Questions and Answers Request For Proposal (RFP) FA8533-12-R-30143
High Purity-Self Generating Nitrogen Service Cart (HP-SGNSC) Program
16 October 2012
The following additional questions have been received in the AFLCMC/WNKBBB, Major Programs Contracting Office on the above High Purity-Self Generating Nitrogen Servicing Carts (HP-SGNSC) requirement. The questions as well as the applicable answers are provided below.
Question 1: Reference the Schedule of Contract Line Item Numbers (CLINs) in RFP FA8533- 12-R-30143:
A Should CLIN 0004AE identify ELIN B005 instead of B004?
B Should CLIN 0007AC identify ELIN E003 instead of E001?
C Should CLIN 0007AD identify ELIN E004 instead of E002?
Government’s Response: The answer is yes to the above questions. Note that CLINs 0007AA and 0007AB identify the electric HP-SGNSC unit and associated provisioning documents while CLINs 0007AC and 0007AD identify the diesel HP-SGNSC unit and associated provisioning documents. The provisioning documents require the same information for the electric as for the diesel unit.
Question 2: In RFP FA8533-12-R-30143 Preproduction Testing: CLINs 0001 and 0002, paragraph 6 states, "In the event production units are ordered or option periods are exercised prior to preproduction unit approval, the acquisition of materials or components for, or the commencement of production of, the balance of the contract quantity is at the sole risk of the contractor." Will additional delivery orders issued prior to preproduction unit approval be at the sole discretion of the Government or will [the contractor] have the option of not accepting the delivery order until receiving Government approval of our preproduction units (assuring [the contractor] can meet the 60 day delivery requirement without assuming undue risk)?
Government’s Response: Should the Government ever order production units prior to preproduction unit approval, the contractor will not have the option of not accepting the delivery order. All orders will be issued pursuant to the terms and conditions of the contract that results from RFP FA8533-12-R-30143.
Question 3: Reference PD11WRGRVEA06, paragraph 3.1: Inside the paragraph is the statement "The HPSGNSC shall be designed and constructed in accordance with all applicable European Union (EU) requirements in order to have the "CE" marking affixed (see 3.3.3.1)."
What and where is 3.3.3.1? The PD does not have this item.
Government’s Response: The reference to paragraph 3.3.3.1 was a typographical error. The correct reference is paragraph 3.34.4. See Revision 3 to the PD in Amendment 0003.
Question 4: Reference PD11WRGRVEA06, paragraph 4.8.4.7 Fungus Test: Called out is MIL- STD-810G, Method 508.5, Table 508.5-I (USA-Group). Is this really 508.6 as there is no 508.5?
Government’s Response: The correct reference is Method 508.6, Table 508.6-I. See Revision 3 to the PD in Amendment 0003.
Question 5: Reference PD11WRGRVEA06, paragraph 4.8.4.7 Fungus Test: This test is for 28 days. More recent fungus items are accomplished by analysis. Question: Does the Government want the 28-day test or is analysis sufficient?
Government’s Response: The 28-day test shall be conducted.
Question 6: Reference PD11WRGRVEA06, paragraph 4.8.4.10 Vibration forces test, and MIL- STD-810G, Method 514.5, Procedure II and Procedure I, Category 8: Is this really 514.6 since there is no 514.5 in Rev G of the Mil Standard?
Government’s Response: The correct reference is Method 514.6. See Revision 3 to the PD in Amendment 0003.
