum field of view in relation to the AAR-47A(V) 2 sensors and AN/ALR- 69A(V) antennas. Drawing number 3337728 (see Attachment 5) shall be used as a guide to standardize the tail cone assembly configuration for this program. The Contractor shall ensure structural support is adequate to accommodate the additional weight added by the C/J antennas, and ensure grounding/bonding capability to meet the antenna requirements.
The Contractor shall be responsible for the integrity of all physical, electrical, and any other interfaces between the GFE supplied Group B equipment and the aircraft being modified.
The Contractor shall avoid any interoperability problems between all currently installed C-130H avionics equipment and the AN/ALR-69A(V) RWR system. The Contractor shall incorporate studies and test findings to generate a modification to the aircraft that shall integrate common suppression lines such that the connected systems operate simultaneously and operate at their expected performance level. Special consideration should be placed on Real Time Intelligence in the Cockpit (RTIC), TACAN, IFF, E-TCAS, and APN-241 weather radar system.
The Contractor shall provide a Systems Engineering Management Plan (SEMP) to describe the key engineering management practices essential to the successful completion of the ALR-69A(V) RWR modification.
