4.2.2.2 PROVIDE TIMELY REPAIRS.

It is the Government’s intent is for the contractor to realize an efficient repair process which facilitates timeliness and regular availability of repaired items in accordance with established contractor repair throughput times. The contractor shall use the Government provided Metrics

Tracking Workbook to record performance of LRU repairs. The metrics shall be calculated and reported monthly and the monthly performance ratings averaged to determine the annual performance rating. The required number of monthly repair deliveries is calculated in the

Metrics Tracking Workbook from the number of LRU inductions, the established repair throughput time, and a BEQ-based delivery cap (see Appendix F for sample worksheet). The metric is met when the actual deliveries meet or exceed the calculated monthly minimum output.

4.2.2.2.1 USAF MANAGED LRU REPAIRS.

USAF Managed LRUs includes all common LRUs used jointly between the USAF and other federal agencies and LRUs unique to USAF applications. The Government will measure USAF

Managed LRU timely repairs by comparing required deliveries against actual deliveries as calculated in the Metrics Tracking Workbook. Metrics will be reported each month, however, measurement against established thresholds will not begin until the end of the third (3 rd

) month after contract award.

4.2.2.2.1.1 USAF MANAGED LRU RELEASE PRIORITY.

When common LRUs are turned serviceable, the contractor will notify the applicable point of contact for shipping instructions using a ―first in, first out‖ philosophy. The following LRU input/output release schedule is provided as an example:

3 AF LRUs received on 15 Jan

1 DoN LRU received on 16 Jan

2 AF LRUs received on 20 Jan

1 DoN LRU received on 25 Jan

Based on the above sequential LRU input, the AF will be first in line to receive three serviceable

LRUs, the DoN would receive the next serviceable LRU, the AF would receive the next two serviceable LRUs, and the DoN would receive the final serviceable LRU.

In the event the AF or DoN has a compelling need to deviate from the established release schedule, the service with the compelling need will coordinate via e-mail with the other service.

Once concurrence is received, the coordinated e-mail will be forwarded to the AF Primary

Contracting Officer (PCO). The PCO will then direct the contractor to release the asset to the service with the compelling need.

The contractor shall not release a deliverable marked for one service to the other without e-mail direction from the AF PCO.

4.2.2.2.2 UNIQUE DEPARTMENT OF THE NAVY (DoN) REPAIRS.
