1. At this time are you only looking to solicit questions?

2. Are there any other documents which need to be submitted for an interested party at this time?
Government Response: No, the Government is not reques ng industry submit other documents.
3. Are you looking to collect any of our past performance or any other response at this time?
Government Response: No, the Government is not collecting past performance. The
Government is only seeking industry comments, recommendations, and/or questions on attachments posted to SAM.gov.
4. Is there a format for questions or comments?
Government Response: No, there is no established format for submission of ques ons or comments.
5. Do I just send them to your email addresses?
Government Response: Yes, all industry comments, recommenda ons, and/or ques ons are to be submi ed to the ATSA‐I contrac ng team.
6. Could you explain the strategy on how small businesses are going to be required to respond, like you did at the industry day? I know teaming is not going to be allowed, but wanted some clarification on the pools and how to identify where we would fit and how we need to respond.
Government Response: Has your team reviewed the ATSA‐I Section L and M attachments that were uploaded to SAM.gov on 31 JAN 2024 under notice ID: FA8533‐
22‐A‐TSAI? These attachments detail how the Government intends to conduct the evaluation for this effort. For clarification, the ATSA‐I will not have designated pools for business size categories (large, small, and non‐profit) nor will we have pools for Focus
Area Categories (ATS Sustainment and Logistical Support, ATS Integration and
Development, ATS Digital Engineering/Innovation).
7. Is the intent of the USG to categorize business entities either as Large or Small? If so, with which group would education submissions be compared (assuming a large/small business category)?
Government Response: No, it is not the intent to categorized business sizes as only large or small. The ATSA‐I will have three business size classifications large business, small business, and non‐profit. The non‐profit business size classification is where the education/academia would be listed under. MERC would be classified as non‐profit. The team has added (including educational) after the word non‐profit. A revised Section M and self‐scoring matrix will be uploaded to SAM.gov.
8. Is there a cutoff time for submissions on Friday?
Government Response: The submission cutoff is 5PM on Friday, 9 Feb 24.
