About this file
This is a market research document and contractor capability survey for LANTIRN Navigation Pod sustainment engineering services. The U.S. Air Force (AFLCMC/ESKB) seeks qualified contractors to provide engineering services for the AAQ-13 Low Altitude Navigation and Targeting Infrared for Night (LANTIRN) system components with National Stock Numbers 5855-01-435-2772 (Part Number 717600000-279) and 5855-01-697-0881 (Part Number 2020112037-10). The LANTIRN Navigation Pod is a critical system used on the F-15E Strike Eagle that provides 24-hour night and adverse weather low altitude visual navigation and terrain-following radar capabilities from 100 to 1,000 feet. The requirement encompasses evaluation and resolution of system maintenance deficiencies, parts obsolescence resolution, development and review of engineering change proposals, sustainment studies, and technical services for system supportability analysis. The contract will be structured as a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract consisting of one year basic performance plus four option years, extending through Fiscal Year 2031.
Interested contractors must submit responses to the capability survey no later than 18 March 2026 at 1500 EST via email to antwan.thomas@us.af.mil. The survey requires detailed information regarding business qualifications, facility capabilities, past relevant experience on similar projects, classified material handling procedures, technical data generation capabilities, quality assurance processes (including AS9100 certification), manufacturing capacity, commerciality factors, and engineering services experience. Contractors must address specific capabilities including repair experience with the identified part numbers, test and evaluation procedures, obsolescence management strategies, fit/form/function resolution processes, and inventory record maintenance. Both large and small businesses are encouraged to participate, with joint ventures and teaming arrangements permitted. Contractors should identify areas suitable for small business set-asides. Questions may be submitted in writing prior to 18 March 2026 to either Travern Poole (travern.poole.2@us.af.mil) or Antwan Thomas, with responses posted to SAM.gov.

INSTRUCTIONS:
1. The document(s) below contain a description of the LANTIRN Navigation Pod requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability. A DRAFT Performance Based Work Statement is attached for review.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
3. Both large and small businesses are encouraged to participate in this Market Research.
Joint ventures or teaming arrangements are encouraged.
4. Questions relative to this market survey should be submitted in writing to Travern Poole, travern.poole.2@us.af.mil or Antwan Thomas, antwan.thomas@us.af.mil. Only written questions submitted prior to 18 Mar 2026, 1500 EST will be accepted. AFLCMC/ESKB will consolidate all questions and post the questions and answers to SAM.gov. Therefore, questions shall NOT contain proprietary or classified information. The document(s) below contain a description of the IVHMS requirement and a Contractor Capability Survey. PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to provide engineering services for the sustainment of the AAQ-13 Low Altitude Navigation and Targeting Infrared for Night (LANTIRN) system component listed below:
NOUN NSN P/N

This requirement is for sustainment engineering services to include the evaluation and resolution of system maintenance deficiencies, resolution of parts obsolescence deficiencies, development of engineering change proposals, review of Government engineering change proposals, performance of sustainment studies, and technical services in support of the analysis and resolution of system supportability deficiencies. Our sustainment support strategy is a five-year, Indefinite Delivery Indefinite Quantity (IDIQ) type contract (1 year basic plus four option years), and will continue through FY31.
The Government’s needs for sustainment engineering services are required in order to support aircraft navigation and terrain-following capabilities. The LANTIRN Navigation Pod provides 24-hour night and adverse weather low altitude visual navigation and automatic/manual terrain-following from 100 to 1000 feet capabilities.
The LANTIRN Navigation Pod is a system for use on the Air Force’s premier fighter aircraft – the F-15E Strike Eagle. LANTIRN significantly increases the combat effectiveness of the F-15E, allowing them to fly at low-altitudes at night and under-the-weather.
The LANTIRN Navigation Pod provides high-speed penetration and precision attack on tactical targets at night and in adverse weather. The navigation pod also contains a terrain-following radar and a fixed infrared sensor, which provides a visual cue and input to the aircraft's flight control system, enabling it to maintain a pre-selected altitude above the terrain and avoid obstacles. This sensor displays an infrared image of the terrain in front of the aircraft, to the pilot, on a head-up display. The navigation pod enables the pilot to fly along the general contour of the terrain at high speed, using mountains, valleys and the cover of darkness to avoid detection. The Fixed Image Navigation Set (FINS) component of LANTIRN is reaching the end of its service life and continued sustainment of FINS is cost prohibitive. Night Vision Goggles (NVG) have replaced FINS night vision capability needs for operational requirements. The United States Air Force has provided guidance to modify the LANTIRN system procedures, enabling night low altitude navigation with the FINS system unpowered or non-operational. LANTIRN has a new modified National Stock Number (NSN) 5855-01-697-0881, P/N 2020112037-10 to reflect the change of the LANTIRN Nav Pod. The modified Pod has a piece of sheet metal (similarly hardened material painted to match the Pod will work) cut in the shape of the missing FINS window.
