About this file
This document contains questions and responses related to a draft Request for Proposals (RFP) for the Automatic Test Systems Acquisition - I (ATSA-I) program. Key details include:
The ATSA-I program is a contracting vehicle intended to satisfy contractual requirements for the Air Force's Agile Combat Support (ATS) Division programs. The government primarily plans to leverage cloud service providers managed at the Air Force or DoD level, rather than on-premise infrastructure. Specific implementation details, such as the use of open systems architecture, government reference architecture, and model-based systems engineering tools, will be negotiated at the task order level. The work is not expected to utilize the Defense Research and Engineering Network (DREN) or Secret Enclave Research Network (SERN). No technology systems are currently expected to be subsumed by the ATSA-I contract. The government has provided guidance on small business participation requirements. The draft RFP documents are posted on SAM.gov for industry review, but the government is not requesting proposals at this time.

# QUESTION GOV'T RESPONSE
Is ATSA considering DISA-accredited cloud service providers (CSPs) for the “Digital Engineering and Management” work, or is it ATSA’s intent to utilize on-premises computer infrastructure?
ATS Division will primarily be leveraging cloud service providers managed at the Air Force or DoD level.
Is ATSA considering a hybrid computer technology approach (i.e. some DISA-accredited cloud-based infrastructure and some on-premise infrastructure) to any of the work? If so, which portions of the work would be DISA-accredited cloud-based, and which portions would be on-premise based?
The majority of ATS Division work will be either on-premise or using cloud-based services managed by other organizations. ATS does not intend to manage its own cloud-based infrastructure at this time.
If ATSA is considering DISA-accredited cloud service providers, which USAF procurement vehicle does ATSA plan to use to purchase cloud services?
N/A
Which Open System Architecture (OSA) does ATSA plan to use? Where does ATSA recommend companies learn more about the said OSA?
ATSA-I does not govern the strategies of any of the programs that will use ATSA- I. Specific implementations of OSA will be up to each program. General information on OSA can be found in the DAU article on MOSA. Air Force guidance can also be found at https://dafdto.com/
Which Government Reference Architecture (GRA) does ATSA plan to use? Where does ATSA recommend companies learn more about the said GRA?
See the materials posted on 8 Feb 2024 to SAM.gov.
The Air Force and ATS Division will continue to iterate on the GRA, including updated tool versions and features, but the fundamental structure is not likely to change.
Which Model Based System Engineering (MBSE) tools and/or software programs will be used by ATSA?
The Air Force doesn’t endorse any specific MBSE tools. ATS programs will have MBSE requirements, but specific tools and implementation will be negotiated at the task order level.
ATSA-I DRAFT RFP (01 Aug 24) Questions & Responses - 05 AUG 24
Will ATSA consider the adoption and implementation to cloud-based cybersecurity tools to fulfill the “Digital Engineering and Management” work?
Cybersecurity tools and reporting requirements are set by the Approving Official.
For most ATS systems, that is the Aircraft AO.
What role with the 402nd SWEG and the SWEG’s subordinated Squadrons play in ATSA? How will industry integrate and collaborate with SWEG-led work?
ATSA-I is solely a contracting vehicle. It is intended to satisfy all contractual requirements needed by ATS Division programs. Work performed by the 402 SWEG is considered “organic” work which is outside the scope of ATSA-I. If ATS programs currently use the 402 SWEG for ATS work, those programs will likely continue to use 402 SWEG for the same work. ATSA-I will be used by programs when they need Industry to perform work for them. Furthermore, ATSA-I does not dictate program strategies to ATS programs.
Which contract documents list the Impact Levels required for this work? Which Impact Levels will this work be performed and delivered at?
Any Impact Levels required would be defined at the Task Order level.
What portion of the “Digital Engineering and Management” work will take place on the DREN? What portion of the work will take place on SERN?
None identified at this time
Will any DREN-based or SERN-based work need to connect to DISA-accredited cloud service providers?
None identified at this time
Please list the technology systems that will be subsumed on existing contracts for Agile Combat Support (ACS) ATS Division, AFLCMC/WNA at Warner Robins, GA.
No technology systems are currently expected to be subsumed by ATSA-I
