All offerors submitt a complete Volume 3 -Small Business Participation. See Sectikon L.II.D. Volume III, Small Business Participation.

N/A N/A N/A At this time we do not know if we will be a sub, prime or partner on any Task Order.

Please confirm that if we are only a sub role for TOs we must submit for a Prime award under ATSA.

The ATSA-I will not have designated prime or sub roles. We will not have a base of ATSA-I subcontractors. The Government will not post/announce any TO/DO requirements outside of the ATSA-I awardees.

N/A N/A N/A Once a TO is released are we limited to working only with a Prime, or if we subcontract work to another company, all companies involved in the TO bid must be ATSA awardees? Or can we sub to or partner with a non awardee? Will ATSA / USG allow onboarding of additional subs or partners during a TO bid?

The Government expects all ATSA-I awardees to make every effort to team/subcontract with other awardees on all efforts.

However, The Government understands that cannot be accomplished in all instances. The Government will review justification for the offeror not teaming/subcontracting with other ATSA-I awardees. On-ramping is at designated periods of the ATSA-I effort.

Any other On-ramping is at the discretion of the Primary PCO and will only occur if it is determined in the best of the Government to support specialized requirements and/or programs. See Pre- Soliciation Chart #22.

N/A N/A N/A If selected as an awardee does that automatically make us a Prime awardee, or are we supposed to annotate what "role" we are interested in (Prime or Sub)?

Again, there are no prime or sub roles on the ATSA-I.

N/A 3 OVERVIEW – The first paragraph indicates that “FAR Part 12 and 15 will be determined on each individual order.”

Is the intent of this sentence that a determination regarding commercial vs non-commercial will be determined on each order? Instead, since this is a multiple award IDIQ, will orders be awarded in accordance with FAR

16.505 (vs FAR 12 or 15)? If so, will the solicitation include ordering procedures as required by FAR 16.504(a)(4)(iv)?

Determination of commerical vs non-commerical will be determined at the order level. Orders will be issued IAW FAR 16.505. Preamble verbiage amended to remove FAR Part 12 and 15 reference.

N/A 5 OFF-RAMP – Sentence “Inability to satisfactorily perform; inability to rectify performance after written Government notice; Lack of responsiveness; Lack of adhering to digital domain;

Excessive PARs and negative CPARs and releasing data and information without PCO permission.”

Please clarify what is meant by “Lack of adhering to digital domain?”

The Government intends for "Lack of adhering to the digital domain" to mean a lack of following instructions pertaining to digital submissions/communication

s. However, each task/delivery order will dictate its own requirements/stipulations.

N/A FAR/DFARS Progress Payments: It is noted that DFARS clause 252-232-7002 Progress Payments for Foreign Military Sales Acquisitions and 252-232-7018 Progress Payments-Multiple Lots are included in the solicitation.

Since FAR 52.232-16 Progress Payments is not included in the solicitation, does this mean that progress payments are only authorized on FMS orders with multiple lots? If so, would the Government consider adding FAR 52.232-16 Progress Payments to the solicitation?

N/A FAR/DFARS Patent Rights Since the scope includes developmental work, should the solicitation include DFARS 252.227-7038-Patent Rights Ownership by the Contractor?

No. This effort does not meet the if criteria in DFARS227.303 and IAW FAR 27.303(b)(1)... unlessa lternative clause is used IAW ....insert clause FAR clause 52.227-11, Patent Rights- Ownership by the Contractor.

N/A FAR/DFARS Commerciality: The solicitation indicates on page 3 that commercial and non-commercial work can be included.

If commercial work can be included, should FAR 52.212-4 Contract Terms and Conditions- Commercial Items and 52-212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items be included in the solicitation?
