SUBJECT: U.S Government (USG) Response to Questions/Clarification Requests on MAAS RFP.
The USG will use this working document to respond to questions and/or provide clarifcations on the request for proposal FA8534-21-R-0009 for the Mobile Aircraft Arresting System Source Selection.
Questions:
1. The Top Assembly 201018515 lists four (4) configurations (i.e. -10, -20, -30, and -40). Could the Government clarify which configuration Contractors should bid to?
Contractors should bid to a -10 configuration including a 28 tooth sprocket for the Top Assembly 201018515.
2. Could the Government provide the Missing Drawings for Rewind Clutch Assembly, 200037000? The Government has confirmed that the following Drawings were included in the drawing package release with the Offical RFP on 09 August 2020.
The requested drawings are listed below:
1. Pg 2 of the drawing package- 200037001_98752
2. Pg 3 of the drawing package- 200037002_98752
3. Pg 4 of the drawing package- 200037003_98752
4. Pg 5 of the drawing package- 200037004_98752
5. Pg 6 of the drawing package- 200037005_98752
6. Pg 7 of the drawing package- 200037006_98752
7. Pg 8 of the drawing package- 200037007_98752
3. Item 0001 on Page 3 of the solicitation is asking for QTY of 1 however on page 35 of the solicitation clause 52.209-4 is asking for QTY of 2. This clause also references both 270 days and 300 days. Can the government clarify?
In accordance with the AFMC Form 260, contractors will be required to produce one unit or qty of 1 to be delivered 300 calendar days from the contract date. The discrepancies in clause 52.209-4 will be addressed in RFP Amendment_02.
4. Page 6 of the solicitation is referring to GOVERNMENT APPROVAL/DISAPPROVAL TO BE PROVIDED WITHIN 45 DAYS AFTER RECEIPT OF TEST PROCEDURES. Test procedures or test report? Please clarify.
Government approval/ disapproval shall be provided within 45 days after receipt of the test report. This clarification will be addressed in RFP Amendment_02.
5. Section L- initial describes on base and off base rates as well as Labor Add-on Factors, however Attachment 03 Cost/Price Matrix does not have a place for these costs. Please advise.
The Government has updated/ revised Section L- Initial to remove language regarding On and Off Base rates as it was included in error. This labor is associated with drawing updates or changes that shall occur at the contractors location.
This clarification will be addressed in RFP Amendment_02.
6. Will the consumable materials for FAT and production units will be supplied by the USAF or offeror? Consumables would be the pendants and tapes required for the system.
The consumable material will be included as part of the ROM for testing which will be provided by NAVAIR.
However, please note that should an offeror fail FAT and decide to pay for subsequent testing, it will the offerors responsibility to either provide the consumables, or negotiate with NAVAIR.
7. Could the Government provide the Missing Drawings for the NYLON TAPE 8.50 X 500 YD?
The requested drawing for Nylon Tape is not a part of the MAAS or BAK-12 Drawing packages as it will be provided by NAVAIR as part of the ROM. This item as well as any cables needed will be a part of the consumables noted in question 6. above.
Clarifications:
1. The Proposal response date has been extended by 15 calendar days.
From: 09 September 2021 by 5:00pm EST To: 24 September 2021 by 5:00pm EST
2. Package should be bid as FOB Origin
3. RFP Amendment_02 Addresses question 3 and 4 above as well as incorporating an updated Statement of Work (SOW), Section L- Initial, and CDRL Portfolio.
4. Section L- Proposal submission, Volumes I-IV shall be submitted as separate files or a PDF Portfolio. No physical binders are required for proposal submission.
5. The Drawing Package has been been reviewed, validated, and split into two packages; 14a. MAAS Drawing Package and 14b. BAK-12 Drawing Package. This change should allow for easier identification of drawings.
