Multiple Award Contract for Modifications (MACM)
ORDER DESCRIPTION
Modification Upgrade of the
TH-1H Standby Turn Rate Indicator and Battery Backup Source
04 August 2023
1. BACKGROUND: The subject modification upgrade is a validated requirement from 1067 AETC 20-027, Standby Turn Rate Indicator and Source with Battery Backup and AETC 20-030, Standby Attitude Indicator Battery Backup. The TH-1H only has one source of turn rate: the Attitude and Heading Reference System (AHRS). The Standby Instrumentation located between the Pilot and Center Multi- Functional Displays contain all necessary flight instruments (Attitude Indicator, Airspeed Indicator, Barometric Altimeter, Vertical Speed Indicator, and Magnetic Heading Indicators [located outboard of the instrument panel at both pilot and co-pilot's stations]) except for rate of turn indication. The addition of a standby rate of turn indication would provide critical turn rate information while operating in Instrument Meteorological Conditions (IMC) conditions with a failed AHRS. In addition, there is no dedicated backup power source providing power to this standby instrumentation, including the attitude indicator and backlighting, in the event of electrical failure.
2. SCOPE:
a. Standby Rate of Turn Indication. The contractor shall provide and install a Standby Rate of Turn Indication in the form of a Commercial-off-the-Shelf (COTS), combination attitude/rate-of-turn/slip indicator, capable of replacing the existing standby attitude indicator. Due to space concerns, the indicator size must not exceed the size of other standby instrumentation already installed and which meets the requirements of AETC 20-027 Appendix A – Air Education and Training Command (AETC), TH-1H Aircraft – Standby Rate of Turn Indication.
b. Battery Backup Source. The contractor shall provide and install an emergency standby power/battery backup system capable of supporting the standby instrumentation, associated backlighting, and which meets the requirements of AETC 20-030 Appendix A – Air Education and Training Command (AETC), TH-1H Aircraft – Emergency Battery Backup System for an objective period of 1 hour.
c. This effort will require the Contractor to perform non-recurring engineering (NRE) for integration, development of modification Time Compliance Technical Order (TCTO), Technical Data Package (TDP), Technical Order (TO) updates, prototype and verification installations, prototype manufacturing/delivery, TO validation/verification, and testing and delivery of Production Kits, and provisioning.
d. There are 28 TH-1H aircraft affected by this modification located at Cairns Army Airfield, Fort Novosel (formerly Fort Rucker), AL. This effort includes installation of 28 kits (1 trial install kit, 1 kit proof kit, and 26 production install kits), consisting of an upgraded standby attitude indicator with rate of turn indication and battery backup source. In addition, this effort includes the procurement of 5 each initial spares (1 indicator + 1 battery backup system, when combined, constitutes a single spare).
3. DESCRIPTION OF REQUIREMENT TASKS: This order does not require specific delineation from the baseline SOW Revision B, as written (dated 27 Sep 2021).

General
AETC 20-027:
The TH-1H only has one source of turn rate, a single Attitude and Heading Reference System (AHRS) that displays rate of turn on the Pilot and Copilots Multi-Function Control Displays (MFCD). If the AHRS fails, there is no backup turn rate source or indication. Turn rate information is critical to maintaining aircraft control in IMC. The Standby Instrumentation located between the Pilot and Center Multi- Functional Displays contains all necessary flight instruments (Attitude, Airspeed, Barometric Altimeter, and Vertical Speed) except for a Rate of Turn Indicator. According to 14 Code of Federal Regulations § 29.1303(g), Flight and Navigation Instruments, a gyroscopic rate-of-turn indicator combined with an integral slip-skid indicator is a required flight instrument. The addition of a standby rate of turn indication would provide critical turn rate information for Instrument Meteorological Conditions (IMC) flight with a failed AHRS turn rate source/indication.
AETC 20-030:
There is no dedicated backup power source that provides emergency power to the standby instrumentation, including any standby instrumentation backlighting, in the event of complete electrical failure. The standby attitude indicator is powered by the same electrical bus as the AHRS system which provides primary attitude information to the Pilot and Copilots MFCD. In the event of electrical failure in IMC, there is a complete loss of required flight instrumentation. Loss of attitude reference in IMC would lead to loss of aircraft control, resulting in the loss of aircraft and crew.
AETC 20-027, Rate of Turn Indication
The contractor shall provide a standby attitude indicator with rate-of-turn indication that possesses, at minimum, the following salient characteristics, features or capabilities:
1. Integrate a replacement standby attitude indicator that contains an integral rate of turn indicator, slip-skid indicator and holds a Federal Aviation Administration (FAA) Technical Standard Orders (TSO) of TSO-C3e, TSO-C4c and TSO-113a.
2. The indicator form factor shall be the 3” bezel/case style.
3. The indicator shall provide a 2-minute turn (3 degree/sec) rate of turn indication.
4. The indicator shall operate independently of any other attitude indicating systems.
5. The indicator shall be NVIS compatible.
6. The indicator shall be powered from the STBY INST circuit breaker common to the existing standby instrumentation (See Figure 3).
7. The indicator shall replace the existing standby attitude indicator (See Figures 1 & 7).
8. The contractor shall include information about known cyber vulnerabilities and evidence of cyber hardening of the rate-of-turn indicator.
AETC 20-030 Emergency Standby Power/Battery Backup
The contractor shall integrate an emergency standby/battery backup system capable of powering the standby flight instrumentation and the associated instrument backlighting, for up to one (1) hour during a total loss of aircraft electrical power. The emergency standby/battery backup system shall possess, at minimum, the following salient characteristics, or capabilities:
1. The battery backup shall be capable of suppling +28VDC emergency power to the standby attitude indicator with rate-of-turn indication (See Figures 1, 5, 6 & 7):
2. The battery backup shall be capable of suppling emergency power for backlighting for the following standby instrumentation (See Figures 1, 5 & 6):
(a) Standby attitude indicator w/ rate of turn indication
(b) Standby airspeed indicator
(c) Standby barometric altimeter
(d) Standby vertical velocity indicator
3. The battery backup shall be capable of supplying emergency power for backlighting the following instruments (See Figures 1, 5 & 6):
(a) Pilot and Copilot – Clocks
(b) Pilot and Copilot – Compasses
4. The emergency standby/battery backup shall hold an FAA Technical Standard Order (TSO)
TSO-C179a (or greater).
5. The emergency standby/battery backup shall be environmentally certified to DO-160F (or greater).
6. The battery backup shall be charged from the existing +28VDC Essential DC bus when not providing emergency standby power.
7. The battery backup system shall be designed so that following the loss of electrical power the battery backup will automatically provide emergency power without the need for flight crew action.
8. The battery backup system shall be designed so that emergency power is only provided in the event of:
(a) Total loss of aircraft electrical power, or
(b) When intentionally selected ON by the flight crew
9. The battery backup system shall be designed such that the failure of the primary electrical generation system does not interfere with the proper supply of power from the battery backup system.
10. The battery backup system shall provide an indication to the flight crew any time emergency power is discharging or supplying power to the standby instrumentation.
11. The battery backup system shall provide the flight crew with the ability to determine the battery’s current state of charge either through a system self-test or direct indication.
12. The battery backup system shall provide a means for the flight crew to turn the system OFF manually.
13. The existing instrument panel lighting circuit, as controlled by the INST PANEL lighting rheostat and the STBY INST rheostat, shall be modified so that the circuit is powered from the emergency standby/battery backup bus when emergency power is in use (See Figure 2).
