About this file
This document is a question and response related to the Automatic Test Systems Acquisition - I (ATSA-I) Request for Proposal (RFP) FA8533-24-R-0002. The government clarified that offerors should not provide information about their capabilities, work processes, facilities, and experience in the technical proposal, as the evaluation will be based solely on the work sample artifacts provided. The government stated it will not accept discretely generated documentation beyond the work sample cover sheets. The overall purpose of the ATSA-I RFP is to acquire automatic test systems, and the draft RFP, Statement of Objectives, and other attachments have been posted on SAM.gov for review, though the government is not currently requesting proposals. The solicitation is being managed by the Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base.

Q# REFERENCE QUESTION GOVERNMENT RESPONSE
1 RFP Section L RFP Section L.II.C.1 states that
“Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the Offeror’s technical proposal.
" Will the Government accept the offeror's description of their capabilities, work processes, facilities, and experience (not inherent to a given work sample) within a Volume II Technical Introduction/Executive Summary format, or must all of this information be provided in the work sample cover sheets to obtain acceptable ratings for these areas?
The Government does not desire to receive any information unrelated to a work sample. Per Section L.II.C.3, "Elaborate brochures or documentation, detailed artwork, or other embellishments are unnecessary and are not desired. The Government will NOT accept discretely generated documentation for the sole purpose of point validation. Discretely generated documentation is defined as documentation that is newly generated expressly for the purpose of responding to this RFP and was in no way a product of the work sample."
In addition, see Section L.II.C.6, "Offerors should explain on the cover sheet for each work sample how the work sample artifacts substantiate the self-score."
The intentions of the above statements are to ensure offerors understand that the Government is not going to use any internal knowledge of the company in the evaluation of their proposal, and that work sample artifacts are the only information submitted in their proposal that will substantiate an offeror's self-score.
