OFF RAMP
• Off Ramp Guidelines:
• The Government reserves the right to utilize an off ramp at any time in the duration of the
ATSA contract. The decisions to off ramp a Contractor will be based upon failure to perform:
• Inability to satisfactorily perform
• Inability to rectify performance after written Government Notice
• Lack of Responsiveness
• Lack of adhering to digital domain
• Excessive PARs and Low CPARs
• Releasing data and information without PCO permission
• Prior to the PCO utilizing an off ramp, the PCO will notify the Contractor of issues involving the performance failures and will allow the awardee 60 calendar days to remedy the issue.
The PCO has full discretion to authorize further remedy days based upon Contractor submitted written justification.
OFF RAMP
• Off Ramp Guidelines Cont’d:
• Contractors may request an off-ramp if they no longer want to participate on the IDIQ contract. The request shall be submitted in writing to the ATSA PCO. A bilateral termination for convenience modification will be issued with a no-cost settlement
• Termination for default or convenience at the order level will be in accordance with FAR clauses without utilizing off-ramp procedures.
Termination of an order does not negate the Contractors’ ability to compete on further competition
PLAN FORWARD
• The team will continue to communicate with Industry on SAM.gov with ATSA-I Newsletter updates and uploading new and revised documents
• Draft acquisition documents for review/comment
• Draft Request for Proposal
• Pre-Solicitation Conference to be held prior to RFP issuance for walk through
